ORE, 4 C Transfusion From Placenta Saves Newborn Twin Chicago - (Science Service) - The survival chances for a small, weak child in a twin birth can be greatly increas ed simply by holding him a few inches below the level of the delivery table. This modified delivery tech nique, advanced by Dr. Mel vyn Berlind, chief of obstet rics and gynecology at Unity hospital, Brooklyn, may sound like a superstitious old-wives' tale, but it is really a means by which the twins' common placenta, or afterbirth, gives the small baby a blood trans fusion. During birth. Dr. Berlind states, the umbilical cord usu ally is clamped and cut im mediately and the baby is handed to the nurse. In the case of twins, the obstetrician clamps and cuts the cord of the first born even more rapidly than usual in the rush to deliver the second. Depends on Blood The small twin's survival chances depend heavily on giving it as much blood as pos sible at the time of delivery, Dr. Berlind believes. He sug gests that if the first baby is small - two to four pounds- It should be held eight to ten inches below the level of the uterus and placenta immedi ately after delivery and left there until pulsations in the cord stop. During this time the lightweight newborn will receive by gravity a third of a pint of blood. If a large, strong twin comes first, its cord should be clamp ed immediately so the twin still in the womb can receive the extra blood, in case this second twin is small. If both twins are large and healthy, their chances are good in the beginning. When both are small, Dr. Berlind as serts in the Journal of the In ternational College of Sur geons, there is now a chance that at least one will live. Before, both might have died. Pigs Ruled Part Of Agriculture Salem (DPD - Attorney Gen eral Robert Y. Thornton said Wednesday that pigs are a part of agriculture whether they live in a "piggery or forage on grazing land. His opinion said that view of this, the land on which they are raised does not come under county zon ing ordinances. The attorney general said the Legislature has not ac tually defined agriculture but for the purpose of the special question raised about pigs, the answer is in a revised Oregon statute which says that no county zoning restric tion shall "regulate lands used for grazing, agriculture, horticulture or for the grow ing of timber." Norman St. John-Stevas, In a study financed by the Ford Fund for the Republic and the Study of Democratlo Institutions, said that Roman Catholics In a democracy have every right to work for laws banning the sale and dis tribution of Contraceptives. Might Limit Efforts But he added that they might better limit their ef forts to securing a policy ot "state neutrality" on the Is sue and passage of laws pre serving public morality commanding the general support of the whole com munity. St. John-Stevas Is an Eng lish lawyer and journalist. He is a former fellow at the Yale university law school and the author of several books. In his report on "Birth Control and Public Policy," he said that a law such' as that in Connecticut forbid ing use of contraceptives is a violation of Catholic prin ciples of jurisprudence, and is unenforceable. Private Act 'Using a contraceptive is essentially a private act, and though it may have harmful social consequences it is impossible to Isolate any particular act and dem onstrate that harmful conse quences flow from it. In practices such a law is obvi ously unenforceable, and tha attempt to enforce it would in volve an intolerable interfer ence with the private life of individuals." He said the state laws have almost no effect. Even in Connecticut, he said, tha law is violated constantly. Subcommittee Urges Work on B-10 Bomber Washington WPH-The Sen ate preparedness subcom mittee, headed by Democrat ic leader Lyndpn B. John son of Texas, has urged tha administration speed devel opment ot the supersonia B-70 bomber. Johnson and his Senata colleagues said the long- range aircraft was urgently needed for American de fense despite great advances in rockets and missiles. Must Go Forward Johnson stressed that the subcommittee was not advo cating a de-emphasis on mis sile development. "These are vital programs which must go forward," he said. But he warned that unless an operational sup ersonic bomber is developed now, there will be no replacement for the B-52 when it becomes obsolete in the mid-1960s. President Eisenhower has asked Congress for 75 million dollars to produce research prototypes of the big plans. But Congress gave him an ad ditional 290 million dollars and called for faster development. New Tree Planting Should Be Planned Owners of forest property in Jackson county should be gin now to make plans for any planting of tree seedlings they expect to do this fall and winter, according to Farm Forester Jim Fisher. Technical forestry assist ance is available to interested persons without cost under the Oregon State forestry de partment's farm forestry program. Tree order blanks will not be available until this fall, according to the forester, but It Ls wise to make plans ahead as to species to plant, tha number to plant, and the se lection of the planting area. In some cases, preparation of the planting site or removal of brush and other competi tive vegetation may be neces sary before planting can ba done. This work would ba accomplished this summer prior to the planting season.
