ROBERT SMITH Mail Tiibun Washington Correspondent Washington -(Special)- The Republican National Commit tee plans to give Gov. Mark Hatfield a "prominent place" in the spot light of the GOP national convention at ItZWfm Chicago, now If til that the Ore gon Gover nor's hopes of being chosen as keynote speaker have ToDrsnrnT evaporated. This assurance, at least, was given to Mrs. Collis P. Moore, Oregon Republican national committeewoman, and Robert T. Mautz, national committee man, during the meeting of the committee here this past Week end. Hatfield's bid for the role of leadoff speaker at the con vention foundered because he had too many young gover- - nors as rivals for that top po sition, according to the Ore- . gon committee members. Mrs. Moore noted that three young western governors were among the contenders - Gov. William Quinn of Hawaii, Gov. Robert Smiley of Idaho and Hatfield - in addition to new eastern governor, Cecil Underwood of West Virginia. Hosick an nounced today. Hosick invited the people of Medford to attend and give "a community-wide, patriot ically inspired and inspiring salute to Old Glory." The observance, planned by Murrey A. Dumas, will be one of more than 1,900 Elks' sa lutes to the 183rd anniver sary of the Flag's adoption by the Continental Congress. Theme for the event "unity in the face of Inter national tension." Mautz added that Rep. Wal ter Judd of Minnesota was chosen largely because Re publicans recognize him as an authority on foreign affairs, which has become a matter of more serious concern since the collapse of the Summit meet ing. Mrs. Moore pointed out that Congressman Judd is "an ex pert on Communism," indicat ing that the national commit tee weighed this heavily in his favor against trie new young governors. No Specific Assignment The Oregon party officials said no specific assignment has yet been made for Hat field, but that a guess might be he would be given a role to make one of the nominating speeches, if Vice President Richard M. Nixon so wished. They offered no speculation that Hatfield was in the run ning for vice president. Mixed with their disap pointment that their brightest party figure in Oregon was not tapped for keynoter there was some relief. For Mrs. Moore observed that this as signment has sometimes been followed by political down fall, as happened to the last Republican keynoter, ex-Gov. Arthur B. Laglie of Washing ton, defeated that same year running for the Senate. Both party officials from Oregon heard with high ap proval a Saturday morning speech by Vice President Nix- sentiment In favor of Gov. Nelson Rockefeller's oblique bid for the party's presidential nomination. "There is no criticism of Gov. Rockefeller," observed Mrs. Moore, "because we real ize there Is room for disagree ment within the Republican party, as the vice president said." Different Views ' Nixon said there must al ways be room for different points of view within both parties if America is to main tain a two-party system. He on. They reported hearing no said the time to register dis agreement is now before the convention, and afterward Re publicans must unite in order to win the November elec tions. Nixon said he intends to run on the' record of the Ei senhower administration, not because it has been infallible but because on the major problems "this has been the best administration in our life time." , Mrs. Moore thought Nixon was "tremendous." She said a number of others commented after his speech, "My, how he has grown." Porter Requests Prompt Action on Flag Misuse Bill Washington A request that the House Judiciary Com mittee act promptly on his bill H.R. 12453 to correct any misuse of the United States flag has been made by Con gressman Charles O. Porter (D-Ore.). In his letter to Chairman Emanuel Celler, Representa tive Porter said he would ap preciate his expediting the re quests for necessary reports so that gross misue of "our flag can be corrected without delay." Porter said he hoped action on his flag' bill could be taken prior to adjournment. The Oregon congressman said he had received a letter from Director William F. Hauck of the Washington, D. C. office of the American Legion in which he said that "under our present policy we certainly can support your legislation." The director also told Congressman Porter that the American Legion is pre pared to testify if any hear ings are held this year. Learned From Frieinds Porter first learned of the misuse of the flag from friends in New York State who told him that certain flag manufacturers had sold 49-star flags to citizens of Hai ti for use as clothes, curtains and even scrub rags. He brought the alleged misuse to the attention of the Depart ment of State and was told "Our Embassy at Port-au-Prince confirms that cotton cloth printed with 48-star and 49-star American flags in var ious sizes is being sold In Hai ti." Under the legislation pro posed, an act abusing the flag would be a misdemeanor, punishable by a $100 fine or 30 days in jail, or both. No such federal legislation now exists.
