ROBERT SMITH Mail Tribune Washington Correspondent Los Angeles (Special)-Dem ocratic presidential candidate John F. Kennedy plans to set up a Council oi hobo urce A d v I sors to draw up "a complete blue print for re source devel opment" if he la elected In November. Kennedy Hbi ermu aounda like he might favor conaolldatlon of all resource agencies of the government under one roof possibly a Department of Re sources to assume the chief functions of the Interior De partment and certain Agricul ture Department duties, such as managing the national for ests. "We need a whole new concept of resource develop ment," he said. "For the days so plentiful that a little effort brought great rewards, those days have passed. Nor can we ony longer look upon each resource need as a sep arate and Individual item . . . Today's resource needs arc closely interrelated - the de velopment of our water sup piles affects the Irrigation of our land and even our stocks of fish. Forest development influences power develop ment, and our power devel opment can only be carried out with a careful eye to the need for flood protection." For this reason, said Ken nedy, he would create a Council of Resource and Con servation Advisors In the president's office to engage in overall resource planning, to assess national needs and rec ommend to him programs to meet these needs. He thinks Congress should create a joint House-senate committee on resources, and the two agen cies would cooperate to pro vide a continuous appraisal of resource needs and a pro gram to fit the needs of an expanding economy and pop ulation. Critlciata Admlniatration Kennedy Is critical of the record of the Eisenhower Ad ministration, and he sets forth his Ideas under these points: 1. "Less than SO per cent of the amount needed of our most important national as sets, the great national for ests, has been requested. Our forests are one of our most Important national assets. They contain more than half the commercial timber of the west. They provide recreation for millions. They are the ma jor source of water for more than 1(100 cities and towns. They drive more than 600 hy droelectric projects. They are necessary to the control of destructive floods. Their pro per management would pro vide Jobs for 6 million Amer icans and repay every dollar of investment." 'No N.w Starts' 4. "Until this year the whole nation, not only the West, was the victim of one of the most shortsighted and destructive policies in the his tory of our natural resources -the policy of no new starts." Kennedy said the federal government must "rebuild the resource programs which are the proud heritage of Teddy Roosevelt and Franklin Roosevelt, and which have been neglected and lgnorcd forcstry, power, reclamation, river-basin development pro grams and all the rest.
