(UPI Telephoto) arvard Liberals Protest Showing of Film of SF Rioting Cambridge, Mass. - IUP1I - A controversial film of riots at the House Un-American Activities committee hearing lh San Francisco last May has been loudly protested by a group of Harvard liberals. . The film, in which the riots were described as "Commu nist inspired" was shown to 150 ROTC members who watched in silence and then marched from the hall, ignor ing the demonstrators. About 150 members and supporters of the Harvard- Radcliffe Liberal Union booed as the film was run. They said the film was propaganda. A Harvard student later picketed the home of presi dent Nathan M. Pusey with a balloon inscribed with the slogan, "Repudiate propa ganda at tire university." The Liberal Union said the picket would remain until Pusey publicly admitted the film was propaganda. A spokesman for the uni versity said the president had no Intention of making any such statement. The Liberal Union also sug gested that Pusey appoint a faculty committee which would study the ROTC with the idea of abolishing it. The union said the organization "contains by virtue of its very purposes a substantial amount of propaganda and is there fore a threat to the univer sity's high standards of ob jective scholarship." The Harvard Crimson, un dergraduate dally, described the Navy film as a "grossly distorted" picture of the stu dent rioting in San Francisco The film was made from newsreel shots of the occur rences and edited and is being distributed under the direc tion of Fulton Lewis III and another staff member of the House Un - American Activi tics committee. GOP Executive Committee's Statement on Suggestion This is the statement adopt ed by the executive commit tee of the Jackson County Republican Central commit tee at its noon meeting Mon day. The statement was approved by a 4 to 3 vote with the chair abstaining from voting, as it had done on previous motions submitted during the meeting, according to E. H. Sing master, secretary. "The following is a state ment of facts concerning the recent meeting of the Jack son County Republican Cen tral' Committee and conclu sions that logically can be drawn from them. "There were 108 commit teemen and committcewomen present, a large majority of the total number, and they Charges Filed in Training Accident Frankfurt, Germany - (UPD The U.S. Army today lodged charges of negligent homicide against two officers and one enlisted man for the deaths of 16 soldiers in an artillery training accident. An Army spokesman said a long and thorough investiga tion into the incident at Graf enwoehr Sept. 2 resulted in charges against 1st Lt. George I. O'Gray Jr. of Arlington, Va.; 2nd Lt. Mark F. Kcmpf of San Antonio, Tex., and Pfc. Raymond R. Riggs of New Iberia, La. These are the people who were, for the most part, selected by the Republicans In their precincts to represent them, and the people who made possible the fine show ing made by the party in the face of an adverse Democra tic registration. "At the beginning of the meeting, when rules were be ing adopted, the first motion made was to submit 3 recom mendations. To this there was an audible dissent over the room and the motion was quickly amended, first to pro vide for two recommenda tions and then to provide for only one. From the comments, both in official discussion on the amendment and in com ments overheard over the Atlas Missile Falls Short of Test Goal Cape Canaveral, Fla. - (UPD -An 82-foot Atlas missile fell more than 4,000 miles short of its goal in the Atlantic test range Tuesday night when its rocket engines misfired. It was the second failure in the last two Atlas flights. The Atlas appeared to be traveling normally on the first lap of a planned 5,000 mile flight. But when its booster, engines separated, the sustained rocket abruptly cut off seconds ahead of schedule. The rocket plunged, appar ently intact, into the Atlantic several hundred miles south east of here. room, it was apparent that a good majority thought that only one name should be sub mitted. This was borne out by the vote, 81 to 27, in favor of the amendment. "There were others, includ ing at least 6ne member of this Executive Committee, who voted against that amend ment, but who thought that it would be better to submit two names and would have voted against submitting three names. We believe that such sentiment of the majority had two reasons behind it. First, they felt that, if the Court was to ask for recommendations of three people, they didn't really want our recommenda tion, but practically an en dorsement of anyone they chose to select Secondly, they doubted if there were three people to whom we would want to give our endorsement on the basis of ability and service to the party. The fact that only two people got as much as 10 percent of the votes, each, seemed to bear this out. Precautions Taken "Full precautions were tak en to insure that only legiti mate members of the Central Committee would vote. The rules also insured that any one who wanted to apply for the recommendation would be nominated and that each nominee would have a short but adequate time to have his qualifications brought before the Committee, both by his representative and by himself. "On the first ballot, the re sult was as follows, with one or two ballots spoiled: (MRS.) NYE 48, STATHOS 43, NEW- BRY 10. LITTRELL 3, BRANCHFIELD 2. "On the second ballot, al though the rules stated that all nominees were eligible for the second ballots, the list would be cut to the top 3 r the third ballot, and to the' two highest for the 4th ballot, the result was (MRS.) NYE 56, STATHOS 45, NEWBRY 5, LITTRELL 0, BRANCH FIELD 0. 'A majority of all votes cast was 54 and Mrs. Nye re ceived more than that num ber of votes on the second ballot. "To summarize, the Execu tive Committee's conclusions are as follows: Clear Wish "1. It believes that it was the clear wish of the Central Commute, that only one name be submitted and that no statement as to number of names desired would have overturned that majority al though it might have reduced it somewhat. "2. It believes that, while the Central Committee voted to submit only one name, and, by majority vote, named Mrs. Nye for that recommendation it would not object to hav ing the County Court take cognizance of the fact that Donald Stathos received, on the final ballot, 45 votes or about 42 Vfe per cent of the vote. It is believed that the Central Committee would vigorously object to having considered for recommenda tion by them any person who received less than 10 per cent of the votes cast, and would still, therefore, object to the submission of three names "3. Since the Executive Committee has strong grounds for its beliefs, it sees no rea son for calling another meet ing of the Central Committee and believes that the members of the Central Committee would not want one called. "The Committee is cogni zant of the remarks that have been made that Mrs. Nye "was rejected by the voters of Jackson County." It would call the attention of the Court to . the fact that Mrs. Nye, alone of the persons who sought our recommendation, was wilting to go to the worn and expense of two hard cam paigns this year the Primary nd the general election, in the Primary, she got a clear majority of votes cast by Re publicans, showing that her party wanted her in the legis lature. At the meeting of Nov. 21, the grass-roots representa tives of the Republican Party in Jackson county again, by majority vote, stated that she was their selection for nnntlinr oosltion in the legis lature. If the Court wants to give consideration to the wish es of the Republican Party, as expressed on these two occasions, it will name Mrs. Nye." &w Wf 11 .
