NOVEMBER 13. 1860 Land Management Reviewed by BLM Programs Director "We should coordinate our programs of land manage ment so that whatever we do with one piece of land, pri vate, state or federal, will in fluence the use and develop ment of nearby or adjacent , lands," Edward Woozlcy, di rector of the bureau of land management, told members of . the Oregon Cattlemen's associ ation Friday morning. The things the government does with federal range lands has an Important Influence on private ranch operations in the area, and. things the pri vate rancher ' does often ma terially affects programs on nearby or adjacent federal lands, the BLM director ex plained to the cattlemen In the Medford High school audi torium, "This does not mean that a land owner cannot operate his own land as he wishes; but I feel confident with proper understanding, infor mation and education, private land owners and public land managers can come up with practical, cooperative long range programs," Woozley ex plained. ; Programs Are Noted He noted that the BLM pro grams stretch over more than 477 million acres of land from Point Barrow, Alaska, the northernmost part of the Uni ted States, to oil drilling 30 . miles off the Louisiana coast t water depths now ap proaching 600 feet. Some of BLM's Important responsibilities are cadastral surveys and the accompany ing public land records, on which are detailed the use and ownership of nearly 1.8 bil lion acres of the public do main. BLM is using the most ad vanced modern techniques, in cluding helicopters, two-way radios, photogrammetry, mo bile camps, and electrical dis tance measuring devices, Woozlcy said. ' Administers Laws ' "BLM administers the Im portant body of the nation's public land laws, whose very names are closely associated with exploration, settlement, and development of ntuch of America - homesteadlng, des ert land entries, small tracts, land grants, withdrawals and reservations for national for ests, national parks, wildlife refuges and reclamation proj ects," Woozley noted. "In addition, BLM handles the disposition of public do main lands for public recre ation and exchanges of land to bring about more effective patterns of public and private land ownership. BLM handles mineral leas ing on federally owned lands including those administered by other federal agencies and submerged lands of the outer Annual Boy Scout Meeting Slated In Medford Today Election of officers of the Crater Lake Council, Boy Scouts of America, will be one of the highlights of the 38th annual meeting of the three- county Boy Scout council, Dr. Elmo N. Stevenson, council president, announced Saturday. - The meeting will start at 4 o'clock this afternoon at the Rogue Valley Country club, with a recognition dinner scheduled at 6 o'clock. Officers to be nominated by the nominating committee at the business meeting In clude N. H. Gladfelter, presi dent; Carroll W. Smith, Frank C, Bash, Floyd L. Somers, and Leonard B. Mayfield, v i ce president; Allen F. Perry, treasurer; and J. A. McDou gall, Scout commissioner. Theme for Meeting The theme for the meeting will be "Strengthen America Character Counts," and Dr. Mayfield, Medford superin tendent of schools, will ad dress an estimated 200 per sons. Climax of the annual recog nition dinner will be the pre sentation of two Silver Beav er awards for distinguished service to boyhood in the Crater Lake Council. Names of the recipients are secret until presentation, Bash, chairman of the Silver Beaver award committee, said. Voting members of the Cra ter Lake Council are the 107 institutional representatives, who are selected by the or ganizations which are char tered to use the Scouting pro gram, and about 65, council mcmbers-at-large. There are about 4,300 boys registered In Scouting and more than 1,500 adults In Jackson, Jose phine, and Siskiyou counties, according to Dr. Stevenson, continental shelf, the director pointed out. Forestry Program BLM is also responsible for a forestry program on 2'A mil lion acres of former Oregon and California Railroad grant lands in Oregon and on some 44 million acres of com mercial forest lands in other states. Woozley traced the history of the BLM range manage ment program from enact ment of the Taylor Grazing Act in 1934. "It is not our intention to take one head of livestock off any federal range unless it is necessary for the benefit of the land and is clearly requir ed by provisions of the Taylor Grazing act and the federal range code," the BLM director emphasized. Temporary Licenses However, when the early advisory boards set up the first figures on which the an nual permits were issued, many people were given temp orary licenses for more live stock than they actually grazed on federal lands or on their own base properties (own ranches) during the months the livestock were not on the federal range," he pointed out. The toughest, ana more controversial part of BLM s range management responsi bility is the adjudication of Teen-AgersCharged In Portland Holdup Hillsboro-IUPD-Two Beaver ton area teen-age boys were taken into custody by the Washington County sheriff's office early Saturday in con nection with $3,550 robbery of a Portland area grocery store. The youths were Identified as Teddy L. Tilley, 10, and William D. Maltese, 18. They were suspects in the armed robbery of the Plains view Grocery store on Cor nelius Pass road at Skyline blvd. Friday night. Taken In the holdup was $750 In cash and $2,800 in checks. One of the robbers had a pistol and the other a sawed-off baseball bat. grazing privileges," Woozlcy said. "BLM must determine (1) the qualifications of base ranch properties, (2) previous or prior use by the applicant during the base period, along with season of use, and (3) the bureau must make an equitable distribution of avail able forage among qualified applicants," Woozley said. Property Surveys To carry out the first part of this job, BLM makes de pendent property surveys. It also makes range surveys, ad justments in numbers of live stock using the range, and works on Improving the range uirougn brush eradication and rcseeding. The Oregon range inventory shows the need to control un desirable and low value brush plants on approximately 3 million acres, the seeding of 1.6 million acres, construction of 5,970 miles of .fencing, de velopment of 3,650 water sources for livestock and wildlife and construction of 6,725 small erosion control checks and dams. These are but a few of the 20 conservation measures needed for rebuilding Oregon rangcland, the BLM director said. Impressed With Interest "I am particularly impress ed with the interest the stock men of Oregon have shown in investing their own funds in BLM conservation projects," the director said. "It is esti mated that during the current year, range users' contribu tions to BLM projects will exceed $88,000." In August, Congress ap propriated $1,425,000 to re habilitate and restore lands burned over this past sum mer. Oregon was allocated $518,000. More than 45,000 acres will be seeded with range forage species including grasses and browse. About 25,000 seedling trees will be planted on lands adapted to reforei tation, the director said. "Undoubtedly need for use of public land for recreation purposes Is going to increase rapidly In the future," Wooz ley said. "This increased need cre ates many problems. Only satisfactory solution is a co operative approach by sports men, stale and county agencies, the stockman, land owner and federal agencies," he added. Large Dredge Sinks Near Tillamook Seattle - IUPII - A' 210-foot dredge, the Coos, sank 12 miles off Cape Mears near Tillamook; Thursday after noon, the Coast Guard said. The dredge was being tow ed by the tug Quenett, which proceeded to Astoria, after the dredge sank, the Coast Guard added. There were no injuries reported. . A Coast Guard spokesman said the sinking was caused by a ruptured hull plate on the starboard side of the dredge. Cattlemen's Resolutions Cover Variety of Subjects The stale's cattlemen end ed their convention here Sat urday by passing 41 resolu tions which covered, general ly, grazing on public lands, taxation, brand inspection and cattle theft prevention, beef grading, cattle health, freight rates and livestock imports. Some of the main resolu tions passed were: -The Oregon Cattlemen's association, American Nation al Cattlemen's association and congressional d e 1 e g a 1 1 on should take aggressive action to restrict livestock Imports. -A long range master plan for development of ranges, water sheds and game habi tats should be initiated and accelerated and be financed by a greater share of the re ceipts from public resource product sales. Present users of permits should receive first con sideration in Increased grazing permits. Urges Proposal Approval The OCA urges the Trans continental Freight Bureau approve the proposal to re duce all transcontinental freight rates by 15 per cent and an increase of 10 per cent on carload weights to help restore the competitive rela tionship between fresh meats and livestock. -The OCA favors a nation al labelling act on shoes to protect the purchaser. -The OCA favors the change of ownership brand in spection on all transactions. -The OCA urges the Ore gon game commission study the problem of property dam age, loss of livestock and waste of game during hunting season and develop a program and changes in legislation to alleviate the situation. Multiple Use Principle -The OCA favors multiple use principle on bureau of land management lands and considers it essential that all interested persons contribute to and assist in the responsi bilities involved. -The OCA opposes any change in the state basic school distribution formula that unfairly discriminates against sparsely populated areas where per pupil cost is "necessarily high." It opposes, also, any legislation proposing a "state mandated property tax" for support of the state basic school fund. Any distri bution formula developed by the state legislature should place more weight on per cap ita income values. The OCA seeks legislation setting up ''productive capaci ty" as the basis for assessing ranch lands rather than "true cash values." Assessed on Basis -City and ranch homes should not be assessed on the same basis. Consideration should be given to location, accessibility and resale value. -The OCA disease commit tee will call a meeting in southern Oregon and request United States department of Agriculture and the Oregon state department of agricul ture personnel, representa tives of affected county asso ciations and regulatory offi cials of the state of California be invited to discuss the sit uation brought about by health certificate require ments. Columbia Dredging- Vancouver, Wash. - IUPD -i Fred Wheatley, manager of the Port of Camas, said at a special meeting here Friday the Army Corps of Engineers should continue deep channel dredging of the Columbia riv er from Vancouver to T h 8 Dalles, Ore. The meeting was called by Representative-elect Julia But ler Hansen of Washington's third district, to get publlo reaction to a proposal by the Army Corps of Engineers to discontinue deep - channel dredging. The Army engl neers district office at Port land reportedly proposed that it maintain dredging for barga traffic only.
