American League Owners
Open Important Session
By STEVE SNIDER
New York - IUPD - Ameri
can league clubowners faced
the possibility of 'round the
' clock sessions when they met
today to try to solve the knot
ty problem of expansion.
There was a strong possi
bility that Minneapolis - St.
Paul ' and Dallas-Fort Worth
would be added to make the
circuit a 10-team league. But
the American league expan
sion problem is complicated
by a powerful bid by Toronto
interests as well as by the
possibility of internal realign

Plenty of Talk
The owners and their rep
resentatives were scheduled
to begin their conferences at
9 a.m. (EDT). And even be
fore the opening session was
gaveled to order, there was
plenty, of talk that it could
be 48 hours before the own
ers were ready . to make a
significant announcement.
"I'm not predicting what
will happen but it should be
quite a hassle," said co-owner
Del Webb of the New York
Yankees, who speaks with
great weight at AL get-togethers.
"There are a lot of
ways this thing could go.
We'll just have to find out
what everybody is thinking
and then act.
Complicating the expansion
problem was a feeling among
some AL owners that the
Washington Senators and the
Kansas City Athletics should
be relocated. There was strong
sentiment, supported by the
powerful Yankees, for an AL
move into the lush Los Ange
les territory - a move which
almost certainly would in
volve the Senators or Ath
letics. '

More Funds Due if
Measure 15 OrCd
Portland Milo K. Mclver,
chairman of the Oregon state
highway commission, stated
today that if billboard control
measure, No. 15, passes on
Nov. 8, Oregon will receive
an additional $500,000 to
$800,000 in federal highway
construction funds within the
next five years.
The federal government
now pays 92 per cent of. the
cost of Oregon's interstate
freeway system (Highways 99
and 30), and will pay 92'4
per cent of construction costs
if Measure 15 passes, Mclver
noted.
Mclver pointed out that
Measure 15, in his opinion,
does meet requirements of
the national standards estab
lished by Congress.
Commenting on Mclver's
statements, Rudie Wilhelm
Jr. 'of Portland, chairman of
the Highway Protection Com

to have the air cleared on
this point. The billboard in

stating that Measure 15 falls
short of obliging the national
standards, and it has neglect

will receive this more than

Raiders Entertain EOC
In Homecoming Scuffle
Ashland - Homecoming and
Eastern Oregon will mark the
Oregon collegiate conference
football finale for Southern
Oregon Saturday afternoon at
1:30 when the Red Raiders
meet the Mounties in an effort
for second spot in the OCC.
EOC has been a patsy for
most of the other clubs they
have met with the exception
of Portland State last week
when the two battled to a
6-6 tie.
In OCC action before the
Viking deadlock, the Moun
ties were whipped by Oregon
Tech 51-6 and Oregon college
34 0 in addition to losing to
non-conference foes Whitman,
College of Idaho, and Yakima
JC.
Southern Oregon with wins
over PSC and OCE will still
have a chance for a tie for
the OCC crown if OCE can
pull an upset and whip un
defeated Ore Teen.
After missing last week's
game linemen Willie Garner
and Neil Green will probably
be back in action this week
according to Raider mentor
Al Akins. Garner is the reg
ular right guard and Green
the center on the ' offensive
unit while Garner plays line
backer on defense. Otherwise,
the Raider lineup will remain
the same. There are few or
small injuries to mar the ros
ter.
After six games Al Barnes
continues to dominate the
Raider rushing statistics with
316 yards and a 4.9 yard per
play average. Gordy Carrigan,
Eldon Francis, Doyle Bran
som, and John Buck are all
closely bunched in the runner-up
slot,
Doug Olsen took over com
mand of the passing depart
ment with his splendid 229
yard effort against OCE last
week. Olsen has run his yard
age to 411 yards on 28 com
pletions of 52 attempts.
Olsen's prime target has
been Howard Hartman, re
ceiver of 24 aerials for 405
yards which have carried for
five touchdowns. This also
gives Hartman the scoring
lead.
Francis has the most dis
tinguished record on the club
with a perfect record in pass
ing and scoring. Francis has
thrown twice for two com
pleted passes, both of which
have gone for touchdowns off
the sweep-pass,
