California By United Press International Sacramento - The proposed $1.75 billion water bond issue on the Nov. 8 ballot encounter ed a cool reception from the powerful Metropolitan Water District of Southern California. The huge bond issue, if ap proved by California voters, would help pay for the trans mission of surplus water from the northern mountain areas and the Sacramento-San Joa quin delta to the southland. But at week s end, uov. Ed mund G. Brown and the MWD directors appeared hope lessly deadlocked on efforts the department said that en tomologists had been unable to explain the presence of just two of the flies. He said trapping procedures are con tinuing and are even being stepped up. After the two insects were discovered in an Anaheim orange orchard, a lone fly was found about 100 miles to the north, near Santa Barbara. Water: The state depart ment of water resources hs- sured 15 northern California counties they would have all the water they need for the next century. Director Harvey O. Chairman Joseph Jensen of the MWD set the deadline after a two-hour meeting with Brown at which there appear ed virtually no hope of recon ciling their differences over terms of the contract. The biggest argument has been over the date the pro posed pact would become ef fective. Jensen said his group continued to hold the position it would not . approve any contract that would not be come effective upon passage of the bond issue. The governor has staled he would not allow the effective date of the contract to be prior to 90 days after the 1961 legislative session adjourns. Seeks Agreement Brown has been pushing for an early agreement on the water contract because of what he called an urgent need to execute a pact before the election. The governor said that If the MWD did not approve his plans he would find it neces sary to ask for approval of the multimillion-dollar bind issue without the district's support. After a stormy session at the end of the week, the gover nor was questioned as to how long he expected negotiations to continue. "We've got until Nov. 8 to work out a contract," he said. "But that's cutting it pretty short. I intend to do what I can to put this bond issue over even without MWD's help." Elsewhere, there were these developments: Fruit fly: Orange county ag riculture department workers said they were "more and more befuddled" because they haven't trapped any more Ori ental fruit flies since finding two of the dreaded insects a month ago. A spokesman for Fire: Vandenberg Air Force Base provided Santa Maria with fire fighting foam be cause of possible danger of crashing missiles and aircraft. The city's fire chief, Harry Bell, said that "the Air Force feels there is some hazard since we are located so close to the base. With all the mis sile and aircraft traffic they have, they feel this foam would do the job in putting out any fire caused by air borne craft." Santa Maria is 15 miles southwest of the air base. Death penalty: Gov, Ed mund G. Brown urged mem bers of the California State Bar to study ways to change the concepts of criminal law, especially in the field of the death penalty. Brown told Grants Pass Bus Service Terminates Grants Pass - The city's only bus service discontinued operations Friday because the company had been operating at a loss since it went into business five months ago, ac cording to its owners.
