Dr. A. Dale Console of Princeton, N.J., who resigned as head of the medical depart ment of Squibb Laboratories to return to private practice, said the motto of the drug in dustry Is: "If you can't con vince them, confuse them." Appears as Noble Purpose He told the Senate Anti- Trust and Monopoly subcoin mittee, which is looking into allegedly excessive profits by medicine manufacturers, that the drug industry "is unique in that it can make exploita Hon appear a noble burpose.' Too often, he said, drug firms, send dozens of promo tion men to sell new products to doctors while experts in the home office try "to deter mine the best way to make nothing appear like a pot of gold. "Since so much depends on novelty, drugs change like women's hemlines," Console declared. Other congressional news: Aged: Sen. Jacob K. Javits (R-N.Y.) called on the admin istration to support the volun tary federal-state-private med ical insurance programs for old folks proposed by eight OOP senators. Javits, who in troduced the bill, told a Sen ate subcommittee it met all the administration's require ments for an acceptable plan, United Auto Workers Presi dent Walter P. Reuther plan ned to lead a delegation of re tired workers to the capitol to plug a Democratic plan for compulsory insurance within the Social Security system. Whiskey Fund: Rep. H. R. Gross (R-Iowa) will try to force the House to take a roll call vote on a State Depart ment request for money to buy liquor, food and other items for U.S. embassies over seas "If the members want to vote for $835,000 worth of en tertainment and liquor, that's all right," Gross said. "But I want them on the record." He failed in a non-record vote Tuesday to cut the sum to $400,000. The so-called "rep resentative fund" is part of a $223,769,754 money bill to run the State Department in the fiscal year starting July 1. Fair Trade: A drive was underway to push a vote on a long-stalled bill to let manu facturers set minimum prices on brand-name merchandise. The effort was aimed at pry ing the so-called "fair-trade" bill from the House Rules Committee which has blocked floor action for a year. Foes and supporters agreed the leg islation probably would pass the House if it ever reached a vote.
