I960 Protestant Church Leaders Tackle Problem of Migrant Farm Workers Jet Tanker Plane Crashes in Maine ' Loring AFB, Maine-JPl-A KC135 Jet tanker plane with 17 Air Force men aboard crashed and burned on land ing here today. The Air Force reported that 16 men escaped the flaming crash with only minor injur ies. One man was missing. A spokesman said the huge Jet tanker was returning from a routine mission when the accident occurred. ' Loring is located in the far northwest corner of Maine near the Canadian border. ROBERT SMITH Mail Tribune Washington Correspondent Washington (Special) - A small summit conference of the hardwood plywood indus try has re sulted in the c o n c 1 u s ion that the drop in housing and the in crease in im- ports has brought on t h e current hard times in BntL smii" tne Industry, This, according to a Com merce Department official, was the concensus of domes tic producers ns well as of ficials of the Imported Hard wood Plywood Association. The meeting was held at the Commerce Department Oct. 27. No report of the closed session has been issued, but minutes of the meeting are to be circulated to all gov ernment agencies, including U.S. embassies abroad, to warn businessmen about fore cast for a poor market here for hardwood plywood. The cause of the depressed prices in this industry now, he explained, is that supply is far in excess of demand. "A year ago the industry was looking at forecasts of a 10 per cent increase in housing construction," he said. "Instead, there has been about a 19 per cent drop in housing." Market Shrank Domestic producers, no tably in the Pacific North west, as well as exporters chiefly in Japan, moved into what they expected would be an expanding market. Instead it shrank. The result is the current condition: the world market is saturated with hardwood plywood. Inventories here are heavy, and housing is not likely to pick up until next spring Japanese plywood imports have increased greatly over the past five years, but now are declining again. In 11)55 Japan, the biggest exporter of hardwood plywood to the United States, shipped in 428 million square feet. By 1959 these Japanese imports had risen to 810 million sq. ft. The Tariff Commission dur ing this period of rising im ports received a complaint from the industry, which sought relief under the escape clause of the reciprocal trade act. The Commission launch ed its investigation in Janu ary, 1959, and concluded it in June, 1959. Its decision was that these increased im ports from abroad were not gravely injurious to the do mestic hardwood industry. Consequently, no relief was granted. Tills year's import's from Japan are gradually declining Commerce Department fig ures show that during the first and second quarters of this year the imports remain' cd steady at 186 million per quarter. During the third quarter, this amount fell to 171 million, with each month's imports less than the preceding one s. Voluntary Curb The decline reflects a vol untary curb being placed on exports by Japanese plywood manufacturers because of the present poor market condi tions in the United States. The Commerce Department, by circulating the minutes of this conference, expects to deter foreign exporters from shipping plywood here. Also, it hopes this will discourage expansion of plywood produc tion plants in foreign coun tries, except where it would be used for local consumption. The United States exports only a negligible amount of hardwood, plywood, usually speciality material for some custom interior paneling job. Nine justices openly defied the government by voting against the resolution con demning Chief Justice Emilio Mencndez and Associate Jus tice Jose Morell Romero. Nine others, who went into hiding Wednesday in hopes of evad ing the issue, were absent. Mencndez and Morell sought asylum Tuesday in em bassies here. It was believed the nine dissenters would be forced out of the court and forbidden to practice law, perhaps lead ing them 'to flee the country. They also will draft' a 10 year plan for government and private action to provide mi grants with better education, steadier employment, higher wages, safer transportation and decent housing. Poorest People Migrant farm workers have been described by the Labor Department as America poorest people. They are ex cluded from most of the laws such as the minimum wage and jobless insurance - that protect other American work ers. Their average' family in come is about $800 a year- and to earn that much re quires back-breaking labor in the fields by all members of the family, including pregnant women and children as young as five or six. Constantly on the move, mi grant children recive spotty education, and many of them grow up illiterate, like their parents, and therefore unable to break out of their way of life.
