California Governor Expected To Endorse Kennedy by End of Week Medford, Rogue Valley Edition Steels, Chemicals Provide Thrust For Stock Market New York-OIPu-The stock market today had a broad based rally after marking time for nearly a week. Most of the thrust was pro vided by such heavyweights as the steels and chemicals. The .advance restored $2 billion to market valuations. Steels stood out with gains of more than 3 in Lukens and Youngstown, 2 or more in Granite City and Alleghany Ludlum, and more than a point in U. S. Steel, Republic, Bethlehem and Carpenter. ' Industrial stocks were up more than 4 points toward the close for their widest, gain on average since June 9. Utili ties also were strong. DOW-JONES AVERAGES New York-dTO-Dow-JonM final stock averages: 30 in dustrials 644.89, up 4.52; 20 railroads 141.74, up 0.38; 15 utilities 94.50, up 0.81; and S5 stocks 212.09, up 1.38. Walsh started checking the tests today, he said. The ex amination consisted of two types of IQ tests for mental health and mechanical apti tude. They were administered by Miss Louise Basford, spec ial teacher. Walsh said that as soon as the tests were checked an oral examination would be sched uled followed by a physical examination. About 50 men were notified . of the examination, Walsh said. Mrs. Sharon Elfrink, 401Vz King st., Medford, has been hired by the sheriffs depart ment as communications clerk and jail matron. Mrs. Elfrink, a graduate of Crater High school, will an swer the radio and telephone in the department, operate the teletype and receive com plaints, Walsh reported. Rudie Wilhelm and Dr. Thornton Munger, both of Portland and representing the Highway Protection Commit tee, filed the petitions with the state elections division Wednesday afternoon. The .petitions bore 40,599 signatures, including those of Gov. Mark Hatfield and for mer Gov. Charles Sprague. A total of 33,712 signatures was required. , . ' Wilhelm, truck and ware house company executive and chairman of the committee, said every county but Wheeler was represented. Official Signs Only The measure would elimi nate all billboards on U.S. highways 99 and 30 except for official signs and premise signs such as no trespassing. On freeways, class D signs would be eliminated those which do not advertise products or services within five miles. The measure does not affect signs within city limits. Tea proposal would not af fect any existing signs along any routes for five years. But at that time, the affected signs would have to come down. Pharmacy Board Asks Tighter Laws Portland - (DPI) - The State Board of Pharmacy agreed Wednesday to ask for a tight ening up of laws on sale of "dangerous drugs." The action was' contained in a five -page recommenda tion to the Legislature. Brown of California is expected to endorse Sen. John F. Kennedy for the Dem ocratic presidential nomina tion by Sunday or earlier and to carry with him a majority of the state's 81-vote delega tion, highly placed California Democratic informants said to day. In this teeming convention city where a new wave of kingmakers arrives today, Brown was receiving calls and callers variously urging him to declare for the Massachu setts senator-and to hold off. Figures Can Chang Brown, a favorite son can didate of the delegation, was expected to announce his sup port of front-running Kennedy as a personal choice, and re lease the delegation from vot ing for him as its favorite son on the first ballot. Although figures can change quickly in the heat of the political race, the latest poll of the California delega tion by a man in close touch with all the delegates showed 53 votes would be cast for Kennedy if Brown gives the Massachusetts senator his sup port. Lawrence May Hold Key Speaker Sam Rayburn ar rives today to take charge of the campaign to win the norm nation for his fellow Texan, Senate Democratic Leader Lyndon B. Johnson. Other ar rivals will be the uncommit ted Gov. David L. Lawrence of Pennsylvania, who may hold the key to the course of the convention, and Mayor Richard J. Daley of Chicago. Gov. G. Mennen Williams of Michigan, who declared for Kennedy a month ago, arrived Wednesday along with pro Kennedy leaders of the New York Democratic organization and Sen.. A. S, Mike Monroney of Oklahoma, leader of the campaign .to draft Adlai E. Stevenson for a third nomina tion. Medford Milk , , Inspections OK'd Salem-uOT-The city milk inspections services of Med ford and Eugene, two of the only three such services in the state, have come through a biennial Oregon agriculture department inspection in good standing. Portland is the only other city with its own inspectors and will be surveyed by the state in 1961. Eugene is the only city in Oregon which prohibits the sale of raw milk within the city. Highway 99 Crash Claims Third Life Eugene (UPD - Two-year-old Kevin Lee Mooney died today in Sacred Heart hospital here of injuries suffered in an acci dent that killed his mother Mrs. Arlene Marie Mooney, 28, of Keedsport, and his sev en-year-old brother, Steven Richard, early Wednesday, The father, Richard L. Moo ney, 32, and Scott Allen Mooney, 5, were reported in good condition. Also injured in the crash was Warner Rich ard Hibbard, 22, Springfield, driver of the northbound car that was involved in a colli sion with the southbound Mooney station wagon on highway 99 near Goshen. Hib bard was reported in improv ing condition. Explosion Destroys Sfayton Buildings Stayton -0IPD- A cement truck and buildings at North Santiam and Gravel plant were destroyed Wednesday when a large gas storage tank exploded. No one was injured. A nearby power pole was ignited by flames cutting off electricity to the city for an hour. Stayton firemen said fumes from a bulk gasoline truck being unloaded at the Santiam Ready Mix Plant were appar ently ignited . by welding sparks. Miscellaneous other equip ment also was lost in the fire. No immediate damage esti mate was available. Russia Completes Rocket Test Series Moscow -(UPD- The Soviet Union completed Its current scries of rocket tests In the Pacific Ocean with a final shot today and announced that "all necessary data has been ob tained" for the next step in the conquest of outer space. Edith Green, chairman of Oregon's delegation to the Democratic national convention, has turn ed down a request by State Sen. William Grcnfell, a con vention delegate, that anbthcr meeting of the state s delega tion be held before next week. Grenfell had protested Mrs. Green's voting proxies at the organizational meeting in de termining the manner of se lecting alternates. He said he "might take the matter to the c o n v e n tion credentials committee if she did not call a second meeting. Proxies Discussed Mrs. Green replied from Washington, D. C. that the request came at a late date and many delegates already had left for Los Angeles. She also said that the question of proxies was discussed at the delegation meeting and that delegates by vote approved the use of proxies. ". . . the minutes of the meeting clear ly show you made no pro test," she said. The convention opens next Monday. Oregon's delegation, with 17 votes, is pledged to sup port Sen. John Kennedy, since he won the May Primary. Mrs. Green, also chairman of Kennedy's Oregon committee, said "certainly we knew of Mr. Grenfell's strong opposi tion to Kennedy . . . and no one expected him to vote for Sen. Kennedy on the third ballot." Legion Convention Opens at Seaside Seaside -UPD - The annual convention of the Oregon American Legion opened to day. More than 1,000 dele gates and a long list of dis tinguished guests will attend the three-day convention. Included among the events scheduled are dally business sessions, a Thursday night banquet, a parade, a drum and bugle contest and many aux iliary functions. Officers will be elected Saturday. They had on falsies. The Catalina official, who asked to remain anonymous, said she demanded that all such articles be removed, but six girls tried to go on stage without doing so. They were stopped. ' "I let them get away with it for photographs," the Cata lina lady said, "but I couldn't do it in the coritest." She said one girl was found to be wearing a "waist cinc ture" something similar to a corset, and "I don't think it's fair for the girls to wear such things. It's cheating." Winner Univers Finals The 15 U.S. finalists Include Corrine Huff, 19, Youngs town, Ohio, the first Ameri can Negro to compete in the Miss Universe Contest. The Miss U.S.A. chosen to night will compete against 44 foreign contestants Friday night. Fifteen finalists will be picked then for the Miss Universe finals Saturday night. Psychologist Joins Domiciliary Staff White City - Special atten tion to morale and aging problems of men at the Vet erans Administration Domi ciliary here will be given in a new service inaugurated in the medical clinic. With the appointment of Dr. Andrew W. Foley, as counseling and clinical psy chologist, an educator as well as a consultant will be added to the staff to assist in the program of therapeutic aid for veterans living in the domi ciliary, Manager Henry C. Herzog said. In addition lo consultation work along this line, Dr. Foley will have contact with social service and the medical staff. Dr. Foley comes to White City from the VA Center, Hot Spring, S.D., where he served as clinical psychologist for four years. He was chief of the vocatoinal counseling serv ice at Walla Walla, Wash., VA hospital, before going to Hot Springs. The new specialist is a grad uate and former staff coun selor of the University of Washington, and sow Naval service in World War II. He was director of secondary education at Seattle Univer sity school of education, and high school principal at Mil ton, N.D. and Begelow, Minn, Gale Feldman, Miss Massachusetts; Joyce Elane Trautwlg, Miss Connecticut; Marxurct Jo Gordon, Miss Alabama; Lyudia Ann Tarl ton. Her am bition is to be an actress, KF Jury Convicts Man in Tot's Death Klmnath Falls -(UPD- An nil woman jury late Wednesday convicted William Olcn Galr son of second degree murder in connection with the beat ing death of an 11-month-old baby last December. Gairson displayed no sign of emotion when the verdict was read shortly before 5:30 p.m. Sentencing was set for July 18. The crime carries a maxi mum term of life imprison ment.
