Because of the nature of the pine forests in Eastern Oregon in that various age classes of timber must grow on the same acre the committee recom mended removal of collection of property taxes on the basis of value. These property taxes would be collected instead through a harvest or sever ance tax at the time the tim ber is removed from the ground. Separate rates would exist for various species. The rate for ponderosa pine would be S1.50 for a thousand board feet. A spokesman said in or der to prevent removal of this timber from the bonding base the present values of timber would be continued on the tax rolls and adjusted periodical ly. The severance tax money would be distributed to all counties and taxing units in relation to the present stand ing timber. Standing timber would be checked periodical ly to accomplish equitable dis tribution. The committee adopted a proposal by the Industrial Forestry association for tim ber taxation in western Ore gon. The proposal provides that the determination of the discount factor from immedi ate harvest value of standing timber would be set by the legislature at 30 per cent. Presently this discount is de termined by the State Tax commission. The committee was not cer tain that its recommendations should apply to growing tim ber and while it adopted the Industrial Forestry associa tion's proposal, a subcommit tee was named .to further ex plore the taxation of growing timber. We cut it off at the base with an axe and a big-toothed saw and threw it down the canyon. I don't know if cutting down a tree is against any statutes, but it appears to be against the moral law. Nobody talks to me any more. I think I have a right to explain my position, It was a beautiful tree, with millions of little yellow flowers. I . admit that. In spring, when it was in its glory, it was abuzz with bronze bumblebees. There was music in that tree. But it was too full of life; too fertile. It dripped seeds that sprang to ' life in the ground. We were always fighting its offspring. The neighbors were forever call ing us and saying, "I think we have another of your trees in our lawn." It grew bigger and bigger with the years and I looked at it one day and knew it was bigger than all of us. I felt that if I let it grow one more day I would never be able to stop it. I told the boys to cut it down, at the usual 75 cents an hour, "Pa," one of them said, "money isn't everything. Does mama know about this?" Every once in a while I have to remind them who's running this place. The Park insonia aculeata is not an or dinary tree. It has not one but several trunks. It has to overdue everything. They set to work. I was listening to the radio, trying to drown out the sound of the axe, when the phone rang. It was Dalton. He was looking at us through his spyglass again. "What are you doing, Smith," he said. "Cutting down a tree?" "It's only that old Parkin sonia aculeata," I explained. "It was becoming, a nuisance." "Don't forget, Smith," Dal ton said, "poems are made by fools like you and me." He hung up but that wasn't the end of it. Dr. Hegenspeiler phoned. He is a well educated and moral man. "You are cutting down your tree," he said. "Yes," I said. "I know that." "How do you justify this?" he said. I explained about its size and fecundity. "Woolard," I said, "you've been talking to Dr. Hegen speiler." Then my wife came home. I told her about it. Her eyes misted over. She went into the kitchen and looked down at where the tree had been. "I used to stand here at the sink," she said, "washing dishes, and the tree was so pretty, all yellow, with the bees buzzing around I never minded washing the dishes when I had the tree." Dalton called. "Only God can make a tree, Smith," he said. I wonder if I've been ration alizing again.
