Sci- ; entists seeking means of overcoming disturbances in the 9 States Gain House Seats, 16 Lose As Results of Changes in Population Washington (DPI) -Nine states, led by California, will gain seats in the House of Representatives and 16 states will lose seats as a result of population changes in the past 10 years, it was announced today. , California, whose popula tion soared by 5.1 million in the last 10 years, will gain eight seats. Florida will pick up four, one each will be gained by Arizona, Maryland, Michigan, New Jersey, Ha waii, Ohio and Texas. Losing seats In the House will be Pennsylvania, three; New York, two; Massachu setts, two; and one each, Ala bama, Illinois, Iowa, Kansas, Kentucky, Maine, Minnesota, Mississippi, Missouri, Ne braska, North Carolina and West Virginia. ; The changes will .be ef fective for the 88th Congress, which will be elected In No vember, 1962. ' The reapportionment also will result In changes In elec toral votes of these states, ef fective with the 1964 presi dential election. Thus Cali fornia's electoral .vote would rise from 32 to 40va.a result of the gain In House seats while New York's would drop from 49 to 43. Hawaii, the 80th state, ad mitted to statehood only last year, will have two House members. Hawaii and Alaska both' automatically were al lotted one member when granted statehood. Alaska will continue to have only one , member. Hawaii's 1960 population of 632,772 ranked it 44th in the nation. Final Population Count The announcement wis made by Commerce Secretary Frederick H. Mueller, who also disclosed a final 1960 population count of 179,323,' 175 the nation's population as-of April 1, 1960. : This was an Increase of 28 million or 18.5 per cent over the 1950 population. ' California's population growth of 5,130,981 over the decade was the largest in the 'nation. Juveniles Arrested For Two Burglaries State police here nave clear ed two house burglaries with the arrest of six Juvenile boys ages 13 through 15. The two burglaries occurred last week at the Shady Cove homes of Mildred Cooper and Theodore Jantzer. The juve niles, one 13, two 14 and three 15, will face a Juvenile hear ing Monday, Nov. 21, state police said they were In formed. Sunday night, eight cabins at Diamond lake were broken into, according to state police In Klamath Falls. One of the cabins belonged to Scbastiano Fagone, 629 Pine St., Mcdford. Cabins on the Appiegate were broken into last week, but state police and sheriff's off! ccrs here did not know if there Is any connection in the burglaries. State police here are inves tigating the burglary of Chuck and Monty's near Rogue River which was broken into some time last week and was re ported Sunday. An estimated $2,000 worth of property in cluding outboard amotors was stolen, state police said. California now is tied with Pennsylvania for second place Elizabeth Taylor Said Victim of Meningism London-IUPD - Film beauty Elizabeth Taylor's doctors said today that she is suffering from a virus infection called meningism, which caused her infected teeth to flare up and send her to the hospital with agonizing head pains. Observers pointed out that meningism is not to be con fused with meningitis. A med ical dictionary defines men ingism as "the name applied to a condition with symptoms closely resembling those of meningitis but due simply to a feverish state." Two of Miss Taylor's phys icians, Dr. Carl Goldman and Lord Evans, agreed on the the Russians actually had de valued the ruble In what amounted to an admission the ruble is now overvalued in international trade. Tru Value Difficult The differences between Western and Communist econ omies make it difficult to determine the true value of the ruble. The Soviets announced Mon day that it would have an Increased gold value, on Jan. 1, and the ruble-dollar ex change would be 90 kopecks to the dollar. There are 100 kopecks to the ruble and this would make the Russian cur rency note worth about U cents more than the Ameri can dollar. The ruble currently is ex changed at the rate of four to the dollar and 10 to the dollar at the special tourist rate. The new ruble-dollar valu ation would apply only in Soviet controlled territories, where the ruble has not been convertible to gold since 1928. House Group Sets Study of Safety for Airline Passengers Waslilnglon-iUril-Tlio House aeronautics subcommittee opens an investigation today to find out whether the feder al government "has taken the proper steps" to protect com' merclal airline passengers particularly those flying on Lockheed Electras. The witness list for the three days of public hearings included officials of the Fed eral Aviation Agency, Civil Aeronautics Board, Lockheed Aircraft Corp. and various air lines. Fifth Aecidant The Investigation was an nounced last month after an Eastern Airlines E 1 e c t r a crashed Into Boston Harbor. It was the fifth major accident involving ont of the jet-prop planes. with 30 seats each. Pennsyl vania will lose three seats, dropping into third place. Following will be Ohio and Illinois with 24 House mem bers each and Texas with 23. The Senate representation remains constant with two senators for each state. -. According to the Census Bureau figures, the nation's population rose by 27,997,377 from April 1, 1950 to April 1, 1960. This was the biggest 10 year Jump ever. The Soviet Union will re call all rubles now in circula tion, and return one new ruble for 10 of the old ones. Wages and prices will be re duced in the same ratio. Washington officials point ed out the new Soviet rate would be ..0.9 rubles or 90 kopecks to the dollar, com pared to the present official rate of 0.4 rubles for $1. This, economists .figured, is a devaluation of 56 per cent In the ruble with respect to the dollar. Subcommittee Cha I r m a n John Bell Williams. (D-Miss.), said he Intended to "go Into the Electra aircraft and sec whether the Federal Aviation Agency and the Civil Aero nautics Board have taken the proper steps." He said the most important objective of the hearings would be to find out "what is being done to protect the pub lic In connection with this air craft." Williams said an on-the-spot subcommittee Investiga tion immediately after the Boston accident indicated to him that this Electra crash "was not in the pattern of ear-! Her Electra accidents." Birds Suipecttd It has ben speculated , Hit Boston crash-whlth took Western States Lead All Regions In Percentage Washington - lUPIt - The Census Bureau reported today the nation's population in creased a record 28 million to 179,323,175 during the 10- year period ended April 1 of this year. The bureau's final count showed population growth during the 50s was nearly Washington - OIPD - The 1960 population of Ortgon was listed today at 1.768. 687 by the Canius Bureau. That is an increase of 247.346 over the 1950 popu lation. Oregon continued to rank i the 32nd most populous stale in the union. nine million more than the previous all-time high record ed during the 10-year period from 1940 to 1950. The IB 5 nercentage in crease was the largest since the total for the first 10 years of the century. West Laads Again As in the previous decade, the West led other regions in both percentage and total in crease. The bureau showed popu lation nf wpstern states in creased by 7.9 million to 28,- 053,104 during tne lu-year period ended last April. The western region also chalked up a 38.9 per cent in crease over the last 10-year period. It was the only region where the growth rate ex ceeded the national percent age. The South ranked second in amount of increase - 7.8 mil lion - for a total of 54,973,113 during the fifties. Armed Forces Not Listed Thp hureau 'emphasized that the 1960 population total does not include members of the armed forces and their de pendents living abroad, crews of ' American vessels at sea, and American citizens living in foreign countries. It also excluded residents of Puerto Rico, the Virgin Islands and other areas under the American flag. Symington Prefers Role of Senator Miami - IUPI) - Sen. Stuart Symington, , (D - Mo.), fresh from a study of defense reor ganization needs, said Monday he' feels he can be more use ful as a senator than as sec retary of defense. Symington, an unsuccessful candidate for the Democratic presidential nomination, had been mentioned as a possible secretary of defense in the administration of John F. Ken nedy. "That's not for me," said Symington. "I want to stay in the Senate." 62 lives-was caused by inr pact with a large flock of birds. Several earlier Electra acci dents appeared to have been connected with some structur al failure. The FA A has slapped speed restrictions on the plane. Lockheed is making certain structural modifica tions on all Electras. Williams said the investiga tion would find out whether any "defect in the plane is being remedied." WALTER CATLETT 50-Year Veteran Walter Catlelt Dies in Hollywood Holywood-fUPD-Walter Cat lctt, 50-year veteran of per forming character roles on stage and in motion pictures, died Monday of a stroke. He was 71. Catlett, a native of San Francisco and a son of a pros perous banker, won his first role at the age of 13 and play ed in a number of operas in his hometown before moving to New York and then London for a string of comic operas. He returned to New York to star in the Florenz Ziegfeld musical "Sally" with Marilyn Miller, then moved to Holly wood to make his motion pic ture debut in 1929. Catlett was in heavy de mand for character roles with his horn-rimmed glasses, elas tic facial expressions, fidgting, cigar-chewing and outbursts of rage. His films included "The In spector General," "Mr. Deeds Goes to Washington," "Tale of Two Cities," "Dancing in the Dark," and "Davy Crockett and the River Pirates." Standard, Gulf Oil Suits Settled Washington - (UPll-The gov ernment Monday announced settlement of antitrust suits against the Standard Oil com pany of New Jersey and Gulf Oil Corp., the two largest de fendants in its 7-year-old in ternational oil cartel case. Atty. Gen. William P. Rog- ers announced that consent judgments were entered to day against the two giant pe troleum companies before Judge John M. Cashin in U.S. District Court at New York. Under terms of the judg ments, Standard of New Jer sey and Gulf arc forbidden from engaging in cartel ar rangements to fix prices, al locate markets or control pro duction and distribution of crude oil or petroleum prod ucts. The judgment requires Standard of New Jersey to discontinue joint ownership with Socony Mobil Oil com pany, a third defendant in the 1953 antitrust suit, of Stand ard-Vacuum Oil company. Most of the assets of Stand ard-Vacuum, which operates a marketing company in the Far East, will be divided be tween Standard of New Jer sey and Socony Mobile. Then the Detroit firm announced it would offer $20.50 for outstanding shares. This morning the stock open ed at $19.25. Although such a move was rumored earlier this year, the action caught London stock brokers by surprise.
