o o How Home Rule Would Help County Discussed at Session How can home rule help could be Improved under the operation of Jackson county government? This was the question Coun ty Judge Earl Miller and County Commissioner Ralph James attempted to answer when they spoke before the Jackson county home rule committee this week In the meeting room of the Public Library of Mcdford and Jack son county. Both Miller and James thought county government home rule. Miller said some officers should be appointed and James did not. "Political parties will not turn loose of their hold on government at the grass roots," James said. "If coun ty officials are appointed you will never get them out of office." Handle Own Problem! Judge Miller defined home rule as the transfer of control from the state to the county so the county can tigndle its own problems. James agreed wholeheart edly with Miller's recommen dation for central county pur chasing and personnel depart ments. Miller would not say whether creation of such an office or offices would place hiring and firing of all coun ty personnel directly in the hands of the county court or the county administrative office. Spokesmen said they were "very optimistic" the report would result in a formal treaty between the two na tions and a start on con struction by 1961. - Announcement of agree ment on the report came aft er a 5lA hour session Wed nesday, winding up the sev enth negotiating session in nine months. I can fix it for another try." Rebuttal Witnesses In Dr. Finch Trial Los Angeles (UPD Final re buttal witnesses were called today in the second Finch Tregoff murder trial which is drawing to a close. Testimony in the retrial of Dr. R. Bernard Finch, 43, and Carole Trcgoff, 23, was ex pected to be concluded today with final arguments to fol low. Chances were the jury of 11 women and one man would be able to begin deliberations on the first degree murder charges by the end of next week or the week after. The prosecution has stated that as in the first trial it would demand the death sen tence for Finch and his mis tress, Carole, on charges they plotted the gunshot slaying of the surgeon's wife, Barbara. The first trial ended March 12 in a hung jury. SPORTSMAN DIES . Philadelphia -WPD- Walter J. Jeffords, 77, millionaire sportsman and turfman, died Wednesday. ' Dr. Richard Wilcox, state health officer, said that hear ing loss in children often is easily overlooked by parents and teachers with a danger of the loss becoming permanent. 999 Gaming Stamps Issued in Portland Portland-fflPD - Federal tax stamps covering 999 gaming devices were issued by the In ternal Revenue Bureau here for the year ending June 30, a spokesman said today. The stamps, wtiich cost $250 each, are required for any ma chine which will reward the player by token, cash or merchandise. Some devices, particularly slot machines, are illegal in Oregon but not under federal law. by It, the spokesmen said, were projects to be construct ed, construction priorities, distribution of downstream benefits and operational ad ministration. " Agreement on the report brought a new climax to dis cussions that started almost a decade ago on development of the vast Columbia system which originates in British Columbia and winds it way across the international bor der and through the Pacific Northwest states. It has long been agreed that such devel' opment offered tremendous power and flood control bene fits to both sides. . Canadian Justice Minister E. Davie Fulton and United States Under-Secretary of In terior Elmer Bennett, who headed the two delegations, set forth the following time table for the future: Submitted Soon - The report will be sub mitted to the two govern ments "as soon as possible" and will be made public by them once they have reached a decision on its contents. - Should the governments decide the- report should form the basis of a treaty -and both Fulton and Bennett said they anticipated no ma jor changes - the negotiators would proceed to draft a trea ty, a job they said could be done "within a matter of weeks." - The treaty would then be submitted to the two legisla tures for agreement. The U.S. Congress reassembles Jan. 3 and the Canadian Parliament is expected to meet before then. -Start on construction next year. Details Not Discussed Both spokesmen declined to discuss details of the report other than to say that it took account "in the large part" of International Joint Com mission recommendations on the principles of development. These included a 50-50 split of downstream benefits. It is believed, however, that the report calls for con struction of the Mica Creek and "High Arrow" dams without diversion of the Kootenay River and the pay ment of downstream benefits by the U.S. on the basis of power and flood control bene fits and not on construction costs. Non-diversion of the Koote ney would leave the way open for construction of Montana's prize proposal, the Libby Dam. out that county government now is big business. Outlines Needs Outlining needs of a coun ty government which could be provided under home rule, the county judge set forth these points: Establishment of a board of supervisors, commission or continuance of the present county court form of admin istration for coordination and focus of responsibility in county government, coordina tion or possible combination of some offices to save mon ey, general purchasing and personnel departments or a combination of the two, fur- tner state legislation to assist county home rule, power of Bancrofting or levying bonds for local improvements, con tract with municipalities for such services as water and sewers to outlying areas, need for a county legal counsel. A home rule charter would on a non-partisan basis," the county judge said. "I fail to see any use for politics in county government functions. I do believe in the two party system, however." Permissive Legislation Miller noted that the pros e n t permissive legislation which allows for county home rule does not permit too much change in existing legislation affecting counties. Pointing up the need for county control over its own problems and their solutions, Miller noted that over half of the county population lives outside city boundaries. County government origi nally was set up to admin ister to agricultural residents. Now it administers to large suburban areas which require services similar to those of the cities to which they are more closely tied. Legal Counsel "Full time legal counsel Is needed to be responsible to the county's people for coun ty business," miller urged. "This would be in addition to the present district attor ney's office which has a full time job handling criminal and civil cases. Such a coun sel should be an appointive job." Miller noted that the coun ty administers to 2,817 square miles of area outside the cities and 32,772 suburban or rural residents. James reported that the As sociation of Oregon Counties will release a model charter in October. James said during the recent AOC home rule committee meeting, which he attended, he learned that a few counties studying home rule favored the county man ager system. Most counties making the study favored a I board of supervisors. Answering questions, Judge ' Miller said a home rule form ! of government would probab-! ly be more expensive, but I that the people would receive j more value per dollar spent. The county might even find , itself in the streets and scw-j ers business to help outlying ( areas and unincorporated cit- i ies, he said. I Long Range Planning James said long range plan ning could be set up in the charter and county officials would have to follow charter stipulations regardless of dif ferent people with different ideas being elected to office. Members of the county home rule committee asked if other than appointed career officers could insure long range plan ning. More counties have not adopted home rule because of legal technicalities, it was explained.
