Mon roe Sweetland (D-Milwaukie) as a "serious and expensive" blunder. Secretary of State Howell Appling Jr. conceded the er ror had been made by a wo man in the state elections di vision. Elections Director Jack Thompson said in checking with private printing firms in Portland printing ballots on contract with various coun ties that the entire Demo cratic ballot for Deschutes county had been run off be fore the mistake was discov ered. Klamath. Douglas Affected Gene Conklin, Pendleton, was listed as a state-at-large delegate to the national con vention when actually he is a candidate for 2nd congres sional district delegate to the convention. Thompson said the only other ballots affected as far as he knew was Klamath county, of which 15 of its 74 precincts were already run, and about one-third of the Douglas county ballot. Clerks in the affected coun ties have the responsibility of deciding whether the bal lots are to be rerun or whether the error may be corrected in other ways. The extra ex pense must be borne by the counties, which pay to have their own ballots printed. Sweetland Critical A spokesman at B a 1 1 y Printing Company in Portland where the Deschutes ballot was run said he did not know If the 6,000 ballots would be rerun or corrected with a blockout and an insertion. He had no estimate as to how much expense was involved. Appling was en route to Seaside to address the Bowl ing Proprietors Association ind was not available for urther comment. Sweetland, a Democratic andtdate for nomination as secretary of slate, criticized Appling and Thompson. He suggested that in the "interest of accuracy" Appling recall former state elections Chief David O'Hara, now retired. Appling said the mistakes in listing Conklin had been caught before Sweetland's charges. Second Powell Tax Count Dismissed New York - (UPD - Federal Judge Frederick Vanpelt Bry an Thursday dismissed a sec ond of the three Income tax evasion counts on which Rep. Adam Clayton Powell Jr. is on trial. He denied a defense motion to throw out the one remain ing count, which charges him .with preparing a false and fraudulent return for his wife in 1951. The count dismissed today had charged the Negro con gressman and minister with evading payment of $1,399.69 in taxes on the 1951 return. Testimony during the trial had indicated that errors made by others in filling out the tax form had virtually wiped out the alleged deficiency.
