Sen. Alexander Wiley, sen ior Republican on the Senate Foreign Relations Committee, said the goals of the United States and the rest of the west should be to foster great er political stability in newly emerging countries and to seek means to'"bcst block ef forts of Communists to pene trate" those areas. Democratic Sen. Frank Moss of Utah, just back from a tour of Africa, said the restless nations of that con tinent felt the Eisenhower ad ministration had ' turned its back on them and sided with the colonial powers. Moss predicted President elect John F. Kennedy would reverse this policy when he takes over the White House next month. Moss returned last week from a five-week, 22,500 mile tour of 16 African coun tries with Sen. Frank Church (D-Idaho), who is expected to succeed Kennedy as chairman of the Senate foreign rela tions subcommittee on Africa, Sen. Gale McGee (D-Wyo.), and Ted Kennedy, brother of the president-elect. Money, Guidance Needed "We have cast ourselves in the light of lining up with the colonial powers, and against the newly emerging free pow ers, or people that are seek ing freedom," Moss said. He said the U. S. abstention on an anticolonial proposal in the United Nations "was in terpreted throughout Africa as the United States turning their backs on the free na tions, and staying with the colonial powers." "What Africa needs are rel atively small amounts of money, but large amounts of technical assistance and guid ance," Moss said. ACTOR FILES SUIT Los Angeles - IUPD - Veteran actor Pat Buttram has filed suit for $136,000 as the result of what he claims a breach of contract involving a TV series. Buttram said in the superior court suit made public today that he was to act in the "Down Home" television se ries but his contract was bro ken without proper cause. He named in his complaint Sa vannah Productions Inc., 20th Century-Fox Television Inc and writer Hal Kanter.
