AATjt jlj','-J BALTIMORE Z3, MP. tfoaX'J Mining Subsidy Issue Play Deciding Pari in Washington, (UPD-Will White House and Democratic con gressional differences on min ing subsidies have any effect on the presidential race in the western states? Sen. John F. Kennedy, the Democratic candidate, appar ently thinks so. And Rep. Ed Edmondson (D-Okla.), believes the issue might be decisive in icveral states. Kennedy recently told an Idahb audience he would have signed a bill to stabilize the lead and zinc mining indus try. President Eisenhower ve toed the legislation. Might Decide Votes Edmondson said following passage of the bill that "in a close election" the western state electoral votes might be decided on the government's treatment of depressed min ers. Vice President Richard M. Nixon, the Republican presi dential candidate, has de clined comment on Eisen hower's veto, but may have more to say on the general subject of aid to miners be fore the campaign is over. Meanwhile, however, Sen. Robert S. Kerr, (D-Okla.), was wasting no time in readying remedial legislation for the new congress. His bills not In the game way that sterling on silver signifies standard of known value, so is the A. B.C. em blem a symbol of integrity for the circulation of newspapers and periodicals. It means that circu lation so identified is measured according to the rules and 'standards of the Audit Bureau of Circulations The A.B.C. is a cooperative and non-profit association of 3,450 publishers, advertisers and advertising agencies. Organized in 1914, these buyers and sellers of advertising brought order out of advertising chaos by setting up standards for paid circulation and establishing rules and methods for measuring, auditing and report ing circulations. Therefore, the work of the A.B.C, of which this newspaper is proud to Time only would grant subsidies, but impose tariffs on impor tation of lead and zinc. Aid Protested It was generally conceded here that foreign policy 'lad a great deal tp do with Eisen hower's veto. Certain Latin American countries had pro tested such aid to domestic miners on the theory any U. S. production jumps would harm their American sales. A spokesman for Kerr, com menting on the veto, said "there goes years of work down the drain." Getting the subsidy bill through was one of Edmondson's chief projects since he came to congress eight years ago. Have Some Aim Although the tariff and sub sidy approaches tackle the problem from different direc tions, they have the same aim -to get small producers of lead and zinc back into oper ation. The subsidy approach would have granted direct government payments to do- mestic producers when the world price of the minerals fell below certain levels. It would have meant opening up of mines long closed down because miners could not com pete with cheap foreign imports. MEMO TO ADVERTISERS I of (Circulation Qalt IBM MEDFORD By Jimmy Hatlo Might Election Kerr's tariff approach would protect the domestic industry by forcing foreign producers to pay a premium to operate in the American market - thus equalizing the higher costs of U. S. produc ers. Portlander Loses Appeal in Court Salem-IUPII-A Portland man arrested by Gov. MAIL TRIBUNE The Family Council Editor's Note: The Family CoudcII consists or a Judge, a psychia trist, three clergymen, three editors and a women's editor. Each article is a summary of an actual case history. The Council reports on problems that have been dealt with by responsible agencies and counselors, Albert J.-Paulwa is just. spoiled. Paulino J.-I told him I was no housekeeper! Albert J.-My wife and I have been married two years and have a 1-year-old son. We have a small apartment that ought to be easy to take care of. But housework seems to be a big problem with Pauline. She just isn't used to it and lakes a big production out of everything. Her parents are quite well off and always had servants, but we can't afford that. My parents warn ed me she would be spoiled and would resent living on my small salary. I feel that housework isn't hard in this day and age if a woman is just willing to pitch in. Our home is a mess Pauline J.-I never tried to deceive Al about myself. I told him I was no housekeep er and I know nothing about cooking. He Just laughed and said I'd learn. Well, I've honestly tried. But nothing I do is right. Al always criticizes. I have never been very strong and since the birth of the baby I ve lacked even my old energy. Al wants a family of five and I feel I'll never be able to make it. I guess I'm just not much good as a mother and homemaker. The Council: We agree that a small apartment and one baby shouldn't be too much for a young woman-even if she has had little or no house keeping experience. This pre supposes, of course, that her physical and emotional health are up to par. Crime Prevention Chairmen To Meet Salem - (UPD - Chairmen of various units of the attorney general's crime prevention ad visory committee will meet in Salem Thursday. The meeting will be an ex change of ideas for putting the stale's crime prevention program into action. Chairman of the committee is Ed Eggen, Portland attor ney. ue The doctor is the one who must make a decision about Pauline's phical condition. She may need treatment or more rest than the average woman. We are concerned about her emotional health, which cannot possibly be good un der the present conditions and which may very well be affecting her physical condi tion. Pauline wants and needs to feel Uiat she is a good wife and mother. She cannot find any peace of mind or pleasure in her life as long as she teols like a total failure. The very sense of failure with which she is now obsessed prevents her doing anything to improve her situation. Her first thought in the morning is that every thing is a mess and is too much to cope with. Then she can t find the energy to start her tasks in an organized way. There is nothing Pauline needs less than Albert's criti cism and nothing she n,eds more than his love and en couragement. If he values his married life, he must find something to praise about Pauline every day when he comes home. When his wife's self-confidence has been built up a bit, he might occasion ally offer a suggestion. (Copyright 1960, General Features Corp.) LEGAL NOTICES I' rob.
