ROBERT SMITH Mail Tribun Washington Correspondent Washington (Special) The incoming Interior secretary, Stewart Udall, has indicated that he attaches "immediate c o n c e rn" to to the issue of creating new national sea- shore p a r k, such as the one proposed for the Ore gon Dunes area between Florence and RppHsnnrtc In his first nrpss rnnfproniB in Washington, this was about the only specific proposal he ventured to list for early ac tion when he takes his place in the Kennedy Administra tion. Congressman Udall referred to President-elect Kennedy's previous advocacy of legisla tion in this field, in behalf of preserving Cape Cod as a na tional seashore under the Na tional Park Service. "I would hope that this was a thing we could move on," Udall said. Area! Not Listed He declined to list all the geographic areas he might wish to embrace by a sea shore park bill. The Eisen hower Administration, for budgetary reasons, limited its program to three Oregon Dunes, Cape Cod and Padre Island off the Texas coast. The Park Service, however, fav ors a number of other places which include Point Reyes, Calif., and sites on the Great Lakes and Atlantic coast. Speaking of the general proposition of seashore parks, Udall said: , "I have a positive attitude toward this. The population explosion is outrunning our recreation resources. Sand is slipping out of our fingers. The sixties will be the last chance we'll have, to do some big things." Udall said he had "some big ideas, and some will be controversial," but he declin ed to unveil them immediate ly. Recreation apparently is an area in which he hopes to come up with new ideas. Be fore leaving New York where he joined Senator Kennedy for the announcement of his designation to the Interior cabinet post, Udall conferred with the chairman of the Out door Recreational Resources Commission, Lawrence Rocke- fell. This commission- is trying to develop some federal pol icy guidelines for the next Quarter to half century to ac commodate the accelerating demand for outdoor leis"re activities on the part of more and more people. Udall said he may join that commission. Oregon Rep. Al . Ullman is now an active member of the commission. Durne Indicates Opposition The problem which support ers of the Oregon Dunes sea shore park will face in the new Administration may be more complex than in the past year. For Edwin urno, the Congressman-elect from Ore gon's fourth district in which the Dunes are located, has in dicated he is opposed to the seashore park. He replaces a park advocate, Charles O. Porter. Sen. Maurine B. Neuberg er is an ardent champion of the seashore, as was her late husband whose Senate seat she now holds. As of now, she is the only member of the Oregon congressional delega tion to express support for the idea. Amendments Introduced Sen. Wayne Morse, in the last session of Congress, intro duced a series of amendments to the various pending sea shore bills which would pro hibit the Interior Department from forcing anyone to sur render private property hold ings within the park boundar ies. He did not say, however, whether these changes would convert him from a cool critic of the seashore park to a will ing supporter, but that was the indication.
