John F. Kennedy's election as the first Roman Catholic Presi dent of the United States top ped this year's list of 10 big gest stories, announced by United Press International. No. 2 of the "ten biggest news stories of 1960" - select ed by UPI editors of the Unit ed btates and Canada - was the downing of the U2 spy plane by Russia and its after math in the summit collapse and trial and sentencing of pilot Francis Gary Powers. Two stories tied for third place: The 15th session of the United Nations General As sembly attended by Khru shchev, Castro, Nasser and other heads of state; and the gaining of sovereignty by the Congo, setting off a wave of violence. List of Selections The "10 biggest" list fol lows: I 1. Kennedy's election. 2. U2 incident and after math; summit collapse and Powers trial. 3. (tie) 15th session of Uni ted Nations General Assem bly, and The Congo. 5. Cuba. 6. Japan cancel's Ike's visit, 7. Caryl Chessman execut ed. 8. Negro sit-ins. 9. Hurricane Donna. 10. Pirates win World Scries. In choices after the first 10, the editors, representing hun dreds of UPI subscribing newspapers, balloted a tie for Hth - Princess Margaret's wedding and the Chilean earthquakes. The firing of a Polaris mis sile from a submerged sub marine by the United States was 13th; Russian-Chinese dis agreement on co existence policy was 14th, and the cap ture and holding for trial by Israel of Nazi executioner Adolf Eichmann was 15th. (UPI Telephoto) 218 EAST MAIN Medicare Proposal Gets Endorsement Salem The Medicare pro gram proposed by Gov. Mark Hatfield's advisory committee on medicare won the endorse ment "in principle" Thursday of the Legislative Interim committee on Public Welfare. Seven of the eight commit tee members approved it and Rep. Ed Benedict, (D-Port- Iand) abstained saying he wanted to study it further. Much of the committee's discussion centered on extent of coverage under the pro posed $13 million program. Joseph Harvey Jr. of Port land, chairman of the advisory committee, said the proposed program would provide less than the comprehensive med ical coverage that those on old age assistance now re ceive. Under federal law, med- icar recipients must be in eligible for welfare. In other action the interim committee approved a bill au thorizing the State Public weitare commission to pay travel expenses of county wel fare commissioners to attend meetings called by- the state agency. John .... ,.' ,, . 6 F. Kennedy defeated Rich ard M. Nixon for the presi dency by one of the narrowest margins in history-112,494 votes. Certification of Rhode Is land's vote today completed the tabulation. The official re sult there gave Kennedy 258, 032; Nixon 147,502. Official Results Here is the' United Press International tabulation based on official results of the states: Kennedy - 34,233,808 (49.707 per cent). Nixon - 34,121,314 (40.544 per cent). Others-305,658 (0.734 per cent). Total-68,860,780. R.cnnetiy had 50.082 per cent of the 68,355,122 two party vote while Nixon had 48.918 per cent, a record low difference of 1.64 per cent. since 1888. That year Grover Cleveland oulpolled Benjamin Harrison by 90,728 popular votes but lost because Harri son got a majority of the electoral votes. 300 Electoral Votes Kennedy won 300 electoral voles and Nixon 223. Fourteen unpledged electors in Missis sippi and Alabama said they would vote for Sen. Harry F. Byrd, - D.- Va. The electoral votes in each state will be announced Monday. The Repubilican-dominated Illinois election board Wednes day unanimously certified Kennedy's victory in that state despite GOP claims of vote irregularities. Republican Gov. William Straton proclaimed the tally orticiai although he said "con siderable irregularities" were shown. Western Research Center Suggested Salem-IUPD-Economic advi sors to 13 western governors have recommended establish ment of a Western Research Center to coordinate and com pile research information for economic development in the Western U. S. Delegates from 11 of the states were represented at a meeting here. California and New Mexico were not repre sented. This recommendation and others will go to.Gov. Mark Hatfield, chairman of th Western Governors committee on Economic Development, and he will make his report to the committee of governors which includes Oregon. Cali- lornia, Washington. Hawaii and Alaska. The research center wnnlH be located at a college or uni versity in the west but no sue was recommended. Janes said the Russians now had more submarines than all of the rest of the world put together including half a doz en atomic submarines built or building and six missile firing submarines. It put to tal strength at between 450 and 500. Could Sweep Seas The new edition of Jane's said the Russians based their strategy on belief that should war come they could sweep the seas clear of shipping and starve America's NATO al lies into submission-a feat Adolph Hitler almost accom plished. Editor Raymond Blackman, in a foreword to the 63rd edition published today said the Just over 100 Nazi sub marines in the last war were "enough to bring the United Kingdom to the brink of star vation, not only as regards food but as regards the vital raw materials necessary to prosecute the war." U. S. Pledges Backing Of Pro-Westerners Washington-UPD-The United j port to the new pro-Western States has pledged full sup- government of Laos against any aggression by its Com munist neighbors.
