BY ALINE MOSBY Murmansk, Russia (UPD Up here In the Arctic Circle I rode on a reindeer sleigh in ancient style . over a frozen river - but next to a new, modern Soviet boom city. This Is Russia's far and fro zen north that foreign Journ alists were allowed to glimpse for the first time in years. It's a mixture of the old and the Soviet new. In Murmansk the tempera total is 3 million tons a year, of Lenin and Stalin from Moscow to Murmansk through birch and fir forests animals are bred for meat and hides for tht population of Laplanders and other minority groups. The rein deer farm, too, is collectiv ized. The animals, looking ilk miniature moose, were trot ted out for us on the Kola river, so frozen a truck was rattling along on it. Aboard the wooden sleighs pulled by four animals each we had a breathless gallop down the river. There were no Jolly men In red lulti and white whiskers guiding these reindeer with long wooden poles. But the hardy Rus sians have turned this famous wartime port into a bustling comer of 230,000 people, the only Artie port kept ice-free the year around by the Gulf Stream and therefore the big gest Artie port in the world. We were taken to the once forbidden harbor to watch giant cranes, helped by an eight-man crew and electronic push-buttons, loading 1,000 tons of cargo an hour. In fact many streets in the city center were ruts and puddles In the spring thaw, sidewalksless and lined with weather-beaten traditional Russian wooden houses. I saw some horse carts on the streets. Since 1950 a new part of the city has been rising in stone. Now it has that new Soviet look - rows of color less, heavy buildings embel lished with the usual statues The city has other Soviet touches. There's only one open church. We walked into a fish can nery to find 4,000 white uni formed workers, 85 per cent women, doing setting-up ex ercises while a "Big Brother" droned orders. The cannery, incidentally, was equipped with West German machin ery). The state hasn't decreed Murmansk a tourist stop yet. So a search of shops failed to uncover a single postcard, let alone local souvenirs, to show for our 38-hour train ride DOSOMfcTHING BEFORE and little wooden villages. Near Murmansk we shiv ered our way through the glamorous northern industries of mink and fox farms, still snow-covered. But these are state farms, where workers arc paid wages as in a fac tory. Red banners exhort the workers, if not the 1,000 blue foxes and 10,000 royal topaz minks, to higher production in the seven-year-plan. ROBERT SMITH Mail Tribune Washington Correspondent Washington (Special) - A dispute is developing between government agencies and timber off icals of Oregon over the question of whether small lumber companies are getting a fair share of federal timber. The Small business Admin istration has d i s p a t ched several of its officials to the Pacific North west. An SBA official claims some timber should be set aside only for small com- RoM Smith i""'c! - uivse employing no more than 250 workers - to buy, Leonard Netzorg, of West ern Forest Industries Associ ation, has complained to Rep. Charles O. Porter (D-Ore.) about the activities of the SBA officials. Netzorg claims there is no segment of the lumber industry in Oregon support ing the timber set-aside idea. Congressman Porter has told SBA that he endorses Netzorg's protest. SBA has retorted that it will come up with supporting evidence of a need which it is trying to meet. The amend ment provided for timber sales that would be restricted to small business firms if they were unable to compete in bid ding against large firms in regular federal timber sales by the Forest Service and Bureau of Land Management. Several weeks ago SBA re ported to Congressman Porter that three timber set-asides had been made in Oregon in the past year, all In Umpqua National Forest. These sales combined would have come to about $38,000 and involved 1,260,000 board feet. As of the time of this report, April 18, only one of these offerings had been sold, "Within another month it is anticipated that representa tives of SBA will visit the forests of Oregon In order to review the cutting program for the next year. Should the review reveal that some tim ber sales should be set aside in order to carry out the established criteria for aiding small business concerns in the forest products industry our representatives will initiate set-aside action where justi fied," Porter was told in that report by SBA Administrator Philip McCallum. 'Massive Effort' Planned Netzorg contended that the federal timber agencies were busy planning "massive ef fort to put on market immed iately about 1.5 billion board feet of timber pursuant to an nounced sale plans. SBA is simply taking essential time of key officials in Portland and on the forests." Porter expressed skepticism that there is any need for set- asides. T haven't heard a hint" from any lumber company that It is having difficulty ob taining timber, he said. Lumbermen aren't shy." Porter added. "If they believe the big companies are getting all the timber, they can speak up. Otherwise, I don t want SBA to interfer with the op erations of the Forest Serv ice and BLM." SBA does not agree that it should wait for small business firms to request a set-aside. Administrator McCallum said both BLM and Forest Service have construed the act to mean SBA "should screen the timber sales program at specified intervals to assure a fair distribution of timber sales ... to small business concerns." Grand Jury Indicts Man for Stabbing Portland HJPD The Mult nomah county grand jury here has indicted W a It e r C. Maxwell, 37, Portland, for the fatal stabbing of another Port land man last month. Maxwell was indicted for the knifing of Frank W. Thomas, 33. Both men lived at the same address, 2921 SW 1st ave. The stabbing occur red on May 16. Police said the men had quarreled while drinking.
