State Sen., Norman Barlow (R-Subletle) said both Colo rado and New Mexico would agree to a Wyoming man get ting the appointment. Barlow said the fourth upper basin state, Utah, "will also go along." Barlow said If the under secretary is chosen from Cali fornia or another lower basin stale, "we're dead ducks up here." . Stewart Udall of Arizona is the new secretary of interior and James E. Carr, chdirman of the California Water board Is being pushed by lower ba sin states for undersecretary. The upper and lower basin have been in conflict for years over division of Colo rado river water. ', Barlow said there were two men in Wyoming who would be qualified for undersecre tary, but declined to say who they were. 18-Year-Old Is First Fatality in Portland Portland - IUPII - Robert E, Clemens, 18, Portland, be came Portland's first traffic fatality of 1061 Monday when the motor-scooter he was driv ing was struck by a car. Why she decided or hap pened to construct her home in a motor car will never be known, but she did. And ap parently it was a wise de cision for she must have had sufficient food for the trip, and what's more she rode in protected comfort all the way. Neither winds, nor rain, nor fog, nor any other climatic discomfort, marred her trip And because of a curious tol erance on the part of the hu man owner of the automobile, she is still traveling. Unknown to the car's own er is the exact date the little tube-web spider moved in and took up her permanent abode in the left side of the back seal. She may have been there weeks before he noticed her, but since that accidental dis covery he has kept careful records, and she has actually traveled 25,000 miles and been in several states. Tube-Shaped Home Like all her spider-ancestors she has constructed her home in the shape of a tube. Then, and only then, does she rush out and grab the victim, The flare part of her tube-like web is visible through the rear win down of the motor car. No Idea Many people have ridden thousands of miles in the back seat and never once has any one of them suspected that a living spider was within six Inches of their face. Neither has the owner of the automo bile ever noticed any number of flying insects in the car's interior, yet from time to time there must be many because the little silent eight-legged passenger seems healthy and reasonably plump. It would be interesting to know what the little creature thinks, assuming of course a spider can think, as the tires hum and sing over hundreds of miles of pavement. By now she must be adjusted to the sudden starts, stops and jig gles. She must accept them as part of her strange environ ment. Obviously she is in a class by herself. Certainly none of her splder-forebearers ever built a home in so strange a place. None of them ever traveled so far, for so long, and ate and slept along the way. She has established a remarkable record -she has traveled the equivalent of a world circling tour. (Released by The Register and Tribune Syndicate, 1960) Slate Police Check Two Auto Accidents State police reported two one-car accidents last week end. One person was injured, but not seriously. Claude Franklin Guplon, 54, of Roseburg was treated and released at Rogue Valley hospital for a badly cut lip following an nccldcnt Sunday. State police said the car driven by Gupton was east bound on the Crater Lake highway and failed to make a right turn. The car drove over a bank on the north side of the highway and the operator cut his lip on the steering wheel. The "second accident oc curred on the Jacksonville highway at Bybee corners when a pickup truck driven by John Henry Stalsworth, 207 Edward st failed to round a corner and rolled over on its side. The driver was not injured, slate police said. Roseburg Youth Killed by Gunshot Roseburg -lliril- A 13-year-old Roseburg boy was killed In a gunshot hunting accident Saturday. The victim, Richard C. Zer bnch, was accidentally shot by a lH-year-old companion, also from Roseburg. on private properly two miles west of here. Stale police said Zerbach was shot in the back of the head when his companion tripped on a barbed wire fence and his gun accidentally discharged. O. - There's no good reason why she should take her own apartment. Carole O. - I'd like a taste of real independence and re sponsibility. Mrs. W. O. - Our daughter is 22, out of college, and hold down her first full-time job as a trainee in a big depart ment store. She has a lovely home with us, including her own room. Now that she has a steady income, my husband and I suggested a token contribu tion of a few dollars a week "toward room and board and incidentals." This was not so much for the money as to make Carole feel she was an adult, paying her way. To our surprise, she's just come up with the idea of find ing a small apartment for her self. She couldn't possibly manage this, at least in a fair ly presentable place, on her salary. She'd need our finan cial aid, and it seems so un necessary in view of the fine home we maintain for the three of us. Besides, how does it look for a young unmarried girl to live alone, when her parents have a large and luxurious apartment in the same town - Carole O. - Why must a girl have an elaborate reason for moving out of her childhood home? It seems that some peo ple, like my parents, will only consider marriage or an out- of-town job as a valid ex cuse" for me to set up house keeping on my own. I know young people who are so desperate to gel away that they jump at the first marriage offer that comes along, or join the Army, or attend an out-of-town college even though they'd prefer the curriculum in a local one. All for a chance at some freedom and independence! I'm trying to convince my parents that a child of over-21 needs no other reason for leaving than a desire to try her wings. It's not that we don't gel along. It's not thai I don't appreciate the comforts they offer me. It s just thai I feel I have as much right to run my own home now as I'd have if I got married. The Council: As housekeep er, homcmakcr and mother hen for Carole, Mrs. O. is fighting retirement. The job is over! All that remains is love and friendship, and that's a lot. Any decisions from now on must be predicated upon what's best for preserving the fine relationships here. Carole reveals an unusually high degree of maturity. In stead of grabbing at one of the "legitimate" reasons for fly ing the coop - marriage, col lege, job, military service -she offers a refreshing and completely honest one: She'd like to try it! She's not picking a four star fight about her inalien able "right to live her own life," that classic melee which winds up with daughter flouncing out and slamming the door. Instead, Carole is trying to educate her parents, in easy stages, about her new status as a fellow-citizen rath er than a dependent. While we can understand Mrs. O.'s dismay and misgiv ings, we find them groundless. Worrying about how it will "look" for Carole to move out is a selfish viewpoint. "She wants to try it" is enough of an answer for puzzled friends, relatives and gossips. As to finances, talk them over in the spirit of encour agement we suggest. Carole can decide, for example whether two dinners a week at home with her parents will enable her to afford an ele vator apartment instead of a walkup!
