Today fir Tomorrow By Walter lippmann OUR KOREAN HEADACHE If there it any criticism to be made of the State Depart ment in its dealines with I South Korea, it is that it might well have acted sooner. For years Korea has been an Am e r I c a n headache. Dr. Rhce has play ed the despot and has par. ried on a regime which made a mean joke of the hlnnriv struggle we waged to save South Korea for democracy and liberty. In his relations with Japan and with his pow erful neighbors in East Asia he has been an irresponsible nuisance. With his war-mon-gering he would have been a dangerous nuisance had we not kept a close watch on him. After the brazen theft of the elections in March his dicta torship, which we had just managed to tolerate, became intolerable. For after the vio lence and dishonesty of the elections, rebellion broke out all over South Korea. His gov ernment had lost the final ex cuse by which dictatorships can be justified - that they are able to govern. When Dr. Rhee resigned, he had ceased to be able to govern. TN ALL probability the Unit- ed States could not have laved Dr. Rhee had it wanted to do that. There was no rea son why we should have want ed to save him. In taking its stand against Dr. Rhee and for a new deal, the State Depart ment acknowledged the ines capable responsibility of th United States. It is that we are involved in Korea and are re sponsible for the maintenance of a stable and a reasonably liberal regime. It was an honest and a healthy thing to intervene openly. For the open interven tion is a public acknowledge ment of the real situation, which is that the South Ko rean state was created by American arms, is protected by American power, and is maintained by American sub sidies. All the world knows this, and therefore all the world holds the United States ac countable for the behavior of the South Korean government. There is no way in which we could protect and support South Korea and at the same time act as if it were an in dependent country like, for example, Switzerland or Den mark. The critics of the State Department's lnterve ntion cannot have it both ways. They must not ask us to un derwrite South Korea and at the same time demand that we leave it entirely alone. . IT WOULD suit most of ui In America much better if we could leave Korea alone, if we did not have to intervene, if w did not have to take a part in overthrowing a govern ment, if we did not have to worry about its successor. A host of new leather colors and styles - in both smooth grains and silky suedes -coats and jackets are designed to go fashionably 'round the clock in city or suburb. In keeping with the tailored-but-feminine look in fash ions this spring, suede leather garments are distinctively styled with soft, fluid lines and simple detailing. Johnson Favored as Three-State Choice Washington - (UPD - Demo crats in Oklahoma, Arizona and Nevada pick their nation al convention delegates today and Saturday. Senate Demo cratic Leader Lyndon B. Johnson appears likely to col. lect the biggest dividends. The delegates will be chos en by state Democratic con ventions in the three states. Well-posted political sources here said Johnson probably would be the choice of Okla homa's 29-vote delegation, even if it goes to the national convention u n c o m m i tted. Johnson also may get Ari zona's 17-vote delegation. Nevada was reported likely to spread its 15 votes between Johnson. Sen. Stuart Syming ton (D-Mo.) and Sen. John F. Kennedy (D-Mass.). .
