Khrushchev gets there on time at the opening of the United Nations General As- sembly Sept. 20, he may want to glance across the street at a ceremony in his behalf. For one thing, there will be a three-slory-high picture of him, painted especially for the occasion. It will be un veiled at the hour of the ses' sion's opening as a part of a poster covering the front of a building maintained by an- otner assembly-theAssembly of Captive European Nations. In the poster, Mr. K. will be brandishing a whip, and directing the satellite peoples who will be depicted behind bars, to shout "down with imperialism," and ordering: "get set, go!" At the other side of the poster will be cartooned the British, French, and Belgians sitting on cages which will be open as a symbol of their having liberated their colo nial peoples. Then, one at a time, to the national anthems of their countries, the flags of the United States, Poland, Czech oslovakia, Hungary, Romania, Bulgaria, Estonia, Latvia, and Lithuania will be raised at the top of the building and then those of the nine "cap tive" countries will be lower ed to half staff. There will be speeches and the reading of a resolution, which the ACEN general committee has approved, con demning Khrushchev for coming- to the U.N. session and bringing the Communist chieftains of his satellite na tions. Simultaneously there will be protest picketing by various organizations for four blocks along the avenue across form U.N. headquarters. Those are the present plans. They may think of something better before K. and party anchor or dock somewhere within the vast sprawl of New York harbor, a thing of bays, inlets, estuaries, rivers, and one large green statue dedicated to the proposition that liberty is good. Once in the harbor, the turbo-electric motorship Baltika and its contests will be under the protection of craft of the U.S. Navy and Coast Guard and the New York City police department, plus goodness knows what floating devices the State Department security bureau is able to shove off in. Two Accidents Are Reported in Ashland Ashland - Four out-of-town vehicles were involved in a pair of two-car collisions on East Main st. here Wednesday afternoon. No one was injured and Ashland police reported only minor damage. First collision occurred about 4 p.m. when a car driv en by Theodore D. Easterling, 31, of Myrtle Creek, struck an auto driven by Gertrude M. LaDuke, 63, of Hollywood, Calif., in the rear. About 4:55 p.m., a car oper oted by Burnice W. Dawson, 63, of Tat Calif., sideswiped a parked vehicle owned by Robert J. Kotowich, of San Diego. Syndicate Nixon Proposes Bold Program To Cut Farm Guthrie Center, Iowa-fllPD- Vice President Richard M. Nixon today proposed a bold pay more now program to cut America's farm surplus to manageable size within four years. The storm followed close on the heels of Hurricane Donna, which took more than 140 lives in its rampage through Puerto Rico and up the Eastern Seaboard through New England. Hurricane Ethel's biggest punch was landed on a 45 mile stretch of Mississippi's coast, a colorful resort area. Nixon flew west Thursday night after attacking Sen. John F. Kennedy on his ex posed southern flank in Roa noke, Va., where he charged the Democratic presidential nominee was running on a "bureaucratic state platform" out of harmony with the na-tion-and Dixie. Nixon brought a roar of ap proval from more than 12,000 persons when he predicted a November GOP sweep in Vir ginia. Two Men Appear In Circuit Court Two men appeared in cir cuit court Wednesday after noon and were sentenced by Judge Edward C. Kelly. Russell Bruce Jackson, 37, of route 1, box 180, Talent, pleaded guilty to district at torncy's information after waiving the right to a grand jury hearing on a charge of forgery. He was sentenced to 2V4 years in the Oregon slate penitentiary. 'Jack Leroy Vincent, 25, of 509 Austin St., Medford, ap peared on two charges. His parole was revoked. He was sentenced on a charge of bur glary not in a dwelling to 33 months in the Oregon cor rectional institute. Vincent pleaded guilty to a charge of statutory rape and was sentenced to five years In the correctional insti tute, the sentences to run con currently. Inter state Commerce Commission today asking it to suspend proposed railroad rate reduc tions on grain shipped to Pa cific Northwest ports. The reduced rates are scheduled to go into effect Sept. 30 unless the ICC sus pends them and orders hear ings. Railroad spokesmen have said the reduced rates would save grain farmers $7 million a year. Petitions were mailed by attorneys for Tidewater-Shaver Barge Lines; Pacific Inland Tariff Bureau, Inc, represent ing seven truck lines, and the Portland Commission of Public Docks jointly with four Columbia River port commis sions. Castro, Guards Warned To Leave Guns at Home Washington - IUPII - Cuban Premier Fidel Castro and his guntoting bodyguards have been warned to leave their firearms at home when they come to New York next week for the United Nations Gen eral Assembly. American officials said to day they have advised the Cuban Embassy that Castro and his entourage will not be permitted to carry their cus tomary weapons during the bearded Cuban leader's stay in this country. The State Department al ready had announced that Castro would be confined to Manhattan Island. He has been placed under the same restrictions as those Imposed on Soviet Premier Niklta Khrushchev and the Hungar ian and Albanian Communist leaders. Arms Not Permitted American officials advised the Cuban Embassy to advise Havana that foreigners, body- cuards or not, were not per mitted to carry arms in the United States. Assurances have been received that the advice will be taken, the of ficials said. The U.S. officials informed the Cubans that the American government, under the U.N. headquarters agreement, was responsible for the safety of Castro and would take every precaution to guard him while he was in New York. So far as could be learned, a similar warning was not given the Russians regarding Khrushchev's bodyguards. Of ficials said the Russians know the U.S. law.
