This lack of cooperation is apparent on both an individ ual and group basis, he said, which means that local gov ernments are often the "fa vorite targets" for public crit icism Mayor Snider was commis sioned by the U. S. govern ment to be a special delegate to the Congress. He represent ed the American Municipal association and the Commit tee for International Munici pal Cooperation. The conference lasted from Oct. 16 to 22. Mayor Snider returned to Medford before the last session at which "res ident Eisenhower was sched uled to speak. The program at the Con gress was a study of the mu nicipal government of San Di ego. Mayor Snider said this disappointed some of the Lat in American delegates as the average Latin American mu nicipality has a thousand res idents or less and their rep resentatives would not derive very much from a discussion of a U. S. metropolitan area. Delegates Delighted Mayor Snider said he agreed with them. He said, however, that the delegates "seemed delighted" at the rest of the program which includ ed tours of various points of interest in and around Snn Diego. The fact that there is little cooperation between munici pal governments and their cit izens in Latin American coun tries is due to an administra tive deficiency on the part of the governments themselves, he said. Thi deficiency is brought about because the local gov ernments do not have ruffi- cicnt incomes to meet all the local needs. In addition, the quality of many city council men in some cities leaves much to be desired, he said. The poverty of Latin Amer ican cities causes them to be come more than dependencies of the central government, the mayor pointed out. Solicit Funds Snider said that these cities are unable to construct all the needed public works projects themselves and frequently have to solicit funds from the central government for the construction of certain proj ects. "This, of course," he said, "lessens their independence, since in attempting to acquire funds they become politically obligated to the party in pow er. The mayor listed sanitation and public health as typical services which local govern ments render in Latin Ameri can countries. In the smaller cities, he noted, this service is limited to trash pick-up us ing rudimentary, mechanical or animal-driven equipment. Police Departments Local police departments are usually agencies of t h central government which ha personnel, in each town of the country, he noted. A city po lice department sometimes ex ists but more on the basis of a caretaker agency, with no special training being requir ed, according to Snider. The municipalities do not participate directly in t h field of fire protection either, he said. In some of the coun tries, he noted, fire depart ments are ageni s of the cen tral government. Mayor Snider said Mc Loughlin asked for a full re port of Medford's exchange with Alba, Italy. McLoughlin was "very interested, he said, in hearing of the materials sent by Alba's mayor for use at Medford's Junior Service league's benefit program for hard of hearing children.
