Meetings are scheduled at the high school in each commun ity with most classes meeting once a week from 7 to 9:45 p.m. College credit courses for off-campus registration are of fered through general exten sion division of the Oregon state system of higher educa tion. Enrollment in extension evening courses are accepted on either a credit or noncredit basis. Registrations may be completed at the first or second class meeting. Students who earn credit in extension classes may trans fer full credit to any state system institution or else where subject to individual campus requirements. Fees of $11 per credit hour, authorized by the stale board of higher education, are con sistent with charges on state system campuses. All courses and instructors are authorized by the state system Institu tion which originates the ex tension course. Poole of Hemphill, Noyes & Co. says that his technical studies appear no more fa vorable than the fundament als and he concludes that the 600 level in the Dow-Jones Industrials will be penetrated before the end of the year and possibly sooner. He believes there are enough chartists and Dow the orists still around Wall Street so that such a penetration could create a considerable wave of selling. Obviously sound, long term investments may be held, he says, but the time has come when portfolio holdings should be carefully reviewed to eliminate speculations and emphasis placed on good, sound values. Moody's Service says to switch out of American Motors because 1961 earnings, they believe, are likely to dip below 1960 results. It also advises sale of Granite City Steel, which seems "fully priced." Psychiatrist Heard In Trial at Salem Salem - IUPH - An Oregon State Hospital psychiatrist testified Wednesday that he believes James Bird Borden, on trial for first degree mur der, "was not psychotic" and "did know the difference be tween right and wrong" last July 8 when he is accused of strangling Wilma Maxlnu Spratt. Dr. William Cloyd sold his opinions were based on an Interview he had with Borden. The testimony came during cross-examination of Cloyd, who was called to the stand by Borden's court-appointed attorney, Charles Burt. Burt indicated the defense would conclude Us arguments today. Tillamook Voters To Decide on Bonds Tillamook -IUPD- Tillamook county voters go to the polls Friday to decide on a bond Issue that would purchase Pacific Power and Light fa cllitlcs for the county Pcople'i Utility District. Price of the local facilities has been set at slightly more than $4 million. The Issue has been contro versial In the coastal area, but both organizations agreed they can not continue duplicating power linos, Don R. McClung, president of PP&L, said "the present situation Is harmful to both utilities and ouslomcrs alike." Radar Developer , , Dies in London London - (UPD - Sir Arthur Fleming P. M. Fleming, 80, who made radar possible through his development of electronic techniques, died Wednesdny. A pioneer in the develop ment of submarine-detection equipment, he played a lead ing role In perfecting methods for manufacturing component parts of radar.
