o Kennedy Molds First Format Meeting With New tabiit Reorganization Of ICC Started; Pair Appointed Washington -fUPD- President Kennedy held his first formal cabinet meeting today and I began reorganizing the top structure of the Interstate Commerce Commission, a ma jor government regulatory agency. ' Kennedy selected for mem bership on the ICC John Wil liam Bush, Columbus, Ohio, and William Tucker, Athol, Mass. Bush Is currently state director of . commerce in the cabinet of Ohio Gov. Michael DiS'alle. Tucker is an attorney who has a long record of prac tice before the ICC. Included in Report revamping of the prac tices and policies of the gov ernment's six top regulatory agencies has been recommend ed to Kennedy in a special task force report. The special task force was headed by James M. Landis, now special adviser to Ken nedy. It urged major changes in ICC personnel and proce dure, particularly a strength ening of the role of the ICC chairman. f Fill Vacancies Bush, 51 and Tucker, 37, were named to vacancies cre ated by the resignation last year of Anthony F, Arpaia and the expiration of the term of : Commissioner John H. Winchell. ' Both appointees are Demo crats. Their nominations will go to the Senate shortly. Moscow-IUPD-Diplomatic ob servers believed today that Premier Nikita S. Khrushchev will go to New York to attend the United Nations General Assembly in March, with the way possibly cleared for a meeting with President Ken nedy. The observers felt that Khrushchev had removed the key obstacle to a summit con ference with Kennedy when the Russians released the two American RB47 airmen. In Washington Wednesday night, after announcing that the two fliers had been re leased from a Soviet prison, Kennedy said there still were no plans at present for a meet ing with Khrushchev. He said there was no relationship in the U.S.-Soviet discussions be tween the two matters. Khrushchev previously had indicated he might attend the U.N. Assembly which recon venes March 7, particularly if there was a chance of open ing top-level talks with the new U.S. administration while he was in the United States. He also has suggested a sum mit conference on disarma ment at the United Nations. Four Local Students Pledged in Fraternities Eugene-Four students from Medford were among the total of 76 men pledged to Univer sity of Oregon fraternities dur ing the fall term following formal rushing. Hoffa, was reported drawing up new proposals designed to rid unions of corrupt influences. McClellan is chairman of the Senate Permanent Investi gations subcommittee which just concluded two days of hearings on the Teamsters, particularly on charges Hoffa allowed corruption to flourish. Racketeer Invokes Fifth The labor reform law enact ed two years ago prohibits any person' convicted of certain crimes from holding union office. McClellan was expect ed to recommend that perjury be added to the list. The latest phase of hearings Civil Service Lists Government Jobs Deadline for submitting ap plications to the U.S. civil service commission for seven kinds of government jobs is Jan. 31, according to the 11th U.S. civil service region in Seattle. Position are automotive me chanic helper, building repair man, electrician, heavy duty mechanic, operator general, plumber and maintenance- man. Deadline for application to the position of insurance examiner is Feb. 8. Applications are being ac cepted for three other jobs, internal revenue agent, con struction inspector, and ac countant and auditor. MacArthur Marks 81st Birthday New York -Oira- General of the Army Douglas MacArthur marks his 81st birthday today at a dinner with about 140 old comradcsln-arms from the World War II Pacific area command. MacArthur, who still car ries himself In the tall, erect military manner, also planned to greet a few close friends earlier In the day and read congratulatory messages. The dinner tonight will be traditionally slag, except per haps for a brief visit from Mrs. MacArthur. In another highlight of the final session, two members of Teamster Local 107 in Phila delphia testified they were harassed by paid "goon squad" after taking part in ef forts to rid their union of cor ruption. Denies Previous Testimony Another witness, Harold J. Gibbons Hoffa's executive assistant - denied previous testimony that he knew of union money being used to bribe policemen in Phila delphia. Hoffa had plenty to say when questioned about a tape recording taken at Corallo's apartment on which a Team-' stcr official quoted Hoffa as saying: "I don't care if you want to steal, you want to rob, go ahead . . . but don't get caught, don't get caught." The Teamster president charged that the recording was "doctored" - in his opin ion, "deliberately."
