Boivin has claimed enough ! Democratic and Republican j votes for election to the presi-; dency of the Senate. The body j has 20 Democrats and 10 Re publicans. Chairman George Balsiger Jr. called it "self-evident that a Democrat who has the unani mous support of the Republi cans in the Senate and of a minority of .his own parly could hardly be depended on a to represent the Democratic parly." "If a coalition of a minority of Democrats combines with the whole r.f the opposition." Balsiger added, "how can the majority party be responsible to the electorate?" The Lane county Democrats said they backed Straub, who has called for the election of Portland State Senator Alfred Corbett as president of the Senate instead of Boivin. Hatfield Makes Appointments Salem-(UPU-Gov. Mark Hat field today appointed a cir cuit judge, a district judge and a district attorney. Don. H. Sanders, Roseburg, was named Douglas county circuit judge to succeed El don Caloy, a Hatfield appoin tee who did not seek election Sanders was elected as judge in November for a term be ginning in January. His ap pointment is for the one month interim period starti today. Gerald R. Hayes of Rose burg was named Douglas county district judge succeed; ing Warren A. Woodruff, who resigned. Hayes, the success ful candidate in the Novem ber election, has practiced law in Roseburg and Coos Bay and is a graduate of North western. Sherman S. Smith, Grants Pass, was appointed Josephine county district attorney. He succeeds Donald L. Williams, who resigned. His term begins today and runs to Jan. 2, 1961. Smith is a former district attorney for the county. Lawrence Aschenbrenn e r, former justice of the peace, was elected district attorney last November but he is a Democrat and by law Hat field had to name a Republi can to succeed Williams. Smith is a Republican. Civil Defense Day Will E3 Dec. 7 Salem -IUPD- National Civil Defense day will be observed in Oregon Dec. 7 with Gov. Mark Hatfield's dedication of the state's first prototype home fallout shelter in McMinn-ville. The shelter is in tile Clar ence S. Coughran home. Mark Hatfield and Sen. Mau rine Neuberger. (D-Ore.), has been postponed by "mutual consent," Hatfield's office said today. Hatfield had invited Mrs. Nnnhorecr to Salem for lunch and a discussion of problems ; 3 affecting Oregon. But Mrs. Neuberger is attending the NATO conference in Paris this week. A Hatfield aide said a new date for the meeting would be announced Friday. The late Sen. Richard L. Neuberger. who was succeed ed by his wife, extended a similar invitation to Hatfield in 1958 when Haifield was I d elected governor. Haifield Schedules Budget Conference Salem - (ITU - Gov.
