(UPI Telephoto) Bills Scheduled To Expire Given Life Through Recess Washington-(CQ)-The post- convention session of Con gress holds little enchantment for the legislators, but it's a welcome windfall for all sorts of lobbyists - including the President of the United States. A host of bills scheduled to expire quietly with an early adjournment were given a new lease on life when Congress decided to return to the job in August. I While Home Requests prominent among t n e s e were a number of key White House requests, including such items as a $S54-miUion Increase in postal rates, one-half1 cent increase in the gas tax, and removal of the interest celling on Govern ment bonds. Chances for these and other Presidential proposals slated to wind up in the history books, not the statute books. weren't improved necessarily by the decision to take a re cess. But it's a good bet that Congress -will be greeted on its return with a strong pitch from the President to act on the neglected portions of his program. He may back it up with a new estimate of in come and outgo, based on Congressional action to date, leaving little or none of the hoped-for surplus of $4.2 bil lion. Such a broadside could be highly embarrassing to the Democrats, including their Presidential nominee. But it's no guarantee that Mr. Eisen hower will fare any better than he did in 195'9, when Congress approved only 40.8 per cent of his 228 legislative requests. Big Three Typical of the basic clash between the Administration and the majority of Demo crats in Congress are the "Big Three" welfare measures awaiting final action after the conventions. These arc the bills to help the elderly to meet the costs of medical care, to initiate a program of Fed eral grants to the states for public school construction and to extend a higher min imum wage to millions of ad ditional workers. Wide gulfs separate the Ad ministration and Democratic positions on these bills, each of which is loaded with election-year significance. Their political importance is such, in fact, that it played a key role in the decision to put off final action-until August. Reason for Recess Sen. John F. Kennedy (D- Mass.) is a leading supporter of the liberal versions of all three bills, as Is the AFL-CIO. It was for this reason, insiders say, that Senate Majority Leader Lyndon B. Johnson (D-Texas) sought a recess, in order to keep AFL-CIO lead ers neutral in his battle with Kennedy for the Democratic nomination. - Whatever the outcome In the Los Angeles convention, enactment of the "Big Three" WLIHII c UU19 LUUIU HfCfJ VUU- j gress in session through La bor Day. Sen. Barry Gold water (R-Ariz.) is prepared to talk for three days against the minimum wage bill alone. On this and all other pend ing matters, lobbyists from Cabinet members on down will be treading the corridors of Capitol Hill in the heat of August and a Presidential campaign. What will happen under these circumstances is anybody's guess.
