New England States Expected To Be Divided in Presidential Vote Mrs. Neuberger, Smith Tangle Again On Foreign Policy, Jobs, Education Portland - (BPII - Mrs. Mau- rine Neuberger and Elmo Smith, rivals for the U.S. Senate, appeared together be fore the Kiwanis club Tues day. Smith, the Republican can didate, said the key issues of the, campaign have become: "American foreign policy and American defense, responsi bility of a U.S. senator to Ore gon citizens, and fiscal respon sibility. Mrs. Neuberger, the Demo cratic candidate, called for "all-out efforts to close the propaganda gap among un- committed p e o p 1 es of the world and to out-strip the So viet education challenge by mobilizing the brainpower of young Americans." The statements came -in re marks prepared for delivery to the meeting. 1 Smith Criticises Rival Smith criticized his oppon- ent on foreign policy, saying ".. she "has changed her stand ; on this issue from week to week." He said "I have stat .. ed consistently that I believe ' America should back up ful- ly our commitments of mutual security under our treaty agreements with other na- tions of the free world." On defense, Smith said "Those who rate America's military establishment as sec ond best to any .nation simply do not know what they are talking about . . ." He said his opponent has made "contra dictory speeches" in this field. The Republican candidate also said Mrs. Neuberger "has offered no sound pro gram for the development of better job opportunities through attracting industries to Oregon, He also said she "has proposed vague programs for lavish use of federal funds bo(h at home and abroad" and that "she supports a poor ly defined federal aid to ed ucation program that would cost Oregon far more than it would get back . . ." Education Needs Cited Mrs. Neuberger said "win ning the minds and hearts of men is urgent, important bus iness of this decade of deci sion, so we must step up our people - to - people approach with underdeveloped nations. We must put our information and cultural programs and our student exchange efforts -the real works of peace-into high gear." She said "Soviet Russia, al though half as rich as the United States, is spending just as much on education as we do." "The Soviets," she said, "are building a tremendous stockpile of highly trained manpower that presents sober ing, long-range challenges. The society's, public rela tions director, Walter G. James, said the cigarette edu cation program is being car ried to high school students throughout the nation in co operation with school offi cials. Record Response James made the statements in a report submitted to the annual meeting of the Ameri can Cancer Society which runs through Friday. He said the society's color sound filmstrip "To Smoke or Not to Smoke" has had a record response as an educa- need all the brainpower we can muster in the years ahead to meet this challenge of com petition. "It has become evident that in the competition of weapons development even our mili tary strength depends directly on technical knowledge and skills. "More than 10,000 copies of the film strip, together with related material, have been distrib uted in the last eight months," James said. The filmstrip stresses that the best prevention against lung cancer is not smoking. A leaflet distributed with it states "most scientists agree that cigarette smoking is a major cause of lung cancer. Also included in the "ciga rette kit" is a chart entitled "More Cigarettes, More Lung Cancer." It says: "What are your chances of getting lung cancer? It depends on how much and how long you have smoked. Half a pack of ciga rettes a day? Your risk goes up eight times. Two packs or more? Twenty times greater.". Conference Considered James said the Illinois, Pennsylvania, Missouri - and California divisions of the cancer society had put about 3,000, of the anti-cigarettes filmstrips in use. As a result of first reaction to the program, James said, the society is considering the calling of a youth conference on smoking, featuring teen age leaders from all nations. Search Continues For Raff Crewmen San Francisco - (UPU - Two Coast Guard cutters and two aircraft searched the Pacific between San Francisco and Monterey Tuesday for three Washington State men who sailed from Seattle Aug. 31 on a raft in hopes of drifting to Australia. On Sunday wreckage, be lieved to be that of the raft, the Leaky Tiki, was found 80 miles southeast of the Faral- Ion islands. Among the wreck age was a life ring bearing the raft s name. But a yellow life raft, which the Leaky Tiki was believed to have carried, was not found. European Beetle Found in Klamath Salem -(UPD The European bark beetle has been found in Klamath county, according to the State Agriculture De partment. It is the first time the insect has appeared in Oregon. The beetle carries Dutch Elm disease and has been responsiblcf or wiping out the American Elm tree on the East Coast, the department said. George Hoose of the plant industry section said although the beetle has been found in Oregon, the disease has not. The Ocotillo was also caught off balance. They had to make room. They put me and a colleague of mine in a suite which was leased by a couple who had gone away for a few days. We ve never met this cou ple, and probably never will- But we know something about them. They read interesting books, one of which my col league was In tne meddle oi when we had to move out. They drink coffee and choc olate. They don t use sugar. 1 don't know whether they use Alka Seltzer or not, but there wasn't any. A friend of mine needed some. Ordinarily in these situa tions, when the President by an unexpected decision dis rupts the lives of other men, the thing to do, I have read is to ask a taxi driver what's Eoing on. However, they usu ally won't tell you anything unless you pay them some thing to take you someplace, and I had nowhere to go. The next best thing Is to ask a maid. A maid was washing our coffee cups one morning and I asked her for her opinion "Mr. Smith," she said, "I love the, President. I'm for him whatever he does, and I'm a Democrat, too. I've made a lot of beds today but I don't mind, if it helps the country, But my goodness, such a hurry." She was changing the sheets. "We all have to do what we have to do," I said. C3E) E IrUirlrQ I ore 4 Three States for I Each Candidate Seen by Backers By FRANK DONOGHUE UPI Correspondent The outcome of the presi dential campaigns in the New England states, Pennsyl vania and New York is cloak ed in a lot of "ifs," "buts" and "perhapses." New England is a six-state region noted for its "together- ness"-but not in politics. In politics, Yankee individualism creates an enigma that even the boldest bowlgazcr hesitat es to explore. But as the presidential cam paigns rounds the final bend, it looks as if Vice President Nixon will carry three New England states - Maine, New Hampshire and most certain ly Vermont. Of these, Maine might be a tight squeeze. Supporters of Sen. John F. Kennedy say he will emerge victorious in his native Mas sachusetts, Rhode Island and Connecticut. But they acknowledge that victories in Massachusetts and Connecticut won't be shoo-ins. In Massachusetts, for ex ample, the electorate will vote for another "favorite son," Republican vice presi dential nominee Henry Cabot Lodge. Also, the Democratic state administration in Massachu setts has been plagued with scandals in two state agencies. Some feel the voters might penalize Kennedy in the bal lot box forMhe Democrats' doings at the state level even though the presidential nom inee is in no way involved. Photo-Finish Anticipated New York and Pennsylvan ia with a whopping 77 elec toral votes between them are a standoff. Both the Nixon and Kennedy camps have turned these pivotal states into horse races-with a photo finish. The rivals know that in re cent history only one presi dential candidate, Harry S Truman, entered the White House without carrying New York. Kennedy and Nixon arc both -'expressing confidence of winning New York j 45 electoral votes. Nixon and , Kennedy are running shoulder to shoulder as they approach the tape in Pennsylvania (32 electoral votes). Democrats won the voter registration race in that state and have a solid campaign is sue: unemployment in the coal industry. Democrats also have tightened their hold on the state government. Pennsylvania Republicans, on the other hand, point to the fact that a Democratic presi dential candidate has not been able to carry their state since 1944 when Franklin D. Roose velt won a fourth term. Which way Pennsylvania goes may depend on the vote in its two largest cities, Phil adelphia and Pittsburgh, both Democratic strongholds. Re publicans are working fever ishly to hold down the Demo cratic majorities in those two cities. Religion has not been the factor in New England that it has been in some other sec tions of the nation. And Ken nedy's Roman Catholicism is not expected to be a political detriment In the six-state re gion. However, it probably will give him a boost in pre dominantly Catholic areas in Massachusetts, Rhode Island and Connecticut. Pennsylvania is mostly Protestant though its gover nor, David L. Lawrence, is Catholic. The effect of Ken nedy's faith in that state is difficult to gauge in the twi light hours of the campaign. Interesting Sidelight Noted Religion and minorities are entwined in New York City, minorities comprise the ma jority. The highest single group in New York city are Roman Catholics. Democrats want the New York City vote to offset Republican upstate New York.
