A home rule county is one set up by charter pro viding strong local control of government. Oregon has no home rule counties at present, but nine counties have char ters in the making. , The Association of Oregon Counties, which' supports the measure, knows of no organ ized opposition. Under present law, counties are restricted to financing improvements by taxes, as sessments and levies on bene fited properties, and the legis If the original sites were de lature feels this might ad versely affect plans for im provement. Emergency Powers Number ' 12, continuity of government in enemy attack, is non-controversial and was passed unanimously by both houses last year. Salem- (UPC -A Multnomah county circut court decree which denied a claim for in junction and damages for al- - leged infringements in the use of trade secrets and a farmula for making plastic wood used in the Plywood industry was affirmed Wednesday by the Oregon Supreme court. ' Stimson Lumber Co. filed , suit against a former em ployee and certain companies selling a wood plastic product i based on a formula developed by the former employee at Stimson. Thet formula was not pat ented but had been Kept sec ret and Stimson and the em ployee agreed to keep the formula secret. The agree ment did not, however, pre vent the worker from work ing for someone else and the mar claimed that when he did so he did not use the Stim son formula. The high court, in a deci sion written by Justice Pro Tern Dal King, said there was insufficient proof that the former employee took with him any notes or secret pro duction methods other than "the general knowledge which he possessed." . Hatfield was elected governor and named his own successor as secretary of state at trie same time..
