Congress gave up control of
pensions In 1819 and estab
lished a pension bureau in the

mained until 1840, when It

created department of the In
terior. It remained there un
til the VA took It over In
1030.
During World Wur II, the
VA wn hnndlcapped by tho
loss of many members of the
medical personnel Including
physician), dentist) and
nurses. Finally, It became
necessary for VA hospitals to
be staffed by Army and Navy
offlcera with many of the doc
tor) commissioned and as
signed to VA Installations.

The next undertaking of the
VA was handling the GI bill
of right) called "the largest
problem of mass education
and training the world has
ever seen." More than 10 mil
lion veterans went to univer
sities, trade and technical
school), Job and farm train
ing and special handicap
schooling.
The GI bills raised the cdu
cutlonal level of the entire
country and gave early Im
petus to colleges and univer
sities everyhere to expand
their facilities to provide for
the three million young men
and women seeking higher
education.
Vocational counseling was
introduced to aid in Job place
ment and this field of social
service was given an impctua
In the entire country. The
range of counseling extends
from war orphans at age 14
to retired servicemen at age
60.
Major Force
The sociological signifi
cance of the vast structure of
veteran) benefit) and services
has been a major force In
shaping American society and
serving as a beacon of hope
for lie millions of men and
women who had to reenter
peacetime life, It is stated.
Not to be overlooked In the
list of benefit) has been the
GI home loan program which
Is said to have changed the
architectural face of America.
Every sixth house built since
WW II has been financed un
der this plan.
At present, the major un
dertaking of the VA is In
medical research. It ia report
ed that more research in psy
chiatry and psychology Is con
ducted by the VA than any
other agency of the govern
ment. More than 8,300 VA
medical research projects are
under way at the present time,

Court Agrees To
Buy Ashland Land
The Jackson county court
Friday agreed to purchase
2 310 acres of land at Moun
tain ave. and the railroad
tracks in Ashland on which
to store county road depart
ment equipment, County Com
missioner Ralph James said.
Purchase price is $7,500,
James aid. Effective now the
county will have use of the
property rent-free until Jan. 1
when it will assume owner
ship. The county has been us
ing the property for maintain
ing a storage shed for 20
year). However, the property
was recently acquired by a
group of Ashland people who
wanted the county to pay
more rent or buy it.
County court members In
spected the property Thursday.

For Youths Gets
Good Welcome
Jackson county's first
youth summer work program
has received an enthusiastic
reception from tccn-iigera in
the area but employers are in
hnrt supply.
Fred Stock, chairman of the
Medford 20110 club-sponsored
project, suld Friday that more
than 800 youths have filed
job applications in Medford
mid about 200 have filed in
Ashland.
Hut It's a different story
with employers. There have
been only 30 Job referrals In
Medford and one In Ashland.
Most of the employers have
been private Individual) seek
ing teen-agers to do such
chores us yardwork and baby
sitting, Stock said, adding that
this type of employment is
what la needed to make the
project aucccss.

The program, first of Its
kind In this area, opened near
ly two months ago. Prospec
