Educational Meeting Be Held by Home R May uleGroup Members of the Jackson county home rule committee Monday discussed possibili ties of having a special public educational meeting on home rule and conducting a county wide school essay contest. Plans for a meeting at which Kenneth Tolenaar, ex-eculive-secretary of the As sociation of Oregon Counties, will appear, will be decided after the state meeting on home rule in Portland this week. Plans for the contest will be worked out later. Those planning to attend the Association of Oregon Counties session on home rule Wednesday are committee members Mrs. Leslcr Adams, Applcgate; Frank Farrell, Medford; Maurice MacLeod, Rogue River; and Mrs. Thom as Rutter, committee chair man. Visits Counties MacLeod said he visited Benton and Lane counties to learn of their home rule com mittees' progress and talked with Tolenaar in Salem. Tole naar Is preparing a home rule model charter provisions of which would be elastic enough to cover all Oregon counties, MacLeod reported. Working with him is Orval Etter. of the University of Oregon po litical science department. Both Lane and Benton county officials stated that the sheriff and assessor of fices should be elective posi tions and not appointed if a county manager system of govern m e n t is established. The people are more apt to accept the actions of county tax officials when they have a chance to chose them, it was pointed out. Following considerable dis cussion led by committee member Frank Farrell, the group emphasized that a home rule charter docs not mean a county would have to have a county manager form of gov ernment. The present form of county government could be kept under a home rule char ter. Committee member W. E. Davies noted that, according to literature which the com mittee has been studying, the county manager form of gov ernment "has the edge" under a home rule charter system. Farrell said the present county system insures that the person who collects tax money is not the same as the one who provides for its expendi ture. This is an important check, he noted. However, he admitted, proper bonding of personnel might make a de partment of finance feasible. Special Election MacLeod said he learned from the Benton home rule committee that it county will propose a special election on home rule charters in the slate. When there are a series of measures to vote on, as there were in the general election, a home rule charter measure would not receive the study and consideration by the voter it deserves, it was pointed out. Benton county hopes to have this special legislation enacted by May of next year, MacLeod said. Under home rule, Benton county has proposed county government divisions for rec ords, assessment and taxc public works engineering, li gal, and health and welfare. Home rule is the only area in which government Is beinp returned home instead of g( ing toward centralization, 1 was pointed out. The reason given was the poor economic condition. During the Grange meeting Nov. 12 there was a discussion on raising the dues to help meet the raise in per capita tax. It was decided to have a resolution committee study the proposal. Mrs. Vanye Ralston, home economics president, reported she attended a meeting of the home economics clubs while at the convention, and learn. ed of the welfare work and the accomplishments by the home economics clubs in the southern counties of the state. Ray Wheeler, overseer, re ported on the insurance com mittee he servet on at tne convention, and Vayne Ral ston on the credit union work.
