Oregon Counties Said Brainwashed Salem - IUP1I - Washington County Judge Joseph Jaross, Hillsboro, today charged the Slate Public Welfare Commis sion with "brainwashing" the Oregon counties into rejecting participation in the federal surplus food program. Jaross said the commission claims the cost of administer ing the program, is too high to justify taking part. This, he said, is not so and he intends to produce data at a hearing here Monday to back up his statement. Also scheduled to appear at the 4 p.m. hearing - called by the senate state and federal affairs committee - is Jeanne Jewett, state welfare adminis trator from Portland.
