ROBERT SMITH Mail Tribune Washington Correspondent Washington - Oregon Dem ocrats have yet to settle on a means of clearing persons for new patronage jobs with the new Kennedy administration because there is no single Democrat whose leadership is now recognized by all others. Many job seekers are com municating their wishes to members of the Oregon con gressional delegation. They want to be appointed to every thing from United States At torney for Oregon to post master of their home town. Both of these jobs, as well as a number of others, are tech. nically presidential appoint ments, requiring confirmation by the Senate. An apparent" question still to be resolved is whether Sen. Wayne Morse or Sen. Maurine Newberger or Rep. Edith Green is going to have top au thority to decide who gets what positions. Inasmuch as relations among these three top Democrats are not close in the personal sense, there is now understood to be no agreement and some anxiety about how the patronage mat ter will be handled. Rep. Green Emerges Congresswoman Green, in some ways, has emerged as the state's most influential Democrat because of her early and close association with the successful presidential aspira tion of President-elect John F. Kennedy. Neither Sens. Morse or Neu- berger were Kennedy sup porters before the Democratic National convention, and neither attended the conven tion. But Sen. Morse, the senior senator, could exert his will upon any appointments which require Senate confirmation simply by refusing to grant clearance when their names were dispatched to the Senate. By mntter of Senate courtesy, this is all it takes to stymie such an appointment. Illustrates Power Several years ago, as an il lustration of this senatorial power, Morse quietly let it be known that he would never clear for a judicial appoint ment Wendell Wyatt of As toria when Wyatt had been all set to receive such a post from the Eisenhower admin istration. The late Son. Rich ard L. Neuberger was willing to support Wyatt, but Morse's attitude stopped the White House from even nominating the Oregon Republican leader. The best rewards in the form of well paying political positions are few, and so their allocation will become in the next few weeks a matter of deep concern to these Oregon Democrats, each with an eye to favoring his own particular supporters and favorites. The cars tore up , ' considerable amount of track and were spewed arfiund (UPI Telephoto) Announcer Denies Hit-Run Charges r Medway, Mass. - IUPII - A radio disc jockey appeared in court Saturday accused of killing a 12-year-old boy in a liit-run accident and then go ing on the air with repealed appeals for the guilty driver to surrender. , Friday Ciight police stood outside a broadcasting booth at station WMRC-while the disc joakey, Ronald C. Greene. 26, broadcast for several hours, interrupting his "Stars in the Night" jazz and mood music program frequently to read the appeal. - "A 12-year-old boy, Dominic de'Fazio, was killed in Med way this afternoon," the disc jockey announced. "Medway police say the boy was killed by a hit-and-run car.' "AnyonS have information concerning the Identity of the car or the driver should con tact Medway police." Recites Prayer , Greene ended his program by reciting the Lord's, "'rayer. Then he walked into the arms of waiting police. He pleaded innoncent at his arrignment. Almost exactly five hours before Greene's arrest Friday night, Dominic was killed as he pushed his bicycle along a Medway street. Carl Villeaux, 11, was with him. Villeaux said he narrowly missed being hit by the car, which slammed into Dominic with such 'force that his body was hurled 60 feet through the air. A policeman noted a few minutes later that Greene' car, parked in the radio sta tion lot, was minus part of a fender ornament. A piece of ornament had been found at the accident scene, only a short distance away. Investi gators were summoned and found bits of clothing identi fied as De Fazio's caught on the ornament section still on the car fentler. Hill of Courtesy Cab, Mcdford, for authority to pro vide service .beyond the ex empt three-mile limit provided for in the motor transporta tion code. Hill said that evidence pre sented at a recent public hear ing did not indicate the need tfor such a broad authority, but that it wasin the public interest for Courtesy Cab to prpvide service from and to the area in which it was now operating., GALES DEFINED Winds of 28 to 34 miles an hour are called moderate gales. , ilonardo and three other po licemen then went to the broadcasting studio and wait ed for Greene. Denies Accident He denied he had struck anyone with his car, but ad mitted he had driven past the accident scenes at about the time the boy was hit.. The accident occurred around 5 p.m., police said, and Greene went on the air at 6 p.m. Before the pro gram, he helped Cliarlcs Fitz gerald, the station's radio newswriter, prepare the hit run appeal by telephoning po lice for information, Giallon ardo said. Fitzgerald then wrote the announcement, which he gave Greene to read, police said. "I couldn't have gone on the air and read those an nouncements, if I knew I was the man responsible for that boy's death," Fitzgerald, said. This is not ex pected to be the case, for only a smaller number are expect ed to change hands. Many Obscure Jobs ' This list, for example, con sists of many obscure posi tions, such as director of U.S. Savings Bonds for the Treas ury department, which is now held by George W. Minmaugh and pays $12,210. Among those that won't change hands is director of Selective Service for Oregon, who is traditionally always recommended by the gover nor. Sprague H. Carter, Gov. Mark Hatfield's man, presum ably will retain this $10,635 Corvallis, Roseburg, The post U.S. Attorney pays $17,500, U.S. Marshall $10,895 and Col lector of Customs $12,210, all of them traditionally going to the party in power. Postmasterships cannot be handed out on a wide scale. Only places with existing va cancies or acting postmasters are currently open to new ..p pointments. Otherwise, a duly appointed postmaster serves until he is 70 S'cars of age or until he retires earlier or is discovered to be removable for some wrong-doing in of fice. Acting postmasters at Dalles, Canby and some other places can be replaced if the Democrats wish. Pay Is Low Postmasterships are not considered high paying jobs, considering that the job re quires meeting civil service qualifications and often en tails great administrative re sponsibility. The state's larg est post office at Portland does a $12 million a year bus iness, and the postmaster's salary is $12,205. The next two largest postmasterships, at Salem and Eugene, pay $9,160. The Corvallis and Roseburg jobs, where a permanent post master has yet to be nominat ed and confirmed, pays $7,560. Postmaster appointments are a combination of politics and civil service fitness. When a vacancy occurs, an acting postmaster is designated by the Post Office department. The Civil Service commission then is asked to interview or examine Job applicants, and the commission then certifies the top three as fit for the job. Politics Enters At this point politics enters the picture. The Post Office department asks the local con gressman or senator which of these three persons he would prefer for the appointment. Local party, workers usually are consulted, and in time tho appointment is made and con firmed by the Senate. - Since 1956, Rep. Walter ! Norblad has been handling this task for the whole state, simply because he was the only Republican in Congress from Oregon while the GOP controlled the Post Office de partment. How this assignment wilt now be divided among Sens. Morse and Neuberger and Mrs. Green and Rep.
