Scientists Driven Florida GovernorMay Be Candidate As Vice President Washington - (CO) - Flor Ida's Governor Leroy Collins, a silver-tongued orator who uses his speaking skills to fur ther the Muse of moderation and understanding between the races, will be a man in the spotlight at the Democratic NajBinal Convention in July. Collins, 51, is not only permanent chairman of the convention - a post of power and influence held by the re- aouotaoie bam Kayburn in tial Vice Presidential nomi nee. A study of Collins' record In public life reveals a man of deep religious and moral - convictions who has been un usually successful in dampepd lng the fires of racial tensioV in his home state. 'Qualities of th. Spirit' . . Collins was first elected Governor in 1954 after com pleting twelve years in the state house and senate. In augurated in 1955, he startled the people of Florida with some straight talk: "Progress In business, industry and hu man welfare can only go so far with a ward-heeling, back scratching, self-promoting po litical system ... . Govern ment must have qualities of the spirit." His first program to the legislature -Utree-quarters of which was proved - includ- A U - r Jernment reform tfk proposedLP oy a norma governor, suc cessful measures included a new state development com mission, repeal of FloijWa's "quickie" divorce law, a rtrerit system for state employees, .' six new junior colleges, and an increase in teachers' pay. Liitfie wuuiri 'Moderate' on Race Issue By 1956 racial tensions, stemming fromibe Supreme Court's 1954 siQjyjl segrega tion decision, were becoming heated in Florida as else where in the South. Collins ran for reelection Sava moder ate and swampextremist opposition. He will not be eligible to run for reelection in 1960. Collins has counselled Flor ldians against open defiance of the Supreme Court, saying that such defiance "is little short of rebellion or an archy." He points with pride to Florida pupil placement laws, luhich he supported, that allowvjucal school boards to decide when local conditions perarit school integration. The firsJ-public school in Florida was integrated last Septem ber. Collins has urged the legis lature "never, never, never to . pass a law under which a J school can bi closed (to avoid integration). The 17 - year - old was charged with illegal posses- Xshland police said there was a scuffle in the police station when the youngest of the trio attempted to strike an officer. When he was brought under control, Ed ward Barnes also attempted to hit a policeman. In 1932 he married the great-granddaughter of an early territorial governor of the state, and they have four children. The oldest boy, an Annapolis graduate, is now on submarine duty with the Navy. Collins has declared he is not a candidate for Vice Presi dent, but would accept the post if it were offered him.
