'' Fugitive Posing As U.S. Official Kills Hotel Guard 'Miami Beach - (UPD - A youthful fugitive who lived in high fashion on the stolen credit cards of a member of the Kennedy administration killed a security guard and wounded a hostage Saturday when he was unable to cash a check at the swank. Fontaine bleau hotel wherei heVwas a guest. , x vj,1 ; , ' The berserk youth, identi fied as John Charles Cross, 19, of Mount Glen Lakes,' Butler, N.J., later was wounded in a gun battle with police who cornered his careening car on Collins ave. '.' Police said Cross had regis tered in the Fontainebleau ho tel Feb. 6 as Dr. Herbert Waters of Ridgewood, N.J., former aide to Sen. Hubert H. Humphrey (D - Minn.), now special assistant to the direct or of the U.S. Foreign Aid pro gram. Waters' identification and credit cards were in an attache case stolen from- his car outside the Sheraton-Park hotel in Washington last month, police said. Cross, who was being sought by the FBI after living it up in a plush Boston hotel on Waters' bankvaccount and ap parently fleeing in a Cadillac stolen in Lenardo, N.J., jerked out a .22 pistol yesterday af ternoon when his credit was questioned by hotel officials in an office. He fired four or five bullets into-s ec u ri t y guard William Allsopp, who died before reaching a hos pital, and then raced through the crowded lobby into a base merit where he forced another security guard to accompany him to a parking lot where he stole a car. . The hostage, Lou Behrens, was wounded in the leg, ap parently as he tried to wrestle the gun from Cross, wheeling the car down Collins ave. When the car was encircled by police patrol cars, Cross jumped out and began firing at officers from behind the front fender. He apparently was hit in the hand during the exchange with officers. He finally surrendered and was booked on a first degree murder charge and then taken to a hospital for treatment of his hand and a mental exami nation. MOSCOW DEMANDS . Kennedy Appoints wiii Reischauer To Japanese Post . Washington '- (UPI) - Presi dent Kennedy has decided to name Edwin O. Reischauer, a Harvard professor and re nowned expert on the Far East, as the new American Ambassador to Japan, it was learned last night. Kennedy already has asked the Japanese government for its approval of the appoint ment, reliable sources said. Reischauer, 50, who speaks Japanese fluently, was born in Tokyo of American parents. He would succeed Douglas MacArthur II who was order ed by Kennedy to take up a new post in Brussels. Reischauor's wife, the for mer Haru Matsukata, is the granddaughter of J a p a n's great elder statesman of the early 20th century, the late Prince Masayoshi Matsukata. At one time, she was the Sat urday Evening Post's corre spondent in Japan. The apparent appointment of Reischauer as ambassador ends speculation that Oregon Attorney General Robert Y. Thornton was to get that post. United Press International said last week that unconfirm ed reports had Kennedy con sidering Thornton for the am bassadorship. Thornton at that time declined to comment. 2 Missing Medford Men Found Safe Two Medford men, George Jantzer, 70, and Henry Dufur, 45, were found safe about noon Saturday after being missing since Friday night. State police said the men were located on a road near Fish lake. Jantzer and Dufur said their car became stuck in the mud and they spent the night in it. State police and state game division officers staged a search for the pair. Board man Message Expected Tuesday Salem - (UPD - Gov. Mark Hatfield will transmit his spe cial message to the legislature on the Boardman contract Tuesday. Because this date is not a regular city, council meeting night, the . students have been invited to attend the council meeting Thursday, Feb. 16. Appointive officers for Medford city government will be made this week by the student officials. Counterparts for the county offices will be filled by stu dents from other high schools in the area. Schools Included are Phoenix, Crater, Prospect, Butte Falls, and Eagle Point. Results of these elections for county officials will be an nounced later. ; The Student Government day program was started 13 years ago by Mrs. JoAnne Smith, social studies depart ment head at Medford High school, and the late Diamond Flynn, former Medford may or. Us purpose is to give the students a "laboratory" expe rience in election procedure and the operation of local gov ernment. To Take Oath On Student Government Dayi the students register and take the oath of office in the city hall, and the court house for city and county officials, respectively. Both Mayor John Snider and County Judge Earl Miller will also brief the sen iors on local government. From 9 a.m. until noon the students will work with their counterparts, then will be guests at a luncheon at the Elks Club Party lounge. The student officials will return to their office for which they were chosen in the afternoon. Climaxing the activities will be a banquet for officials, stu dents, and parents in the Hcd rick Junior High school cafe teria at 6 p.m. A guest speak er will highlight the evening's program. Small Cars Float Well Corvallis - H'l'll - Jack Hartha, 2B, Portland, was driving his smalt, foreign car through washed over roads in East Corvallis Sat urday when swift water car ried the water-tight auto into deep water. The vehicle was carried along for over 1,000 feet when it was tpotted by air man John Weatherill of Camp Adair. Weatherill went after it in a boat and caught it a half mile east of town. Harsha opened the door to greet hit rescuer and ins car sank in three feet oi Police Officials Involved in 4-Car Collision in City A state police car. contain ing State Police Capt. Paul Morgan and Lt. Earl W. Tich enor, was struck in the rear in a four-car accident in front of state police headquarters Friday afternoon and an 18-year-old Medford youth was cited by Medford police for following too close. Cited was Richard Gary Morgan, 18, of 618 East Ninth st,, Medford, no relation to Captain Morgan. There were no. injuries. ' V State police reported that the car containing the two top ranking state police officers here was travelling south on highway 99 and had stopped to make a left turn into the stale police office parking lot. The car driven by the youth, apparently was unable to stop and struck the officers' car driven by Tichcnor.' r , Hits Station Wagon ; The impact pushed the state police car across the center line and into a station wagon driven by Robert Francis Mc Allister, 42, u Itoute 2, Box 573, Central Point. McAllister lost control of his car and it ran off the shoulder on the west side of the highway. The state police car 'con tinued on the east side of the highway and into a small for eign car driven by Joan Lee Lucas, 26, of 726 King st., Medford. The slate police car sustain ed damage to its left front headlight, fender, grill and heavy rear end damage. The Morgan car was damaged on its front and left sides, the McAllister station wagon the full length of its left side and the Lucas car on the front fender and grill. COUNTY OFFICES CLOSE Jackson county and Oregon state offices will be closed Monday, Feb. 13, in observ ance of Lincoln's birthday. Federal and city offices will be open for business as usual. "Anyhow, There' A Definite Disarmament Gap" Planning Director Says Boeing Made No Commitments Mallicoat Says Firm To Offer Environment Salem - (UPD - Planning Di rector Samuel Mallicoat said Friday enthusiasm over Boe ing Airplane Co.'s application for a lease on Boardman In dustrial park centers on the company's "potential of offer ing the scientific environ ment" needed to spark Ore gon into the space age. Mallicoat told a group or legislators the company t made no commitments for massive space age develop ments on the 100,000-acre north Oregon site and specu lation that the company plan ned large-scale production at ihis time was unfounded. Company officials confirm ed this. Reaction to the Boeing lease request has ranged from fear the company would do nothing with the land to hopes the site would be plung ed into use for heavy missile production. Urges Caution Mallicoat cautioned against regarding the Boeing applica tion from either extreme. He said a key to space age development In Oregon could be concentration of a nucleus of "highly trained and inven tive" minds at Boardman. Such a group, for example, would have to be assembled for static aircraft and missile testing - a complex operation that also requires some me chanical investment. Mallicoat said in other in stances - as in California -similar initial operations have brought in related industries. He said Boeing, as "a leader in the space field," offered great potential" in breaking Oregon in to the space age. Castro Will Aid All Rebel Exiles Ha vana-OJPD-Prime Minister Fidel Castro said last night that Cuba will match Amer ican dollar aid to anti-Castro Cuban exiles by appropriating funds to help 1 "revolutionary exiles" from all Latin Amer ican countries including Puer to Rico. Speaking at the closing ses sion of a Congress of tech nical assessors of government industries, Castro also warned the United Stacs that his re gime intends to declare its position on the question of American support of Cuban exiles before the United Na tions. "If the United States feels it has the right to approve (dollar) credit for counter-revolutionary exiles," he said, "then Cuba feels it has the right to approve credit for exiled Puerto Ricans and for all revolutionary exiles in all of Latin America. "And Cuba is going to the United Nations to declare that if the United States believes it has the right to promote counter - revolution in Cuba . . . then Cuba feels it has the right to support revolution in Latin America." Castro, who is a bitter foe of Puerto Rican Gov. Luis Munoz Marin and his com monwealth government, was incensed over President John F. Reports Grow That L u m urn ha Elizabethville, Katanga (UPI) - The Katanga government said Saturday the escape car reportedly used by Patrice Lumumba to escape his make shift jail had been found so badly wrecked in a drainage ditch the shock to the occu pants "must have been vio lent." The announcement that Lumumba had met with vio lence increased the belief in some United ., Nations quar ters that the reported escape really was a cover story, for his death. There were reports the International Red Cross Portland Reporter Starts New Daily Portland-IUPD-The Portland Daily Reporter published its first edition Saturday. The Reporter, which steps up from a semi-weekly, joined the Oregon Journal and the Oregonian in the daily news paper field here. The tabloid-size newspaper was established exactly one year ago as a weekly and later became a semi-weekly. It evolved out of the current Portland newspaper strike, which began in November, 1959. Robert D. Webb of Port land, a former Oregonian em ployee, is the publisher. Most of the paper's employees are former employees of the Jour nal and Oregonian. Webb said the Reporter would be published six days a week, Mondays through Sat urdays. SP Brakeman Falls Underneath Train A Southern Pacific railroad brakeman was in critical con dition at Rogue Valley hos pital Saturday night after he fell under a train at the Kogap railroad crossing south of Medford and had both legs severed just below the knee. State police said the man was identified as Alva Ernest Teeter, 60, of Roscburg. A spokesman for this seces sionist province said search parties had reached the Lum umba escape car some 40 miles from his prison site at Mulshatsha, 340 miles north east of Elizabethville near the Angola border, and found it in a ditch. "There was no trace of any injury to the occupants de spite the shock they suffered which must have been vio lent," the spokesmen said. The spokesman said over night rains had obscured Lum umba's trail from the car. The Katanga government Is sued a communique insisting that Lumumba escaped Thurs day night with two aides, Maurice . Mpolo, minister of youth in the deposed Lumum ba government, and Joseph Okito, vice president of the senate. The communique came, aft er a growing list of nations began demanding an investi gation of the escape report and after the Soviet Union told Secretary-General Dag Hammarskjold It was "very much alarmed" by murder re ports. . The communique "emphati cally denied" the jailbreak was staged as a cover-up and asked the local population to help catch the former premier. But neither Katanga nor United Nations officials ap peared anxious to make a full investigation. Bubonic Plague Hits Venezuelan Village Caracas - (UPI) - Bubonic plague, the dreaded "black death" of the middle ages, has broken out only 42 miles west of here and killed all but one of the 24 persons who lived In a little village, health authori ties said Saturday. An area of some 600 miles has been placed under the control of sanitary brigades who are working to stamp out the disease before it spreads any further, officials said. The immediate environs of the village, a few miles from the town of Tejcrias, has been declared a "danger zone" and a bounty of eight cents is being offered for every rat killed. This brings the total rainfall since Sepl.. 1 to 9.93 inches,' which-' is still "1.77 inches below normal. , '. " The month of February however, appears that it will be wetter than normal. Chains Needed Slate police advised that chains should be carried, on all highways leading out of the valley. One-way traffic is required on . highway 199 between Idlewild and Pat rick's creek just south of the Oregon border where a slide has covered part of the road way. Highway 99 near Curtain was still blocked by a large slide which covered the high way Friday night. State po lice said a detour has been set up on highway 235 through Yoncolla. Park Rangers at Crater Lake National park said 18 inches of new snow has fallen at the park during the past 36 hours. It was still snowing last night. They reported there is now 86 Inches of snow on the ground compared to 89 at the same time last year. Total snowfall at the park to dato is 232 inches. i i The road from park head quarters to the rim was closed by snow, but rangers said they hoped lt would be cleared by today. Salem - IlIPIl - Mrs. Vincent Kuzmanich, mother of Ore gon's first lady - Mrs. Mark Hatfield - has been hospital ized in Portland.
