KILLEN United PrMi International New Delhi -flJPD- Beggars are on their way out in the Indian capital. The Delhi State Adminis tration has banned beggars from most public and private places. Under a new act, at tempts will be made to reha bilitate legitimate beggars. If the beggars are unable physi cally to learn new occupa tions, they will be cared for in certified institutions. Impostors or persons em ' ploying others as beggars will be subject to one year's im prisonment. According to R. L. Verma, director of Delhi State Admin istration public relations, snake charmers and others who use monkeys and bears as performers will not be affect ed. He said, however, "com mon frauds such as those who go about with pythons wrapped around their necks" will be prosecuted. Many Indians believe it is good luck to see a snake in the morning and often are willing to pay a python-enwrapped beggar for just strolling by. Verma also said bird for tune tellers were through He explained that such monte banks use caged birds to pick out printed fortunes with their bills for a fee. The Anti-Beggar Act specif ically forbids begging, solicit ing or receiving alms in public places even if it is under the pretense of singing, dancing, fortune telling, selling or per forming tricks. It prohibits beggars from exposing sores, wounds, deformities or diseases. Verma estimates there are thousands of beggars current ly operating in the capital.. He said most of them are cen tered near railway stations, bus stands and busy market places. The public relations direc tor said there is one difficul ty about the new cat. "If the roundup (of beggars) is to be on a large scale, then our poor house is not big enough to house them all."
