Details of this ability to locate and track, 2,500 miles from earth, a man-made needle In a haystack of space were divulged by Phico Corporation. The Letter Sent Mayor Regarding Benches; Text of Veto Given The Crater Lions club sent a letter on Jan. 11 to Mayor John W. Snider of Medford, In which the club set forth its reasons for backing a pro posal to place bus waiting benches on city streets. The letter was dated two days prior to the mayor's ex ecutive veto of a city ordin ance providing for bus wait ing benches. The veto over rules the city council's 6 to 2 decision favoring the ordin ance. It would take a two-thirds majority of the council to pass the ordinance over the may or's veto. In its letter to the mayor, the Crater Lions club contend ed that there is a definite need for bus waiting benches in the city, and noted that such cities as Portland, Salem, Springfield, Albany and Cor vallis have such benches. Approximately 100 benches would have been installed along city bus routes, accord ing to the club. Benches bear ing advertising would be placed only in commerical and industrial areas. No benches bearing advertising would be placed in an area bounded by Riverside ave., Grape St., Ninth St. and Fourth st. The club also pointed out that no benches would be placed on property without the property owner's approv al. The Crater Lions club would have sold the advertising and collected all net profits from the venture. The Crater Bench company, operated by Die Walsh, would have provided for the installation, location and maintenance of the bench es. The club's letter also stated: "All proceeds will be expend ed bv the Crater Lions cluo within the area of parks and recreation as it deems proper, and within the area of city betterment and youth activi ties within the city of Medford." Taxpayers Would Receive Lillle Benefit in Plan Editor's Note-On Jan. 13, Mayor John W. Snider of Medford vetoed a city coun cil ordinance that would have provided for the instal lation of bus waiting bench es on city streets. The text of the mayor's veto message follows: As provided for by sections 15 and 24 of the Medford city charter, I do hereby veto Council Bill 7892, relating to the execution of a one year franchise with Die Walsh, do ing business as the Crater Bench company, for the con struction, erection and main tenance of benches for the free use and accommodation of persons awaiting transpor tation. Although I believe in the comfort and convenience af forded by well placed street benches, I cannot in good con science approve of the use of commerical advertising to at tain them. I respect the proponents of the plan for their desire to do a community service, but I must disapprove of the pro portionately small amount of revenue that would accrue to the direct benefit of Medford taxpayers. In the past we have reject ed offers to sell advertising soace on parking meters. By resisting these and other of fers we have preserved the dignity of a city that has gain ed a reputation for being something special. It is mv intention to donate the first bench, without any advertising or inscription, in memory of my father. I want to encourage others to join me in providing benches for the use of all who would find rest and comfort in their use. pi PERL uneral Home SPACIOUS PARKING LOT (UPI Telephoto) Complex Outfit Returns Capsules To Pacific Field Palo Alto, Calif. (UPD - A complex system of electronic equipment, scattered over the Pacific ocean, has been de scribed as the Air Force de classified information on how it was able to capture space born capsules from Discover er satellites. At the heart of the elec tronic and computing system which times and directs the satellites is a communications and control system developed by Philco Corp.'s Western De velopment laboratories here. Tracking and monitoring by instruments starts when the Discoverer and its rocket leave the launching pad at Vandenberg Air Force base in southern California. Simul taneously, the system is ready to issue commands to the sat ellite from the Air Force Sat ellite Test center at nearby Sunnyvale, Calif., operated by the 6594th Test wing. Special-Purpose Computer With the aid of a special- purpose computer, the sys tems controls the precise time for igniting and cut-off of the missile's second stage. Then it regulates the burning time of the rocket engine to place the missile into proper orbit. As the Discoverer swings over the Pacific into space beyond the South Pole, a se ries of tracking stations around the ocean transmit tracking data for Sunnyvale for evaluation. There are both continuous evaluation of the missile's instruments and a final determination of its ex act orbit. On the satellite's next to final lap. scientists in Sunny vale decide the exact point in space at which the capsule is to be ejected. A button is pressed at Kodak, Alaska, tell ing the satellite what to do and aircraft and ships are ad vised to get into position for the recovery attempt At the proper instant, the capsule is ejected. When it is nearly 50 miles above the earth, the Kodiak station turns the capsule over to the Hawaii station for the Air Force recovery planes. Reduced Freight Rates Are Possible Portland-IUPD-A freight rate reduction which could save : western lumber and plywood shippers a possible $20 million moved a step closer to reality with the formal approval last week of the southern rail roads. The rate reductions applies to shipments from the west to all points east of the Rocky Mountains. The final step is the publication by the rail roads of a new tariff which normally becomes effective after 30 days. Protests may be filed with Interstate Com merce Commission during that period. Officials estimate the reduc tion would mean freight costs would be about 5 per cent less. SIMPLE ECONOMICS London -O.PIi- Seventy agri culture students at a dairy farm in Lincolnshire drink dried milk instead of milk fresh from the farm's 50 cows. "It may sound odd but its a simple case of economics.'' the farm director said Sunday, ex plaining the dried milk is cheaper. Fortune Is Removed From Speculation By John F. Kennedy By MERRIMAN SMITH UPI White House Reporter Palm Beach, Fla. - (UPli -President-elect John F. Ken nedy has removed his person al fortune, which may be as large as $10 million, from the field of speculative invest ment for as long as he is in the White House. Preparing for his inaugura tion Jan. 20 and wanting to avoid possible conflict of in terest although not required by law, Kennedy recently dis posed of all stock holdings and reinvested the proceeds in government bonds - fed eral, state and municipal. Strong Bidding Reported At BLM Timber Sale Strong bidding was evident at the oral auction timber sale held by the Medford district of the bureau of land manage ment Thursday. The four tracts contained 10,629,000 board feet located in Jackson, Josephine and Douglas counties. They were sold for a total of $373,402.80. Spalding and Son, Inc., Grants Pass, purchased 1,- 180,000 board feet located on Howard creek in the Galice area for $39,251.80. Their high bid of $35 per thousand board feet for the Douglas fir exceeded the offers of H.R. and Robert Darrow and Bate Lumber company. A tract containing 3,981, 000 board feet located in the Butte Falls area was pur chased by Medford Corpora tion for $150,631.25. Their of fer of $45.25 per thousand board feet for the Douglas fir was the highest price bid for any species in any of the sales. Lee Logging, Timber Products company and Ore gon Veneer company were the unsuccessful bidders for this tract. Sardine Creek The second Jackson county tract was located on Sardine creek. It contained 2,291,000 board -feet and was purchased' by Double Dee Lumber com pany, Central Point, for $64, 512.75. They bid $29.50 per thousand board feet for the Douglas fir, which was the lowest sale price for Douglas fir in the four sales, Lee Log ging and Timber Products company competed with the successful bidder for the tract. The last tract was pur chased by Bate Lumber com pany, Merlin,, in a sale in which six bidders were com peting. This tract of 3,177,000 board feet was located on Snow creek in Douglas coun ty. The high bid for the Doug las fir was $40.50 per thous and board feet and for the sale was $119,007. The unsuc cessful bidders were Stomcr Lumber company, C and D Lumber company, Superior Lumber company, Southern Oregon Plywood Inc. and Schmidt and Crews Logging company. John Carnegie, district sales officer, said that the next sale for the Medford district is planned Feb. 9 at which time three tracts containing 12, 312,000 board feet appraised for $233,711.70 will be offered for sale. His direct real estate holdings consist of his homes in Washington and Hy annis Port, Mass. Annual Income - $100,000 Kennedy currently, and ap parently for some time, der ives $100,000 a year after tax es from trust funds set up in 1926, 1936 and 1949 by his father, former Ambasasdor Jo seph P. Kennedy. It was stated authoritative ly, but privately, that the President-elect receives a gross income of about $500, 000 a year from his fortune, of which $400,000 goes for taxes. Assuming conservative ly that the yield from his trust funds and investments repre sents a return of as much as 5 per cent, this would indi cate an overall personal wealth of about $10 million. Salinger would not discuss Kennedy's net worth, but he did say the President-elect decided to sell his stocks with out being required to do so by law. The federal law dealing with conflict of interests has hit other federal officials in the pocketbook. Secretary of Defense - designate Robert S. McNamara had to get rid of stock in the Ford Motor company of which he was president and he said the transaction would represent a potential loss of between $2 million and $3 million over a period of years. Joseph P. Kennedys for tune has been estimated un officially as between $200 and $300 million. He began set ting up trust funds for his children in 1926. The trusts are split seven ways - an equal share for each of the seven children of Joseph P. and Rose Kennedy. Booklets Review Reapportionment Salem - (UPD - Oregon legis lators have been given reap portionment "do - it-yourself" kits by the Legislative Coun sel committee. The 41-page booklets re view reapportionment in Ore gon and suggest various ways of going about it. The state's last major reapportionment of legislative districts was in 1952 - the first in 20 years. One sure thing is that Ore gon will continue to have 60 state ' representatives and 30 senators. The house elections and re apportionment committee is headed by Rep. George An nala (D.-Hood River). The senate has no commit tee to deal specifically with reapportionment but chair man of the senate elections committee is Sen. Boyd Over- hulse (D.-Madras). HEARTENING FISH STORY Chicago - (UPD - Chicagoans, currently basking with most of the nation in unscasonal warmth, will continue to en joy a mild winter, a commer cial fishchrman says. Mathon Kyritis, who annually trans lates fish habits into weather prophesies, said he caught Lake Michigan perch in a mere 90 feet of water, which affords little protection from the cold. "They should be 200 feet deep at this time of the year," he said. Williams Man Is Determined; Gets Sentenced to Year Grants Pan - An "optical illusion" wasn't the case at all when Wilmer Miller, 43, of William!, was sentenced to a year in county jail and given a $500 fine in a local justice court, or was it? In fact, the man just couldn't "see" why he should return the bifocals he had stolen from his wife last Dec. 2 - thus the court action. Hit estranged wife, Mary Evella Miller, 925 SW H st Grants Pass, signed a petty larceny complaint, and heriff't deputies arrest ed Miller Friday morning. Local law enforcement of ficers even pleaded with him to settle the whole "spectacle" by returning the glasses before he was for mally arretted. Miller w a 1 determined, however, and continued to refuse after being tentenced to the maximum term and fine for petty larceny. 46 MILLION STUDENTS Washington -IUPD- The Cen sus Bureau reports that ap proximately 46 million stu dents were enrolled in Ameri can schools and colleges last fall.
