Newspaper Page Texto o o - Florida GovernorMay Be Candidate As Vice President oo Washington - (CO) - Flor ida's Governor Leroy Collins, a silver-tongued orat) who uses his speaking skills to fur ther the cause o moderation n d understanding between the races, will be a man in the spotlight at the Democratic National Convention in July. Collins, 51, is not only permanent chairman of the convention - a post of power and influence held by the re doubtable Sam Rayburn in recent years-but also a poten tial Vice Presidential nominee. A study of Collins' record In public life reveals a man of deep religious and moral convictions who has been un usually successfuJrki dampen ing the fires of rWlal tension in his home state. 'Qualities of lh Spirit' Collins was first elected Governor in 1854 after com pleting twelve years in the state house and senate. In augurated In 1955, he startled the people of Florida with some straight talk: "Progress in business, industry and hu man welfare can onlv eo far with a ward-heeling, back- scratcmng, self-promoting po litical system ... . Govern ment must have qualities of the spirit." His first program to the legislature - three-quarlers of which was approved -(fifclud-ed the widest program of gov ernment reform ever proposed by a Flordia governor. Suc cessful measures included a new stato development com mission, repeal of Florida "quickie" divorce law, a merf system for state employees, six new junior colleges, and an increase in teachers' pay. Though a defender of states' rights, Collins warned local and state governments must tax properly and govern prop erly or Washington must step in. "If more people would be concerned with states' respon sibilities instead of state;' rights," he said, "there wouid be little loss of those rights." 'Moderate' on Race Issue QBy 1956 racial tensions, stemming from the Supreme Court's 1954 school segrega tion decision, were becoming heated in Florida Qh else where in the South. Collins ran for reelection as a moder ate and swampedgextremist opposition. He will not be eligible to run for reelfCVion in 1960. w Collins has counselled Flor Idians against open defiance of the Supreme Court, saying that son defiance "is litts-J short of rebellion or alfcJ archy." He points with pride to Florida pupil placement laws, which he supported, that ' allow local school boards to decide when local conditions permit school integration. The first public school in Florida was Interred last Septem ber. w Collins has urged the legis lature "never, never, never to pass a law under which a school can b"! closed (to avoid integration). Col lins said merchants had a right to serve whomever they wish, but that he considered it 'unfair an morally wrong" to serve Negroes in some de partments of a store but to refuse them service in others.
