I; The papers said that gen - erally the charges were based on a recent complaint filed against the Stereotypics un 5 ion by the NLRB. The Stcreo i typcrs called the strike Nov. Z 10. The NLRB said they did 5 so for illegal reasons and in effect, the strike was illegal. A hearing has been ached- ulcd for June 1 on the NLRB i complaint. i The five union groups charged were the Inter-Union Strike committee, the Inter national Typographers union, the Portland Newspaper guild, Portland Typographers local 58 and Portland Mailers local 13. Three of the groups were charged with having engaged In unfair labor practices by j School in Lebanon Damaged by Blaie Lebanon -HPI - A classroom of the Lacomb elementary .school here and part of hall burned during the noon hour Ferity. The NLRB complaint on which the charges are based, said that all three of the prin cipal demands of the striking Stereotypics union, made last fall prior to the strike, are violations of federal law. The demands centered on a number of men working on a machine, substitutions and compulsory membership of foremen. 5rm ml'. be dirtc'td pri I manly at larval control, ac ' cording to George Runyan, ' Jackson county sanitarian. I "This program will b aim j ed at getting to tht mosquito before it can develop into a I flying insect," Runyan ex plained. "Calls for assistance will be handled as quickly as possible." Insecticides will be handled according to regulations estab lished by federal authorities. However, the county's citizens must cooperate by getting rid of water - collecting rubbish. Also, people should not expect 100 per cent control. It's the Jackson county pub lic health department's aim to obtain as complete control as possible wilhin the limited means and material available, the sanitarian added. Control of Disease People must also remember that control of disease trans mitting mosquitoes is the main thing and control of pest mos quitoes is secondary. How ever, because of the overlap ping of breeding and resting habits, control of one will in- Kesponsibiltty for mosquito control is split between a local governmental agency acting for the community and the community s citii-ns. In Jack son county with a compara tively small population and smaller budget, services of one sanitarian and one season al employee are used during the mosquito season. Because of the small stuff and limited budget all efforts must be di rected toward larval control instead of the more expensive "shot-gunning" for adult con trol, the sanitarian explained. PtOpla Can Help The people can help by get ting rid of tin cans, tires, old pots and pans and other wa tcrholding containers. Some of the worst mosquito breed ing breeding is encoiiragpd by failure to dispose of rubbish by burial or hauling it to a dump. Septic systems that do I not function right, and allow water to drain out to the sur fsce in pools also encov.rsse mosquito breeding, he said. Farm land poorly leveled and graded will collect irriga tion water and hold it in pools to provide another breeding spot. Trimmed shrub bery leaves a minimum of resting places for adult mosquitoes. Screens on doors and windows also keep mosquitoes out, he noted. Ideal solution would be elimination of all breeding spots. However, insecticides have their limitations, and weak points, too. Use of some insecticides is restricted. DDT is one of these, Runyan said. Although this chemical leaves an effective spray residue it becomes a chemically un stable compound when ex posed to alkaline substances such as soap. Insecticides similar to DDT exposed to alkaline s'.an'ier, lie) Herf. Restrictions Noted -1 eat as many as IBS J,irvue) in I one day. I Research on mosquito con- The federal government has set tight restrictions on DDT. At least 30 days lapse after the last feeding and slaughter of beef animals is required if they have been grazing in DDT treated fields. Milking animals cannot have access to toons rontatnipp inernrine 1 1 residues at anv time. Natural ly this restricts use of DDT in pastures, Runyan noted. Generally, a safe rule is that if the spray can kill in sects it could harm humans and should be handled accord ingly. The only insecticide which can be used with little or no restriction is Malathion. i However, after mint; it peo ple should carefully wash themselves. Also, areas in which this chemical is used should be constantly checked and rechecked since no resi due is left to continue killing insects, he said. A top -water feeding min now called gambusia has been effective in destroying mos quito young in some places, but has not been completely successful in Oregon yet, the sanitarian noted. This type trol has established the fact that there are three species of Anopheles mosquitoes, five Species of Aedes, three of Cu lex and two of Culiseta. Transmits Malaria The Anopheles freeborni transmits malaria, and the Cu- "cl! r?is,r,',s encepha litis. Nine of these 13 species feed on humans. Of the nine, five species of Aedes are day time feeders. The two most persistent and vicious of the latter species can fly up to 22 miles from their breeding places. This wide flight range serious complicates control. A study of breeding habits shows that generally. Ano pheles and Aedes types breed in fresh water. Culex will breed in either fresh or pol luted water. The Anopheles and Culex lay their eggs in still water while the Aedes mosquitoes usually lay their eggs above the normal water level but below high water levels. Eggs from the Aedes mos quitoes may lay for two or three years before the water the (ewgs. These breedir habits point out that a small mosquito population this year does not mean a small population next I year, necessarily. A relaf'Vely dry year does not always re duce the insect population through lack of water holes, either. However, wet years do increase the population be cause of more faMeding pouls. Generally, the cooler the weather the fewer mosquitoes that breed, Runyan said. MURDEJI TRIAL - - Vancftuver, Wa.th: -IOT-Tti, fiisl degree murder trial, of John R.
