His recorded message was released to American broad casting stations on the most solemn day of the year for the Christian world, commemora tion of the death of Christ on the cross. The Pope kneels barefooted before a crucifix in the Rome basilica of St. Mary Major to day to lead the world's half billion Roman Catholics in the observance. Bells were silent and altars stripped bare in token of mourning. Adoration of Cross The central part of the cere mony is the adoration of the cross. The Pope walks bare footed to the cross, kneels three times, and kisses the feet of the crucifix. Cardinals dressed in purple mourning follow him in the adoration. They then take communion. Not until midnight Satur day will the altars be decor ated again and the bells be set to ringing out the Easter news that Christ has risen from the dead. The Pope's message was ad dressed specifically to Ameri can Catholics, but he sent his greetings to the entire popu lation. "We greet, with the affec tion of our paternal heart, the entire American people, to wards whom we cherish senti ments of warm benevolence and admiration," the message said. Asks God's Blessing "This message reaches you in America on the day when Christian peoples are com memorating the passion and death of the Savior of man kind. Hearing Set on District Budget Central Point - Public hear ing on a proposed $31,458 budget for 1960-1981 for the Central Point Rural Fire Pro tection district is scheduled May 3, Chairman C. C. Thompson of the district board has announced. Final approval of the board and budget committee on the projected outlay was given April 12. Thompson said the princi pal increase was for setting up a fund of $1,500 for emer gency repair and replacement of equipment. He reported that the board felt this was better than increasing the amount budgeted for repair and replacement. If no such emergency arises, he pointed out, the money from the emergency fund would be credited to the 1961-1962 levy. Millage rate will likely be increased .2 of a mill which would be approximately a total of 3.6 mills. The budget is still substantially below the 6 per cent statutory limita tion allowed for increase.' John Layden is chairman of the budget committee and other citizen members of the committee are Franklin Geo hard, Philip Hoffman, Homer Conger and Ed Taylor. Steel 803, Youngslown S & T lOBTs Boys' Adventure Ended by Police Astoria -HOT- Two adven turesome 16-year-old Portland boys, who said they wanted to go to San Fracisco in a 44 foot cabin cruiser, were picked up by local authorities Thursday. Sheriff Carl Bondieth said the boys tried to buy gasoline at a dock here on a credit card. The dock attendant be came suspicious, telephoned the cabin cruiser's owner in Portland and found the owner didn't know the boat had left the Portland Yacht Club, ac cording to the sheriff. While the attendant was making the telephone call, the boys headed upstream but beached the boat and were ap prehended by the sheriff, who had called a Coast Guard pa trol boat. WATERWAY SYSTEM Antwerp - There are more than 1.100 miles of navigable rivers and canals in Belgium. Senator Raps Election Year Hood River -flM- Senator Wayne Morse, winding up a six-day tour of Oregon, Thursday night chided the Eisenhower administration for waiting until a presiden tial election year "to toss a few carefully - budgeted crumbs to resource develop ment." Morse told local Democrats that the Republican adminis tration's "no new starts" pol icy on dams went by the boards this year. He said this "about face" was heartening "but on clos er examination the change in policy turned out to be a lit tle like the case of a drown ing man, who expecting to have a life preserver tossed to him, found there was noth ing on the end of the line." The Democratic party, he said, must restore this coun try to a "sound, sensible pol icy of resource development." Blasts GOP Policies Morse said he had been working to see that adequate appropriations were made by Congress this year to con tinue construction on multi purpose dams in the Pacific Northwest. "This year a presidential election year, mind you - the Democrats have by strange coincidence, begun to get just a trace of help from the administra tion." Morse, a candidate for the Democratic presidential nom ination, said it was the Dem ocratic party which historic ally had advocated maximum development of the people's resources for the people s benefit. "And it was the Republic an party," he said, " . . . which conceived the onerous Dixon-Yates deal; which has slowed down federal power projects and opposed new starts: which stalled atomic energy development; which has repeatedly attempted to cripple rural electrification; which worked with all its might to give away the mag nificent Hells Canyon site." Morse said the administra tion record on resource de velopment was built on two basic assumptions "One, that the nation's resources should be given away to pri vate interests, or that, where possible, 'partnership' deals be arranged to permit the federal government to subsi dize the private interests: and two, that a dollar spent on resources developed is a dollar wasted, and therefore, as few dollars as possible should be spent." Bill Criticized "But suddenly." he said, "In the year 1960 this is changed. The President him self, in his budget message in January, said his budget recommendations for re source development 'take in to account, their great im portance to the nation's eco nomic growth and security." He said "we cannot have new starts limited to presi dential years alone." Morse also criticized a bill before Congress which he said would grant perpetual federal subsidies to private companies which build dams upstream from federal dams. He said he would continue his fight for needed new starts and full development of water resources. "But the fight will be uphill and dis heartening until we get a Democratic president in the White House," he added. Morse left after the speech for Washington, D.C. Mother, Daughter Suffer Burns Portland -d'PI)- A mother and daughter suffered burns Thursday at their home here when the child's clothing caught fire as she stood in front of a stove. Burned were Mrs. Stephen Subject and her five-year-old daughter, Judith. The child was ' severely burned and Mrs. Subject was burned on the hands as she tried to put out the fire.
