    Four Scholarships
Presented by Elk
Lumber Company
Four young people from
iouthwest Oregon who will
graduate from high school in
June have been awarded
$300 freshman scholarships
by the Elk Lumber Scholar
ship committee.
They are Miss Bonnie Al-
lingham, Medlord High
school, daughter of Mrs. John
S. Power; Miss Gayle Harris,
Roseburg, daughter of Mr.
and Mrs. Wayne Harold Har
ris; Miss Susan Fontaine,
Medford, daughter of Mr. and
Mrs. William Eldon Fontaine,
518 Belmont St.; and Miss
Sandra Sessmo, Klamath
Falls, daughter of James Ros
coe Leard and Mrs. Doris Ce
ceilia Sessom.
Miss Allingham received a
scholarship to Willamette uni
versity where she plans to
study to become a teacher of
English literature. She is a
member of St. Mark's Episco
pal church in Medford where
Judge Rules
Against Unions
Portland - (UPD - Two strik
ing newspaper unions Friday
lost legal actions against the
struck Oregonian and Oregon
Journal in the National Labor
Relations board decision and
in federal district court.
U. S. District Judge John
Kilkenny dismissed a suit of
the Portland Web Pressmen's
Union Local 17 which sought
an order restoring the union's
status.
The judge found that the
members of the union "clear
ly violated the 'no work stop
page' and the 'no strike' pro
visions of the contract when
members walked out, on and
subsequent to. Nov. 10, 1959."
He said it was "absolutely
clear that parties intended to
provide an orderly method
for the settlement of disputes
and that there would be no
work stoppage or strike."
He found that failure to
cross the picket lines was a
breach of contract.

tive in Girl Scouts, and presi
dent of the Rogue Valley
Senior Planning board.
Plans Nursing Career
Miss Fontaine has been
awarded a scholarship to
Lewis and Clark college,
Portland. She plans to make
nursing her career. She is a
member of the First Presby
t e r 1 a n church, Medford,
where she has served as sec
retary of her church school
class, member of the choir,
and church school teacher.

the Future Nurses of Amer
ica, historian of the Candy
Stripers, secretary of the or
chestra, member of the Pep
club,. Science club, Friend
ship club, Spanish club, Girls'
league and Crater staff.
Miss Harris received a
scholarship to Lewis and
Clark college, where she
plans to train to become an
elementary school teacher.
She is a member of the First
Presbyterian church, Rose
burg, and has been active in
many church organizations
and high school activities, in
cluding vice president of the
National Honor Society.
Miss Sessom plans to make
medicine her career while at
tending Lewis and Clark col
lege. She plans eventual serv
ice as a medical missionary.
A member of the St. Andrews
Presbyterian church, Klamath
Falls, she has been active in
choir and other church activi
ties, and has participated in
many high school organiza
tions, including the National
al Honor Society.
The Elk Lumber company
scholarship committee re
ceives applications for schol
arships throughout the spring
and summer, Riley Cook,
Medford, chairman of the
committee, noted. Several
scholarships still are available
for Lewis and Clark college
and Willamette university, he
said. Inquiries may be made

Confusion Exists
On Disability of
Employed Persons
Some confusion still exists
with respect to the severity
of a disabling condition which
must exist to enable an em
ployee or self-employed per
son to qualify for benefits
under the social security pro
gram, according to Edward
B. Jacobson, district manager
of the Medford office of the
social security administration.
"There seem to be two com
mon misunderstandings re
garding these payments,"
Jacobson stated.
"One is that they may be
received by a person who is
temporarily disabled; the oth
er is that they may be re
ceived only by someone who
is completely incapacitated."
Requirements Explained
Actually, he explained, the
requirements are that the dis
ability has existed for at least
s i x months, prevents the
worker from performing "any
substantial gainful activity,"
and is expected to be of long
continued and indefinite dura
tion. In addition, the disabled
person must have worked un
der social security for at
least five years out of the 10
years immediately before he
became disabled.
There can be no hard and
fast rule as to who will qual
ify under these stipulations,
Jacobson explained. After the
basic six months require
ment has been met, each
case must be judged on its
merits, based on the best
medical evidence available.
He urged anyone having
questions regarding the dis
ability insurance program to
contact the nearest social se
curity office. Applications
may be filed and medical evi
dence submitted as much as
two months before the end
of the six month waiting pe
riod, he added.
The Medford office is lo
cated at 1005 East Main st.
and is open from 8:30 a.m.
to 4 p.m. Monday through
Friday.

State Commission
Sets Meeting in GP
Oregon State Public Wel
fare commission will hold the
next in a series of area meet
ings in Grants Pass, Friday,
April 29, starting at 9 a.m., ac
cording to Miss Jeanne
Jcwett, state public welfare
administrator.
This is the third of a series
of area meetings designed to
bring state staff and commis
sion closer to area problems
and to meet with the people
concerned with them, Miss
Jewett explained. The first
such meeting was held in La
Grande last October and the
second In Salem in January.
The meeting will be held in
the Grants Pass library audi
torium at Northwest Fifth st.
between B and C sts., near the
courthouse. A no-host lunch
eon has been scheduled at
noon at the Redwoods hotel.
Attending will be county
administrators and represen
tatives of county welfare com
missions from Coos, Curry,
Douglas, Jackson, and Jose
ph i n e counties. Legislature
members and members of the
interim public welfare study
committee have been invited,
Miss Jewett said.
