(UPI Telephoto) Kennedy Would Work To Free Rail Industry From Federal Regulations Washington -(UPD-Democrat-ic presidential candidate John F. Kennedy has promised he would work to free the rail road industry from "burden some and unnecessary govern ment regulation" if elected to the White House. Kennedy made his views known on railroad problems in a statement published in "Traffic World" magazine. He said the value of rail roads to national defense and security has been "beyond all measurement." Crucial Problem "Yet, today this vital part of our economy and essential element in our defense is un der a grave threat," Kennedy said. "Railroad service is in creasingly being curtailed and the jobs and security of . thous ands of men and women who operate railroad facilities are menaced. The effect of this is felt by the entire economy. "It is no exaggeration- to say that the distress of our railroads is one of our most crucial problems? . How would Kennedy solve these problems? The senator said first there should be a national transpor tation census. He said there had never been such a census taken, even though there was legislative authority for one. ."Second," Kennedy said, "the industry should be re leased from burdensome and unnecessary government reg ulations.' It is important that the public interest be upper most at all times, and regula tion is essential to accomplish that purpose. "But it is time the laws were examined in the light of exigencies." Kennedy also promised the Democrats would use the au thority of the Transportation Act of 1958 to guarantee loans to rail lines for capital im provements. He said such loans could improve efficiency and economy in railroad ope rations. ' The senator said another grave problem was urban mass transportation. "It is becoming increasing ly apparent that if we are to solve this problem, we will have to make greater and more effective use of our rail roads," Kennedy said. "We can do this if the federal gov ernment is prepared to assist the railroads to retain respon sibility it th's important area of public service." No Wiser InYHtment "The Democratic party knows of no wiser investment that this nation could make, and will support legislation to provide such assistance," he said. Kennedy also promised that his party would continue to oppose efforts to weaken the Railway Labor act. He said the act had served as an "ef fective instrument" in the past in the railway-labor field. The senator said his party also would work to strengthen the Railroad Retirement act and the Railroad Unemplay ment Insurance act. He took credit for the Democrats for increasing benefits under both laws in recent sessions of con gress. But he pledged "further improvement" if elected. Drs. John A. Williams and Jacob Fine of the Harvard Medical school and Beth Is rael hospital, Boston, describ ed the machine, which re quires less than 15 minutes for accurate measurement. The Volemetron applies a new approach to an old prin ciple of injecting into t h e blood stream a measured amount of "labeled" material such as human blood protein lagged with a small amount of radioactive iodine. Radioactivity About ten minutes later, after the injected material has been thoroughly mixed in the circulation, a blood sample is taken and its radioactivity measured. Knowing the amount inject ed and the extent to which it has been diluted, the inves tigators said one can readily calculate the volume of blood by which the material must have been diluted. The laboratory procedures usually required to carry out this isotope dilution principle have been so time-consuming and relatively inaccurate that they have been limited main ly to research. There are' only two Vole- metrons in existence now, but future manufacturing and marketing will be done by Pcrkin Elmer corporation, Norwalk, Conn. Not only can blood meas urement be rapidly and accu rately computed by the new device, the syringes, needles and sample tubes can be thrown away, thus avoiding breakage and cleaning of spe cial glassware. Dr. Williams said the ma chine can be run by ordinary technicians, and that used clinically it has provided ac curate, quick information for guiding proper transfusion treatments and intelligent pa tient care. I iU- eMM-lK'-im""''-- Grange News Central Point Grange The presentation of a new SO-star flag to the Central Point Grange by Mr. and Mrs. Dee Hcndrickson was one of the highlights of the meeting Friday. Hcndrickson, assisted by Master Benton Boyce, assem bled the staff and placed the flag, with the eagle and tassle cord ornaments before the Grange. Past Master Mrs. Walter Mang, , acting Ceres, had the honor of retiring the new flag at the closing cere mony. Another event of the meet ing was the exemplifying of the first and second degrees by the ladles degree team un der the direction of Mrs. Mang. The degree was con ferred on Mr. and Mrs. Car son of the Roxy Ann Grange. Mrs. Lester Gordon, Flora, had arranged baskets of chrysanthemums. The tableaux-were directed by Mrs, Morris Frink., Mrs. Fred Kuest sang. Reports of the standing committoes were given dur ing the business session. HEC Chairman Mrs. O. T. Wilson asked members to consider h a v i n g . an old fashioned Thanksgiving dinner for the members, families and friends Nov. 24. Mrs. Dee H e n d r 1 c k son brought a collection of Ore gon cones and dried flower plants and exhibited on the displayed table. Insurance and business agent, Roscoe Roberts, reported on features of car and fire insurance. Recreation Chairman Mrs Gaston Floux announced the Grange party and social night, which is set for Saturday Oct. 29, at 8 p.m. All Grange members and friends are in vited to see colored slides of the trip to Europe taken by the William Folcys last sum mer. The remainder of the eve ning will be used in card play ing and visiting. All ladies are asked to bring cookies, white elephants to be used for prizes, cards and card table. Mrs. Cyphers of Sams Val ley Grange, Mr. and Mrs. Ros coe Roberts, Mr. and Mrs. Garrett, and Mr. and Mrs. Carson of Roxy Ann Grange were visitors. Refreshments were served by Mr. and Mrs. Mad Madson, Mrs. Lucille Gebhardt and Mr. and Mrs. O. T. Wilson.
