Guests Only Byrd Repudiates Part of Demos' , Labor Platform Washington -IUPD- Sen. Har ry F. Byrd (D-Va.) repudiated part of the Democratic plat form's labor plank today and announced he would fight any congressional effort to. carry it out. He specifically attacked the platform pledge to repeal the Taft-Hartley provision permitting states to enact right to work laws. These laws, in effect in 20 states, outlaw union shop and sim ilar contracts which require an employee to join or remain in a union to hold a job. Byrd's renunciation of the plank, in a speech prepared for the Senate, was his first public statement on develop ments at the Democratic con vention last month. He has not yet said whether he would support Sen. John F. Kennedy as tne presidential nominee. The Virginia senator said the pledge to repeal the Taft- Hartley provision would de stroy "two great principles on which this nation is founded individual liberty and states' rights." "These are among the safe guards of our freedom against tyrannical central govern ment," he said. "To defend this freedom, I shall oppose the platform pledge to repeal the authorization of state right to work laws whenever and wherever the effort is made." Byrd, the chief conserva tive voice in his party, said fulfillment of the pledge would be "a massive victory" for such labor leaders as AFL-CIO President George Meany, Vice President Walter Reuther and David J. McDon ald, and Teamsters President James Hoffa. Would Bring Other Repeals Repeal of the authorization for right to work laws would be followed by a drive to re peal all protective provisions in the Taft-Hartley Act and other statutes in the whole labor field," he said. He said all of the state laws protect both the right to join and not to join a union. Ful fillment of the Democratic promise, he said, would mean national recognition of union membership as a condition for holding a job and "whole sale nullifications" of the state laws. Byrd said he suspected the Supreme Court would move promptly to invalidate the right to work laws in Virginia and 19 other states.
