Guatemala Ambassador Arrested as Smuggler of Narcotics Navytlaims New Speed Record for Jet Fighters Washington-fliPH-The Navy today claimed a new world record of 1,390.21 miles per hour for jet fighter planes. The record would be nearly 100 miles an hour greater than one submitted for recog nition by Russia four months ago. Navy Secretary William B. Franke said "we have shown again that we are equal to any challenge that we will be second to no one." The Navy mark was set Sept. 25 by Cmdr. John F. (Jeff) Davis, 39, an Annapolis graduate from Chicago, in a McDonnell F4Hi Phantom II fighter that will become op erational aboard Navy car riers late this year. 45,000 Feet Over Desert Davis flew a 62-mile (100 kilometer) circular course in 40.9 seconds. His true average speed was 1,454 miles an hour, but he was occasionally somewhat wide of the course. The test was at an altitude of 45,000 feet over the Mojave Desert near Edwards Air Force Base in California. Russia's mark for the 100' kilometer course, submitted to the Federation Aeronautique Internationale June 28 and not yet recognized, was 1, 298.7 miles per hour. The American record also must be submitted to the same body for recognition. The current official world record is 1,167.35 miles per hour set by Brig. Gen. Joseph H. AGENTS SIEZE HEROIN Agents look at some of the cash and heroin seized by fed eral narcotic agents when they arrested the Guatemalan ambassador to Belgium and three other persons on charges of smuggling heroin into the United States. Authorities said it was the largest single narcotics seizure ever. made in this country. Authori ties said 160 pounds of heroin in three large suitcases were flown into New York from France by Ambassador Mauricio Rosal and Etienne Tarditi, a Frenchman. (UPI Telepholo) Rep. He said officials of irriga tion districts had informed him that the flumes in ques tion did not have the capac ity to meet current and future needs. Ullman asked Commission er Floyd Dominy in a letter to indicate to him the pros pect for including funds for this investigation in the bu reau's budget request for the coming fiscal year. (UPI Telephoto) Mother, Daughter Believed To Be Held Captive in Auto Madras - IUPD - The sheriffs office said today police agencies in Southern Oregon and Northern California had been alerted to look for a car in which a woman and her daughter may be held captive. A note found on a restroom wall late Monday said "Please help me. I and my little girl are being kidnaped ..." A similar note also turned up in j a service station restroom at Grass Valley, Ore., the sher iff's office said. The note gave a telephone number in Snoqualmie, Wash. The sheriff's office said it called the number, that of Douglas Ballough, who told authorities his wife, Phyllis, was missing. The sheriff's office said all points bulletins to police agencies were issued after the call was made. Federal Agents Seize Four Men In Record Haul New York-HIPD-A Guate malan diplomat and three oth er men were held in a record million dollars bail today in the smashup of an internation al narcotics smuggling ring that "defies the imagination in its magnitude." Federal narcotics agents ar rested the four men at gun point on a crowded Manhat tan street Monday and confis cated pure heroin worth $20 million on the illicit market U.S. Attorney S. Hazard Gillespie said the heroin seiz ure was the largest single nap cotics haul ever made in this country. Chief Courier Mauricio Rosal, 58, Guate malan envoy to Belgium and the Netherlands, was identl fied by federal agents as the smuggling ring s chief courier. He was said to have flown in from Franco Sunday with more than 110 pounds of un cut heroin procured from Middle East narcotics suppli ers through the underworld sources in Marseilles. He ap parently used his diplomatic immunity from customs search to smuggle the heroin. Rosal and French mystery man Etienne Tarditi, 56, said to have smuggled in 50 pounds of heroin last Satur day, rendezvoused in Manhat tan Monday with Trans World Airlines purser Charles Bour- bonnais, 39, and Brooklyn longshoreman Nicholas Cala maris, 47. Forced To Curb That was when a swarm of about 75 narcotics agents. guns drawn, pounced on taxi and station wagon which the four men were rid ing and forced them to the curb. Rosal immediately claimed diplomatic immunity from search and arrest, but federal agents had checked in ad vance to find that since Rosal was accredited by Guatemala to represent that country in Belgium and the Netherlands -and not the United States while here he did not enjoy the privileges of diplomatic immunity. The arrest of the four men was the climax of a carefully- built-up case against them, narcotics agents said. U.S agents were aided in their European operations by the French Surete, the secret po lice. "This operation defies the imagination in its m a g n i tude," said George Gaffney, head of the Federal Narcotics division here. Rosal and his alleged con federates were believed to have made twice-monthly nar cotics deliveries here for the past year. That was why Gillespie asked for the unusually high bail of $250,000 each for the four nien-Sl million in all. In lieu of bail the four men were held in the U.S. House of Detention pending a hear ing Oct. 17. They were charged with conspiracy to violate the narcotics law, which carries a maximum sen tence of five years in prison and a fine of $10,000. Morse 'Definitely' Not Candidate Washington-dTU-Scn. Wayne Morse, (D-Ore.), said emphat ically Monday he is not a can didate for president and does not want North Dakota elec tors to vote for him. In a letter to the secretary of state of North Dakota, he said he had read newspaper reports indicating that the names of electors supporting Morse might be placed on the state's official ballot for the November election. The senator said "this is to notify you that I am not a candidate for the presidency of the United States: that I am strongly suporting the Democrat ticket, and I do not desire to have presidential electors in North Dakota sup port rne for the presidency in the forthcoming November election." Hall, hed of Navy aviation in the Pacific, said today the Navy was caught in a dollar squeeze vhich was resulting in not enough new ships and planes. He said that to provide completely effective defense the nation should make money available to do the job proper ly. Adm. Hall said that despite missile development, he be lieved manned aircraft would be the nation's first line of defense and offense for many years. He added there was nothing - obsolete about air craft carriers and that the fu ture of the country may well depend upon them. With carriers, he said, there is no necessity to enter into negotiations with other coun tries for establishment of air bases. Adm. Hall and his wife stopped briefly at the Port land International Airport en route to Boise, Idaho, and a leave. Knoxville, Tenn., was nam ed in 1791 for Gen.
