o Johnson May Play Bigger V.P. Role Than Nixon Did MEDFORD MAIL TRIBUNE. MEDFORD, ORE. Washington-IUPlI- In Church lllian terms, Lyndon B. John son didn't seek the vice presi dency to preside over the liq uidation of his political fu ture. And President-elect John F. Kennedy already has made it clear he intends to use his running -mate extensively -probably more fully than ' President Eisenhower utilized the talents of Vice President i Richard M. Nixon, j Actually, the outgoing Sen ; ate Democratic leader may as , sume duties beyond those con " stitutionally assigned him only ,' as the new President invites or approves. ' Kennedy met that situation .( in a pre-Christmas announce ; ment that Johnson will take ' over ' chairmanship of the ', President's Advisory Council j on Space, oversee work of the Government Contract commit ' tee which checks on job dis- crimination, and help out n -i security, defense and inter ' national relations problems. The vice president's basic ; responsibility is the routine .; one of presiding over the Sen ; ate, where he may vote only 1 in the case of a tie. Otherwise, . the tasks of the office are j largely ceremonial. 1 New Duties Nixon was given new and ,; broadened duties by Eisen ' hower. He traveled overseas . as the President's good will j ambassador, participated in high-level cabinet and Nation al Security Council meetings, ! and chaired the Government .. Contracts- committee. He also ' worked on legislative strate- gy. j Johnson as vice president will not let himself be tied to the presiding officer's chair. i An active and restless man despite his 1955 heart attack. he'll more likely be found in areas where trouble-shooting is required. That will include liaison with the White House, Speak er Sam Rayburn, his fellow I Texan, and GOP congression al leaders as the need arises. There have been signs that Kennedy may ask Johnson to represent him in some face-to-face negotiations abroad. But Johnson's real value to Kennedy on Capitol hill will be his personal influence with members of Congress. The Texan's ability to "wheel and j deal" in close vole situations i and to work out compromise 3 agreements will stand the new ' President in good stead. As Democratic leader John 5 son has been responsible for 1 committee assignments and , other favors which have gone to Democratic senators in re , cent years. As vice president, , he may be able to strengthen such influence because of his link with the White House J and the new vista of patron- age and political opportunity . this unveils. ' ' There is every prospect for - greater rapport between the ' new President and his vice . president than existed be j tween Eisenhower and Nixon. ; Closer in Age , The two new teammates are closer in age for one thing -Johnson's 52 and Kennedy's , 43, as against Eisenhower's 70 " and Nixon's 47. ' Then both have the political ' insight of legislative veterans - something which helped - Nixon, but which Eisenhower : as President lacked. ; Like Nixon, Johnson and . Kennedy served in both House and Senate. Eisenhower's : adult life was spent in uni form, except for his stint as president of Columbia Univer- sity prior to his nomination ' and election in 1952. Congressional e x p e r ience gave Kennedy, Johnson and ' Nixon access to a greater un . derstanding of just how the U.S. political system works. Their political antennae thus are more sensitive. The Kennedy-Johnson rap ; port was enhanced by the Sen ' ate leader's all-out campaign effort. The narrowness of Ken nedy's victory over Nixon un derscored Johnson's contribu tion to the ticket. Without Johnson's nomina- j tion and subsequent drive to ; hold southern Democratic leaders in line, Kennedy might have lost more south-1 em and border states than he did. Virginia, Florida, Ten-1 ' nessee, Kentucky and Okla- . homa went for Nixon. j Red Cross Volunteer . Aids Blushing Girl Memphis, Tenn.-UW-Mrs. L. M. Johnson and Nixon are po litical "alikes" in two re spects not directly related to their comparable experience. The senator from Texas and the former senator from Cali fornia both enjoy politics and both are men of great am bition and drive. In Johnson's case, this clear ly spells action in the years immediately ahead. Disobeyed Orders Help Save Family Pinole, Calif.-(UPD-Mark Fer reira, 5, is to told to stay in bed even though he awakes an hour before his parents. He disobeyed these orders re cently when he awoke to find the home was burning. He called his parents, Mr. and Mrs. George A. Ferreira, who managed to get Mark and two other children, Nancy, 3, and David, 11, to safety. Twenty-three firemen put out the blaze, caused by a smoldering carton near a garage wall. Discount houses did a brisk business during the recession in the first half of last year. THURSDAY. JANUARY 19, 1961 Life Won't Change Much for Most of Federal Workers A 7 Washington-(UPD-F o r most of the nearly 5 million per sons who work for the United states government, life will go on pretty much as before even though a new President is taking office. In the whole federal estab lishment there are only about 5,000 patronage and policy jobs to which President-elect John F. Kennedy can appoint the faithful and able. Half the other 99.9 per cent of government employ ees are in the military forces. The rest are civilians under civil service or some other "merit" employment system. Ranging from porters to cafe teria cooks, forest rangers. diplomatic code clerks, air traffic controllers and count less lawyers and scientists, few will change jobs or leave government service because of the change of man and political party in control of the White House. Makes Headway Kennedy already has made considerable headway in ap pointing the high officials who will help shape policy and guide activities. It will be a long time more than a year-before Ken nedy and his aides fill the estimated 5,000 jobs avail able to the President. One reason it will take so long is the sheer enormity of screen ing applicants and matching them to the jobs. A second reason is that not all the jobs are immediately available. For example, the President appoints members of the regulatory agencies, such as the Civil Aeronautics Board and the Interstate Com merce Commission. It is nor mal for commissioners to serve until their terms ex pire. Usually only one seat on an agency comes up each years. There are 35,000 postmas ters in the country, all ap pointed by the President. But each is appointed permanent ly. So the President can name postmasters only as incum bents die, retire or resign. In certain cases, Kennedy has said he will retain men in high government office who might otherwise resign, such as FBI Director J. Ed gar Hoover and Narcotics Commissioner Harry j. An- slinger. Others have been around Washington" fewer years but still have substan tial reputations for compe tence. For example, Kennedy is retaining Allen W. Dulles, director of the Central In telligence Agency, and Elmer B. 'Slants, deputy director of the budget. Of the 2.4 million civilian employees of the three branches of government, about 86 per cent fall under the Civ il Service System and can be removed from their jobs only for cause. Other "merit" sys tems govern the; hiring, pro motion and firing of most other employees. Separate merit systems are Central In. telligence Agency, Tennes see Valley Authority, foreign service, Atomic Energy Com mission, Public Health Service and other agencies.
