Mr. William A. Naggle of
Dayton, Ohio, who has work
ed as an attendant In mental
hospitals and has great sym
pathy for the insane, writes
me, making a number of good
suggestions.
He told me of a man, an
excellent cabinet-maker who,
working every day In one of
the shops in a mental hospital,
turned out a lot of gifts which
were sold to visitors. Usually
peaceful, one day the man got
into a fight and nearly killed
his opponent.
When Mr. Naggle asked
him why he had gone berserk,
he said that, first, he had got
ten fed-up working for the
hospital so long for nothing;
and second, because the head
of the shop would not even
let him have chewing tobacco
which brought him the only
comfort and pleasure he hud
in life. As Mr. Naggle said, a
sane man, angered by all this
injustice would probably have
"blown up" too, and fought
back.
Mr. Naggle would like to
see all the violent and crim
inal and dangerous insane put
in one institution. All the
hopeless old people who just
sit on a bench all day and
stare into space or talk to
themselves should go into
another alms-house type of in
stitution.
Then, all those people who
can work, who usually behave
themselves, and who might
eventually be taught to live
out In the world again, should
be put In another type of In
stitution, which should not be
called a hospital or an asylum,
but rather a "rehabilitation
center." In It every effort
should be made to prepare
the people for useful work
and sane living.
These people would work
in shops for wages, and per
haps, after some money was
deducted for board and lodg
ing, the rest would be given to
the people, or banked In their
name. The men in charge of
the Center would be trained
industrialists.
Probably there would be at
least two types of these re
habilitation centers the first,
for persons who have to be
kept locked up in order to
keep them away from alcohol
or drugs; and the second, for
those who are so sane they
can be allowed to come and
go as freely as if they were
living in a hotel or a company
"bunk house."
During the last year, as I
have read some 85 books by
persons who had once been
confined in a mental hospital,
I have been impressed with
the stupidity and callousness
of those who were in charge
of many of the institutions.

Imagine the stupidity of get
ting all of the patients up at
5:30 every morning, and per
haps ordering lights out at
7:30 or 8:00 every evening!
Imagine the great unkindness
of denying patients the right
to send or receive letters with
out censoring!
One of the cruel practices
in the past has been to put a
usually sane and sensitive and
well-behaved person in with
decidedly insane, perhaps vio
lent, or perhaps imbecilic or
disgusting persons. This
causes so much trouble, if
only because people with a
loved one who much needs
hospitalization cannot bear to
think of putting him or her
into such a place.
Most of the time a young
man may be interesting and
and pleasant and well-behaved,
but just let him get slight
ly manic, or let him start
drinking, and he may travel
all over the country, charging
big hotel bills and car bill to
his long-suffering family. Just
lock him up and keep him
away from alcohol, and in a
few days he may be a charm
ing and perhaps brilliant and
able man.
Or, here is a young wom
an who, when not a manic or
not drinking, is charming and
lovable. But let her get "lit,"
and she starts telephoning to
family friends at 2 a.m., to
curse them and bawl them out
with obscenities. What is the
poor family to do? The young
woman needs to be locked up,
but it is hard to think of put
ting her into a terribly over
crowded ward when the beds
are almost touching one anoth
er, and many of the patients
are disgusting people. Also, it
is hard to think of locking
the girl away where she may
have nothing to do all day ex
cept a few chores.
I am not saying that all
state hospitals are as bad as
this, but still I am sure we
in America have not yet faced
up to the problem of caring
properly for our insane peo
ple, and especially, for those
who, for much of the time, are
so sane that they need decent
surroundings, decent food,
and some remunerative work
to do.
A few years ago I had a long
talk with the fine kindly med
ical superintendent of a stnfe
hospital for the insane. He
said it distressed him, but all
he could hope to do for his
several hundred mainly eld
erly patients was to take
care of those who became
acutely ill with an infection,
or a cancer of the bowel, or
an obstructing prostate gland.
He couldn't do any psychiatric
treatment.

Asylum in USSR
Moscow - (UPD - Vladimir
Sloboda, identified as a U.S.
military Intel ligence em
ployee in West Germany, has
asked for political asylum in
the Soviet Union, the Soviet
Tass news agency said Mon
day. Tass said Sloboda was
"deputy head of a section of
the staff of the 513-1 intel
ligence group" stationed at
Oberursel in West Germany.

many Aug. 2, Tass added.
The East German ADN
news agency reported Aug. 8
that Sloboda had defected to
the Communists Aug. 3. That
same day, the U.S. Army iden
tified him as Spec. 5 Vladimir
Sloboda, 33, and confirmed he
was missing from his unit. He
is married and is the father
of three small children.
A U.S. Army spokesman
said at the time that Sloboda
was attached to the 513th
Military Intelligence Unit in
Frankfurt. The spokesman
said Sloboda held a minor
position as a linguist and clerk
in the intelligence group to
which he was assigned, and
that he had only limited ac
cess to security information.

Bernard Steinman, 73, world
renowned bridge builder, died
Sunday night at his home.

Straits bridge in Michigan and
the Henry Hudson bridge in
New York.
