Nilsen Warns on
Reorganization
Of Department
Portland- (UPD -Labor Com
missioner Norman O. Nilsen
warned members of the legis
lature Tuesday against what
he called proposals for "dras
tic reorganization" of the
State Labor Department.
In a letter to each legislator,
Nilsen said Gov. Mark Hat
field's proposals to appoint
instead of elect the labor com
missioner and to revamp the
labor department were un
called for.
Furthermore, Nilsen said,
they would tend to make the
department less responsive to
dance.

The proposals attacked by
Nilsen are part of the govern
or's reorganization plan for
Oregon's government. Under
the new labor department, in
addition to making Nilsen's
position appointive, Hatfield
would consolidate several
now-independent agencies re
lated to labor and employ
ment. Hatfield has claimed the
change would provide ef

would "establish a true depart

Nilsen said the governor
had failed to demonstrate tha
