"There Is always risk in volved for per.tpns who ca vort with them or remain in the water when sharks are near." Death results in 30 to 40 per cent of all cases of shtrt attack." For skin and scuba div ers the panel had this advice: Always dive with a com panion. Don't keep speared fish about your person. If you sight a circling shark get into a boat at once without mik ing "an undue disturbance in the Water." If no boat is near, you can sometimes discourage a shark by releasing bubbles or hit ting it on the snout with a club. Shouting underwater also may work. Teasing Ruled Out Don't hit a shark with your bare hand. Never tease a shark, even small or seeming ly harmless' ones. To swimmers the panel said: "Never swim alone. Avoid swimming at night or in ex tremely turbid or dirty water. Do not enter or remain in the water with a bleeding wound. Do not remain in the water if sharks are sighted. If an attack docs occur, make all possible effort to control hem orrhage even before the vic tim reaches shore." The panel described as prime shark territory" the Gulf coast, the East coast from Florida to New York, the California coast, and coastal areas of Australia, South Africa, the Philippines and Japan. In addition to the 36 "con firmed unprovoked attacks" in 1959 the panel reported 11 "doubtful attacks" end cited an unconfirmed Inclinn news paper story which snid one six-foot shark killed five per sons and Injured 30 others in a two-month period. The panel also reported five sea air and ship disasters in which 194 persons died, "many of them probably vic tims of sharks. Air layer Use For Trans-Ocean c Radio Proposed Vtshlnjton (Science Serv ice") - A ney method for ra dio communication across the ocean ucingi a natural ly available) i layer of air will be tested soon, five sci entists of the National Bureau of Standards reported here. They propose using the tratia-Wind "inversion" over the South Atlantic as a chan nel for radio messages at a frequency of 200 megacycles, Which ere the Very high fre quency range. The scientists Who investi gated the trade-Wind inver sion for radio use are Drs. M . X. a t z i m, H. Pezzner, B.Y.-C. Koo, .J V. Larson and J. C. Katzim of Standard's Radio Propagation Laboratory at Boulder, Colo, hewed Entire Ceatt Their investigations fol lowed observations during World War II that radar sets at Bombay, India, often show ed the entire coast of Arabia, and frequently ranges of up to 1,700 miles were obtained. A radar range of 1,700 miles means the radar waves actu ally traveled up to 3,400 miles. Because weather condi tions over the South Atlantic are similar to those that pro duced the record radar scans over the Arabien See, the scientists investigated condi tions over the South Atlantic to determine if an atmos pheric layer there could be used for radio communice tions They found that a duct is present most, if not all, of the time. CeU Uae Airpsnaee Tvto airplanes, one on each side of the South Atlantic, could be used to send and re ceive radio mesages through this duet. The channel is about 1.000 feet thick. It varies from a height of 4,300 feet above the earth's surface in summer to some 6,000 feet in the win ter. The scientists believe that radio messages could be sent through the duct with rela tively little power.
