The court affirmed a de cree issued by Circuit Judge Val D. Sloper sustaining its legality following the appeal of Dewitt Warren. Warren contended the statute dealing with county building codes was unconsti tutional. But the high court said that the ordinance providing for tlie code was enacted pursuant to any enabling act adopted by the 11155 Legislature and this legislation constitutes "a valid delegation of legislative power." Work on the Bomarc port nf the rnnin Arinlr mllilnrv feroject was halted by a recent Air Force order. It was about two-thirds completed. The Oregoniiin Quoted Sen. Henry M. Jnckson (D-Wash.) as saying "there is a good chance the missile base at Camp Adair will be complet ed." Company Suspends Drilling Work Rickcrall, Ore. - (DPU - Re serve Gas and Oil company of San Francisco W e d n cQ.iay night halted drilling oper ations on an oil well explor ation north of this Polk coun ty community. Geologist Bill Leroy siiid the operation stopped after drills struck volcanic rock at the S.flUO-foot level. He said plans for drilling another well In this area were in the works. The well was believed the deepest ever drilled in the Safety Standards Not Enforced, Woman Claims 'Hundreds Suffer, Many Die She Says Washington UPI A former official of the Food and Drug Administration charged today that hundreds of people . . suffer daily and many die because of what she called the agency's failure to enforce drug safety and branding standards. Dr. Barbara Moulton, who quit the staff of the FDA's Bureau of Medicine last Feb ruary, made the charge in testimony before the Senate antitrust and monopoly sub committee. The group, head ed by Sen, Estes Kofauver (D-Tcnn.) is investigating the drug industry. Dr. Moulton said the drug industry, the medical and legal professions and the pub lic "all share in the guilt." Kefauver asked her to docu ment the charge. She balked at doing so during public hearings. He then asked her to provide the information in a confidential memorandum. She said she would. The senator said he also would ask the FDA to open its files for the witness' use if necessary. He hailed her testimony as "a great public service" and hinted it might serve as the basis of strong legislative reforms. Charges Called Serious Sen. Roman L. Hruska (H Neb.), a subcommittee mem ber, call d Dr. Moulton's charges "grave and serious." He said he failed to find sub stantiation for them in her prewired testimony before the subcommittee. But Kefauver said he thought she would back them up by giving spe cific examples later. Dr. Moulton said the FDA In the last five years had shown "a deliberate neglect of the interest of the con sumer and an unwillingness to make policy decisions hon estly on scientific fact." "Hundreds of people . . . suffer jtyily and many die be cause the food and drug ad ministration has failed utterly in its-sole task of enforcing those sections of -the law dealt Ing with the safety and mis branding of drugs, particular ly prescription drugs," she said. Assails Bureau's Leaders Dr. Moullon also charged that promotions in the agency have been given "almost ex clusively to those Individuals with the administration wlio have, in my opinion, allowed considerations of private gain to bcclouTf their intellectual honesty and pervert the sense of duty to the public or to incompetent individuals ... "No well -trained, public- spirited physician can in good conscience remain for long in the Food and Drug Adminis tration under present condi tions," she said. O Dr. Moulton urged action "to remove from key positions within the agency all those officials who cither for per sonal guin or by reason of too many years ot close associa tion with and 'bruin-washing' by the Industries they regu late have come to place the welfare of the drug industry above that of the consumer." Summer Camping Program Announced A summer camping pro gram for youngsters, junior high school students and fam ilies has been announced by Bruce Burns, youth director at the YMCA. Day camps for seven and eight-year-olds will be held in the Applcgatc area starting June 20. There will be two one-week camps with the campers going to tho site in the morning and ruturning in the evening each day. Camping for older young sters will start July 17 at the Diamond Lake YMCA camp site Willi three one -week camps running through Aug. 6. Cliff Hendricks, reporter for the Oregon City Enterprise-Courier, has claimed the vessel, saying it was left to him in his father's estate. He said he intended to complete salvaging the ship and has applied to the state highway commission for right of ac cess across gie Ijyach to thj vessel. Pasternak To Simple Ceremony Today Moscow (UPD The body of Nobel prize winning author Boris Pasternak will be buried in a plain pine coffin today in a funeral ceremony as simple as the last years he lived in official Soviet dis grace. Although Pasternak was born a Jew and converted to the Russian Orthodox faith arrangements called for a ci vil funeral. Earlier plans for religious ceremony at a localrehurch were canceled. Officially the Soviet Union ignored the funeral as it had the author's death Monday at the age of 70, P The funeral was financed by a Soviet Mutual Benefit society, the literary founda tion of which Pasternak was a member. However, the Soviet Writ ers Union, which expelled Pasternak aftor his, book "Dr. Zhivago" was published In the west, did not partici pate in the funeral arrange ments.
