Telepholo) Wayward Whale Now Cat Food San Francisco - IUPD - San Franciscans sniffed the a i r cautiously today and breathed a sigh of relief - the body of the wayward whale of Pier 50 was gone. The carcass of the 20-fool grey whale was removed from the maze of pilings below the pier Wednesday and towed away to become whale oil and cat food. The 4,000-pound mammal became trapped under the pier late Monday night and was badly injured trying to free itsplf It was shot bv the hu mane society Tuesday, but there was a delay in the deci sion about wnat snouia dc done with the carcass. The SPCA said its respon sibility ended when the whale was put out of its misery, thn Coast Guard maintained it uns nn "noril to navigation" lying under a pier, and the slate fish and game people Advisors Say U.S. May Have to Delay Spaceman Program Washington . (UP11 Advisers lo President-elect John' F. Kennedy have suggested that the .United, Stales might have lo switch missiles for its man- in -space program possibly causing a delay of at least a year in putting an astronaut in orbit. The possibility was raised Wednesday in a report sub milted lo Kennedy by a spe cial "task force." The report said the man-in-space program is ailing, the United States trails Russia in missile devel opment and there is an ur gent need for n single military space command. The United States now plans to send a man into orbit by the end of 1961 In a cap sule atop an Alias interconti nental ballistic missile. The task force told Kennedy a Ti tan missile may have to be used instead. Headed by PhyiicUt The task force was headed by Dr. Jerome B. Wiesnef, 45. year-old physicist at the Mas sachusetts Institute of teen nology and Kennedy's newly named special assistant for science and technology. He was aided by former Air Force Asst. Secy. Travor t said it was no concern of theirs. The American President Lines, which rents Pier 50, argued that it was "not a good situation." The aroma of dead whale tends to detract from the ro mance of beginning a cruise to the South Seas. The Port Authority came up with the solution. It maintained that if the carcass was dragged from un der the pier and into the bay, it would become a peril to navigation, and therefore the responsibility of the Coast Guard. The carcass was lowed to Pier 18 - and custody of the Coast Guard, which delivered it to the Del Monte cat food factory in nearby Richmond; Amendment Also Would Require Judicial Work Washington - ItM - Sen. Herman E. Talmadge intro duced a constitutional amend ment today which in effect would kill the Supreme Court ruling that Negroes may not be barred from white schools on racial grounds. The Georgia Democrat also offered a bill which would prevent federal courts from enforcing integration of south ern schools. In a speech prepared for delivery in the Senate, Tal madge linked his proposals with the integration crises at the University of Georgia and in New Orleans, although he did not cite them specificially. He also introduced meas ures lo demand that Supreme Court justices have at least five years of substantial judicial experience, force the Supreme Court to accord full hearings to all parties before acting on lower court rulings and require jury trials in all contempt cases arising from disobedience of lower court decisions. Talmadge previously has in troduced this legislative pack age with little success. But he vowed to keep pushing his proposals. , Other congressional news: Appointees: Dean Rusk was called for questioning by the Senate Foreign Relations com mittee which is considering his nomination to be secretary of state in the Kennedy ad mlnistrat ion. Committee Chairman J. William Ful bright (D-Ark.) said he knew of no objection to the appoint ment. Treasury S e c r e tary designate Douglas Dillion out lined his fiscal views Wednes day to the Senate Finance committee and completes his testimony Friday. Teamsters: Teamsters Presi dent James R. Hoffa's appear ance before a new Senate in vestigation of his union ap peared likely to be postponed until next week. Chairman John L. Kennedy has decided to put his first press conference as Chief Executive on live television Jan. 25, five- days after he takes office. Kennedy made the basic de cision to put at least some of his news conferences before the public via instantaneous TV and radio some time ago, and the agreement with the networks to start immediately after the inauguration was an n o u n c e d here Wednesday night by his press secretary, Pierre Salinger. Not all of Kennedy's meet ings with reporters will be televised for immediate use. The present thought is to have a TV news conference roughly every five or six weeks inter spersed by conventional ques-tion-and-answer sessions film ed as they are now under President Eisenhower for lat er showing. Authorities Press Investigation Into Portland Slayings Portland (UPB Authorities pressed their investigation to day into the Peyton - Allan murder case in hopes of com ing up with a lead that would locate the slayers of a Port land State college student and his pretty coed girl friend. Officers said there were some people they wanted to talk to but indicated there was nothing lo link them with the case. One, authorities said, is a sailor from the Tongue Point Naval Station near Astoria, who obtained a 48-hour week end pass for Nov. 26 and 27 and has not returned to the base. Editor May Be USIA Director Palm Beach, Fla.-OIPD-Presi-dent-elect John F. Kennedy is considering the possibility of naming the liberal North Carolina editor and author, Jonathan Daniels, as head of the United States Information Agency, it was learned today. Daniels, editor of the Ra leigh News and Observer, is one of three men under active consideration for the USIA post and his name figured in a conference today between Kennedy and Gov. Terry San ford of North Carolina, ac cording to well informed sources. Kennedy has nol made up his mind about a final selec tion, but these sources said Daniels figured prominently in the president-elect's delib erations. A public announce ment was expected before the Jan. 20 inauguration. Daniels is a veteran at gov ernment service. He served on the White House staffs of Presidents Roosevelt and Tru man. The USIA post has been vacant since the recent resig nation of George V. Allen. EATING HABITS Washington - Consumption of food on a per capita basis in the U.S. amounts to 1,600 pounds in a normal year. Another is an ex -convict who obtained his release from the Portland city jail in De cember. Police said he did not satisfactorily explain what was believed to be a bullet wound in his arm. Larry Ralph Peyton, 19, was found stabbed to death in his car in a lover's lane here the night of Nov. 27. The body of Beverly Ann Allan, 19-year-old coed from Wash ington State, was found Mon day near the Sunset Highway about 40 miles west of here. Police said she had been strangled. Authorities went to Tongue Point Wednesday and said an abandoned car found in the general area where Miss Allan's body was discovered had been satisfactorily explained. "Hi!
